FINANCIAL EXPERTISE
Shawn graduated from Bryant University with a Bachelor’s Degree double majoring in Finance and Marketing. While in school, Shawn interned in the Office of Mayor Lambert and in the City Treasurer’s Office. After graduating, Shawn began working as a financial analyst for General Dynamics where he was responsible for financially overseeing multi-million dollar government contracts

. HISTORY OF PUBLIC SERVCE
Serving our city on the Fall River School Committee from 2006-2010, Shawn dedicated himself to improving our city’s school system even serving as Vice-Chairman during his last term. While on the school committee Shawn also served as the Chairman of the Finance and Facilities Sub-Committees where he ensured that our schools were properly funded. REFORMS FOR FALL RIVER
Appointed City Administrator in May of 2010, Shawn immediately began addressing several of the City’s financial troubles. He completed 6 years worth of audits in 18 months; he reconciled cash and implemented a monthly reconciliation of cash, which had not been done in over 10 years; he initiated an aggressive tax title initiative that generate $2,000,000 annually in the collection of back taxes for the 3 plus years he served as City Administrator. Shawn also worked on refinancing the city’s bonds, which saved over $6,000,000 in long-term interest for taxpayers. He worked on Healthcare plan design, saving the city $3,000,000. Shawn built 4 successful budgets, improved the city’s bond rating, and performed contract negotiations for all Bargaining Units, including sitting in on the Teachers Union negotiations. However, many of Shawn’s other proposed reforms were never acted upon. TRANSITION
On December 2013, the incumbent mayor did not renew Shawn’s contract. The mayor stated that he no longer shared Shawn’s ”vision” for Fall River. With over 50 applicants, The Town of Seekonk quickly moved to hire Shawn as their Town Administrator. Shawn now manages the day-to-day operations of the town’s $45,612,000 budget, acts as the town’s purchasing agent and human resource officer. Cadime was recently certified by the Massachusetts State Inspector General as a Massachusetts Certified Public Purchasing Officer (MCPPO). In addition to the overall administration of the Town, Shawn has taken it upon himself to work alongside the Board of Selectmen on Seekonk’s charter and bylaw reforms. Additionally, Shawn is overseeing the construction of a new Fire Station, Animal Shelter addition, and a renovation project for a newly acquired Senior Center, and also manages the Capital Improvement Plan for the town. While he receives satisfaction from steering the Town of Seekonk down a prosperous path, he still longs to continue his family’s legacy of leaving the city a better place for our families and generations to come. Shawn passionately strives to finish the reforms he started in Fall River: 1) Cultivating trust, collaboration, and productivity among city officials and administration 2) Improving upon the city’s fiscal management and internal controls 3) Delivering the most efficient and valuable municipal services to our citizens 4) Bringing jobs to Fall River with smart economic incentives to ensure jobs stay in Fall River 5) Revitalizing neighborhoods by addressing abandoned, blighted, and unsafe buildings.

Bill Gates was warning us back in 2015 that we were not prepared for a global outbreak. Unfortunately no one was listening. Why? Because it wasn't a sexy topic and was simply an unrelatable topic for most of us. My point? We need to remain open-minded.

as work continues on our new 180 ft public safety radio tower and as we move even closer to the completion of our $3.1m radio project, I want to thank the Board of Selectmen and the residents for their unwavering support for public safety.

A special thanks goes to Director Days for her leadership. Her management and her ability to hold our vendors accountable are the only reasons why I can say that the project is on time and under budget. The project has not been without its challenges.

I'm so proud of the team that I'm surrounded by. From the Board of Selectmen, to our administrative team, to all of our employees who work so hard to move the Town forward in a positive direction.

This group worked hard to obtain an easement and make the necessary improvements to an outflow drain, which was required for the Aitken School Building Project to be able to move forward with construction.

It's always been about great leadership, teamwork, and doing the right thing for the Town even when it's not the easiest path.

We have all stepped out of our comfort zone at one time or another. Why not do it in a professional setting? I’ve learne...

we are officially live with our online portal for permits and licensing. All trade permits from the Building Inspection office (Plumbing, Electrical, Gas, and Mechanical), permits issued by the Board of Health, Planning Board, Conservation Commission and Fire Department are available online.

It can be found under "Important Links" at seekonk-ma.gov/

In the future, we will be adding Business Licensing and the Residential and Commercial Building permits to the online offerings.

just a reminder that February 3rd is the deadline for abatement applications to be filed with the Board of Assessors for Real Estate and Personal Property taxes.

Abatements are granted for 3 reasons:

1. Incorrect owner
2. Incorrect information, such as incorrect numbers of bathrooms, being assessed for a shed that has been removed, or incorrect building size
3. Overvaluation - assessed value is more than fair cash value

Abatement applications can be found at www.seekonk-ma.gov/assessors-department.
