This is from SeaTac Councilmember James Lovell in regards to the proposed walkway in the park...

I have received a number of messages regarding Grandview Off-Leash Dog Park, and I wanted to offer an opportunity to learn more. On Monday, 5/11/26 at/around 5pm, I will be visiting Grandview to make myself available to residents who would like to share more with me about their concerns. I have visited Grandview before but will be glad to spend 20-30 minutes walking through and scoping things out. I have not made any conclusions about any proposals or changes. I am still gathering information.

I know this timing might not work for everyone, but I have a fairly tight schedule this week and wanted to get out there as early as possible.

Signs were posted at Grandview by the councilmember who is proposing the path for school children and the general public to be able to walk through Grandview as a shortcut from the neighborhoods next to and below the park to Military Road (see picture of the sign).

The signs state the following:

"...whether we could make this 30+ acre public park safely accessible to all."

"...this proposal does not close any existing dog park entrance or gate. The off-leash area would remain fully intact".

"If you have ideas about how we can better serve all park users, dog owners and non-dog owners alike..."

Addressing these quotes, it is not clear how the path would be constructed in a way that would protect children from dogs without using some of the park and the south entrance. It also doesn't address the dangers of the parking lot and road out of the park.

The sign also says that Grandview is a public park. While that is true, it is a specific use public park (like a skate park or a frisbee golf park), that specific use being a dog park, not a general use park or a short cut or any other type of park.

If you would like to keep Grandview how it currently is (with no path), we need to keep these things and the safety of children in the minds of the City Council and the Mayor, as this proposal is still in consideration.

Meeting follow-up.

Thank you to everyone who attended the meeting, those who spoke, and those who emailed. The city was inundated with emails! Yay!

I wasn't able to attend but I listened to it virtually and spoke to someone who attended.

The bottom line is that at this point the Mayor and at least one council member are in support of leaving the park the way it is now. They plan to revisit the issue after they get some data on how many children actually use the park as a cut-through to and from the school and how many police and animal control incidents have been reported. After the city gathers that information they will decide if the proposal warrants another meeting.

It might be a good idea to have people follow up with an email with mention of a few things that caught my attention such as:
1. There was mention of neighborhoods surrounding the park wanting to use it as a short cut. Other than school kids, I have never seen that. Even so, there are signs that say you are entering an off-leash dog park so expect to enounter dogs running off leash. Use park at your own risk.
2. There was mention that a precedent has been set for changing how the park is used since it was converted from a soccer park to a dog park. It should be noted that the reason for that one time conversion was because King County closed the park and it became a place used for prostitution, drug dealing, and the homeless. Dog park volunteers are the ones who cleaned all that up and have kept it safe for the entire area surrounding the park for the last 20+ years.
3. This proposed walkway would be primarily for the children in the apartments next to the park. Putting in a walkway for those children would be doing it primarily for private access. There is a federal ordinance that states the grounds cannot be used for anything other than public open space (can't be built upon or privately used). Putting in a walkway for the apartments violates that federal ordinance.
4. There seems to be some confusion as to whether or not the south entrance to the park would be closed to park users. It was mentioned that park users would still be able to use it, as well as the children. This doesn't solve any issues and in fact, creates more. Even if a new seperate walkway was put in on Grandview grounds (as was mentioned) the children would still have to go through a busy parking lot with cars and dogs coming and going, and down the street into the park.

Bottom line, it is a dog park, and never intended to be a public access walkway for anyone.

Let's keep these issues in the minds of the city so this proposal and the objections to it do not get pushed aside. The objections to this issue are too important to be forgotten.

SeaTac Parks is proposing the following: --To close the south entrance from the parking lot, and along the cement walkway on the south end of the park to make a walkway for kids coming/going from the apartments to the school. (See picture. The Spa (dog swimming area) would no longer be accessible). --Fencing would be installed along the south cement walkway within the off-leash area.

If you would like to keep the park as it currently is, it needs to be emphasized that this idea is a danger to kids (as well as dogs) as dogs can jump fences, get loose in parking lot, kids will put fingers through the fence and get bit, kids will have to navigate through a busy parking lot, etc.

The following is from SeaTac Parks. The first two items are non-action items. They are just to inform park users of new fencing and gate.

The third item is an action item, meaning it will be presented at the April 21st SeaTac Parks meeting.
A SeaTac councilmember has proposed the idea of closing the south entrance to the park and fencing off the south end of the park to make a walking path for school kids.

If you are opposed to (or support) this idea, please attend the April 21st meeting. You need to pre-register (link below). If you can't attend you can submit comments that will be read at the meeting.

Again, please read the FULL info below for instructions:

1. (NON ACTION ITEM). In the coming weeks, a fence and gate will be installed for access to the northwest section of the park (field by school). (See picture. This picture includes item 2). Many users have been requesting access to this area of the park, and we are happy to have the work completed by the end of April.

2. (NON ACTION ITEM). A new fence north of the gravel/asphalt road on the north end of the park will be installed (see picture. This picture includes item 1). This fence will delineate the actively maintained area of the park from areas that receive less frequent maintenance. Several access gates will be installed for park users to enter the less frequently maintained area of the park at their discretion.

3. (ACTION ITEM). A change to the south entrance ramp from the parking lot is being proposed. The access change would eliminate park user access from the south entrance. Fencing would be installed along the existing south asphalt trail within the off-Leash area. This would create a dedicated pedestrian route for the school students to use the existing entrance/exit to the Grandview apartments. Access to the off-leash area would be eliminated for park users and approximately .11 acres removed as park acreage. (See picture. The blue spot on the picture is the Spa (dog swimming area). It would no longer be accessible).

The subject of the proposed south access change will be on the agenda for the 4/21/26 Parks & Recreation Committee meeting. As frequent users of the park, we welcome your feedback on this proposed change to the park. I have provided instructions on how to submit public comment below.

This meeting will be conducted in a hybrid format with in-person and remote options for public participation. The meeting will be broadcast on SeaTV Government Access Comcast Channel 21 and live-streamed on the City’s website https://www.seatacwa.gov/seatvlive and click play.

PUBLIC COMMENTS: The committee will hear in-person public comments and is also providing remote oral and written public comment opportunities. All comments shall be respectful in tone and content. Providing written comments and registering for oral comments must be done by 2:00 PM the day of the meeting. Registration is required for remote comments and encouraged for in-person comments. Any requests to speak or provide written public comments which are not submitted following the instructions provided or by the deadline will not be included as part of the record.

FROM SEATAC:

It has been reported to SeaTac that when the portable toilets are cleaned at the park, the contractor is leaving the vehicle entrance gate into the Off-Leash area open.
Effective 3/31/26 the portable toilets will be moved from inside the Off-Leash area to just south of the vehicle entrance gate. This will ensure the contractor can service the toilets without entering the Off-Leash area.

Please spread the word to find this lost dog.

Also a reminder to be sure the gates at the park are closed. This dog went out the north entrance gate that someone left open. We are trying to get the city to put in a second gate so it is a double gated entry so things like this don't happen. Please email SeaTac Parks [email protected] to tell them Grandview needs a double gated entry.
