The Village of Sea Cliff Board of Trustees intend to implement a “Comprehensive Plan” for the Village that will have a substantial and long-lasting impact on zoning law, property development, taxes, and traffic in the Village of Sea Cliff

Mayor Villafane’s stance is that residents have misguided beliefs about the Plan due to unwarranted concerns about development of the Giordano nursery property on Glen Cove Ave.

Over 50 people packed the Village Hall meeting room on June 20, 2023 to voice their concerns. However, the Mayor seems to be stubbornly resistant many of the residents’ objections that were expressed at the public meeting on the Plan. Village Trustees sat in silence during the public comment meeting.

North Shore School Property Taxes Slated to Explode

While many of you were enjoying summer the North Shore Board of Education (NSBOE) has been busy taking actions that impact residents. One of which will have a devastating impact on taxpayers, especially those on a fixed income.

In May the community voted to approve the 2022-23 school budget, the budget included a 2.499% tax increase. On August 3, 2022, the NSBOE voted to overrule the community vote and impose a 6% tax increase on residents.

The Board of Education voted to have taxpayers pay for the lost tax revenue from the Nassau County Settlement with LIPA even though the district and BOE have said for years that they were prepared for the settlement.

The district received a $3.25 million settlement from LIPA for its agreement not to challenge the settlement between Nassau County and LIPA, $2 million of which was paid to the district in July. Rather than use all of the $2 million from LIPA or any of the $18 million the district has in reserves the NSBOE decided to have taxpayers make up the loss in tax revenue ($2.6 million).

According to North Shore Assistant Superintendent of Business, James Pappas the 2.499% Tax Levy increase approved by voters in May would have resulted in a $365 tax increase on a home valued at $750k, but because the Board of Education decided to increase the tax levy to 6% that tax increase will be $1,000 on a house valued at $750k . Residents will see property tax increases of between $500 and $3,000 per year. Meeting Video Clip

The NSBOE will tell you that they did not know how the settlement would impact taxpayers before the budget vote, but that is untrue. On April 25th the Nassau County Legislature voted to approve the settlement well before the vote on the school budget. The settlement clearly identifies the loss in tax revenue to the North Shore School District and at a BOE meeting on April 7th then superintendent Tom Dolan shared the impact with the Board of Education (Dolan Presentation). In addition, Newsday reported on the settlement in both March and April. (Newsday article March, article April)

Information about the impact to taxpayers was available as far back as March 2022 but the NSBOE choose not to disclose it to taxpayers. Board of Education President Dave Ludmar devised the plan to mislead taxpayers in order to get a tax increase not approved by voters. While no one was watching in the middle of summer Board President Dave Ludmar betrayed the community and taxpayers. He said "people will just have to get use to paying more" .

Has the NSBOE informed taxpayers of the additional increase? NO taxpayers will only become aware of the additional tax increase when they receive their tax bill in October.

Why have a vote on the budget if the NSBOE can unilaterally disregard the results of the election and impose a tax increase not approved by voters?

Write the NS BOE ([email protected]) and voice your concern with this decision.

Also email the NYS Comptroller and the NYS Education Department ask for a full investigation into the unauthorized tax increase by the North Shore Board of Education.

In 2022, North Shore Schools ranked well behind these other notable Long Island school districts. This is despite the fact that North Shore spends, above and beyond, the highest per pupil compared to any other school district on Long Island.

The North Shore “Tax and Spend” crowd touts higher and higher outlays of your cash for their vanity projects and ego spending. But they don’t care about what’s really important to our kids, academic performance.

The Mayor claimed during the April 11th 2022 Board of Trustees meeting that the 6.2% increase was needed due to rising costs in the Village.

However, she neglects to mention the Town of Oyster Bay, through prudent fiscal management, has reduced or frozen property taxes FOR THE LAST 5 YEARS through 2022.

In comparison the Village of Sea Cliff has raised taxes every year, and now the Mayor is forcing through a whopping 6.2% increase for 2022-2023.

Mayor Villafane, during her board comments, said if she couldn’t get the tax increase passed, she would have to “stop picking up the garbage.”

In reality, Villafane voted to increase taxes every year she has held office.

There was a brief statement at the November Village Trustees' meeting about a Prospect Ave "redesign." This important thoroughfare which leads from Glenwood Landing to Sea Cliff along the harbor, is being studied by consultants on behalf of the County, at the urging of the Village.

The Village is pushing for the "Open Streets" design concept. This concept means that lanes for vehicles may be reduced to create bicycle lanes.

We are concerned that given the increased traffic due to area development, and cars are the predominate means of transportation in Nassau County, we should not reduce car lanes on Prospect.

With the school bus depot and businesses on Prospect, the two lane (per direction) roadway is vital to our community.

The Village says a new design plan for Prospect is coming soon. Residents are urged to look into this issue.

The Village of Sea Cliff is poised to pass a bill BANNING use of leaf blowers in the Village. The Bill, drafted with little public input, is set for a vote on November 8th.

This arbitrary law will increase the maintenance costs for Village residents by necessitating more workers for home maintenance, force people to rake leaves or sweep properties in sweltering summer heat, and impose fines on violators.

The bill’s draft language was NOT made available to the public, as required under NYS Law. It was not posted to the Village website. It is likely the Trustee’s kept the details of this bill quiet to avoid arousing public anger.

The bill fails to consider the need for using blowers to cleanup after summer storms and hurricanes. It may also subject mosquito treatment companies to fines for using blowers to apply anti-mosquito treatments. The bill may also be a first step towards banning lawn mowers, w**d trimmers, chainsaws, and other powered equipment necessary for the maintenance of one’s home.

The Bill also does not address whether Sea Cliff DPW will continue to use blowers for village property and park maintenance hypocritically while residents cannot maintain their own property.

Contact Mayor Villafane immediately and demand this bill be stopped and re-opened for public comment so Village residents can have a honest and informed discussion on this issue.
