🚨Domestic Kidnapping🚨
Seaford, DE- On 5/30/26 at approximately 3:24pm, officers were dispatched to a call in the area of Pennsylvania Avenue and Hall St of a female passenger yelling for help in a vehicle being driven recklessly. As officers were responding to the scene, additional calls came in about a hit and run collision and a female being dragged back toward a vehicle. Callers reported that nearby witnesses got the female away from a male party, who then fled in the vehicle.

As officers began speaking with witnesses and the female victim, a clear picture of the total incident was developed.

The female victim and the male suspect, identified as 25 y/o Khalil Bell-Houchens, were in a relationship and he picked her up from a location in Blades. During their time in the vehicle, they began to argue and she told him she wanted to get out. Bell-Houchens repeatedly forced her to remain in the vehicle and made statements indicating that both of them were going die. As this was occurring, the vehicle was being driven up on the sidewalk and collided with at least one parked vehicle.

As the vehicle turned down a side street, the victim was able to jump out of it while moving, sustaining minor injuries. Witnesses were then able to scare off Bell-Houchens as he was attempting to pull the victim back to the vehicle. The victim received medical attention for her injuries and officers began looking for Bell-Houchens.

With the assistance of Delaware State Police, Bell-Houchens was located at his residence and taken into custody without incident.

Bell-Houchens was charged with:

Kidnapping 1st – Felony B
Possession of a deadly weapon during commission of a felony – Felony B
Assault 2nd – Felony D
Reckless endangering 1st – Felony E
Provide false statement to law enforcement to hinder/delay – Felony G
Terroristic Threatening – Misdemeanor A
Offensive touching – Misdemeanor
Reckless driving – Misdemeanor
Disorderly conduct - Misdemeanor
Leaving the scene of a collision resulting in injury – Misdemeanor
Driving a motor vehicle on a sidewalk – Violation
Driving a motor vehicle at unreasonable speed – Violation
Removal of a vehicle from a collision scene – Violation
Fictitious or cancelled registration – Violation
Failure to have required insurance – Violation
Failure to provide information at a collision scene – Violation

Bell-Houchens was arraigned by Justice of the Peace Court 3 and committed to Sussex Correctional Institute on $139,800 cash bail.

🚨Pursuit Ends With Crash and DUI Arrest🚨
Seaford, DE- On 5/30/26 at approximately 9:35pm, an officer from the Seaford Police Department observed a Ford pickup traveling Eastbound on W Stein Hwy with no lights on. As the officer turned on their emergency lights, the vehicle began switching lanes and speeding up significantly.

The suspect vehicle fled at a high speed Eastbound on Stein Hwy until crashing into a Mazda sedan at the intersection of Norman Eskridge Hwy and Sussex Hwy. Officers checked on the passengers of the Mazda, while others continued their pursuit of the suspect on foot. The suspect fled toward Beaver Dam Drive, where he was successfully taken into custody by officers. One passenger from the Mazda was taken to a nearby hospital to be treated for non-life-threatening injuries.

The suspect was identified as 18-year-old, Jeremy Mroz of Milsboro. He was given field sobriety tests and found to be under the influence of alcohol. He was charged with:

Disregarding a Police Officer Signal – Felony G
Vehicular Assault 2nd DUI Related – Misdemeanor A
Criminal Mischief >$1000 Recklessly Damages Property x2 – Misdemeanor A
Resisting Arrest – Misdemeanor A
Driving a Vehicle Under the Influence of Alcohol – Misdemeanor
Leaving the Scene of a Collision Resulting in Injury – Misdemeanor
Numerous speed and traffic related violations

Mroz was arraigned by Justice of the Peace Court 11 and committed to Sussex Correctional Institute on $650 secured bail.

Gun and Drugs Recovered After Struggle with Wanted Person

Seaford, DE- On 5/28/26 at approximately 6:53pm, officers from the Seaford Police Department located a known wanted subject, Wendell King 3rd, in the area of E Stein Hwy and Front St. Officers made contact with King and advised him he was under arrest. While attempting to arrest him, King physically resisted officers and attempted to flee. He was tased and taken into custody without further incident. As a result of the resisting, one of the department’s patrol vehicles was damaged.

A search of King and the sling bag he was carrying at the time of arrest, uncovered a loaded .380 pistol, additional ammunition, 12 bags of he**in, 10.7g of crack/cocaine, and numerous items of paraphernalia indicating his involvement in drug dealing. King was charged with the following crimes:

Possession of a Firearm During Commission of a Felony (Felony B)
Possession with Intent to Distribute Tier 2 Quantity (Felony C)
Carrying a Concealed Deadly Weapon (Felony D)
Possession with Intent to Distribute (Felony D)
Possession of a Firearm or Ammunition by a Person Prohibited x2 (Felony D)
Possession of a Controlled Substance Tier 2 Quantity (Felony E)
Resisting Arrest (Misdemeanor A)
Criminal Mischief of $1000-$5000 (Misdemeanor A)
Possession of Drug Paraphernalia x6 (Misdemeanor B)

Body Recovered from Williams Pond *Update*

Seaford, DE- The Seaford Police Department has identified the body recovered from Williams Pond on April 15, 2026 as 53 year old Dawn White of Seaford. Upon identification, notification was made to immediate family. The cause of death is still under investigation.
