City of Selma, Texas Selma is believed to be one of the many settlements along the Cibolo Creek founded by German pioneers. In 1849 the Harrison & McCulloch Stagecoach Stop was created to transport passengers and freight between Central, South, and East, Texas.

Quality of life is rich in Selma! First, the City of Selma has several parks: Stage Stop Park, FM 1518 Park, and Davenport Park. The Stage Stop Park was established in part, from a grant from TXDOT that was used to restore the historic Stage Stop. Created was a visitor’s center and park amenities for Selma citizens. Shopping is abundant in Selma with the Forum Shopping Center being in the city’s backyard. Some of the anchor businesses in the Forum Shopping Center are Toys R Us, Starbucks, Hobby Lobby, Old Navy, TJ Max, and Macaroni Grill. Major development along IH 35 near the Forum Shopping Center continues to surge. Selma is also home to Retama Park, a beautiful horse-racing facility that opened in 1995. The facility provides racing for both turf and dirt running horses, catering to both quarter horse and thoroughbred racing fans and simulcasting of races from other major race tracks throughout the country. Lastly, Selma is community driven, committed to engaging with its citizens. Every third Saturday in May, Selma hosts its annual Police & Fire Fundraiser, with an auction, BBQ plate sale, and attractions for the kiddos. All proceeds from the event are donated to the 100 Clubs of Comal & Guadalupe Counties. Selma residents also benefit from other city events like Movie-in-the-Park Night, Halloween & Christmas for the kiddos at the Fire Station, and National Night Out.

As of July 16th, the city will begin assessing late fees for past due utility accounts. Additionally, as of July 28th, we will resume our non-payment disconnect processes for those accounts that are past due and have not contacted the City of Selma to set up payment arrangements or extensions.

We understand these are trying times, and you may be facing unusual financial hardship. We are committed to working with you to meet your circumstances while maintaining your service. If you need help paying off a large or past due balance, a Payment Extension may be an option to consider. All City of Selma offices will be closed on Monday, May 25th, in observance of Memorial Day. City Staff will resume regular hours to conduct City business Tuesday, May 26th at 8:00 AM. As previously posted, public access to all city offices will still be reinstated on May 26th.

All residents will receive normal garbage/recycle services on Monday, May 25th.

Governor Abbott, CVS Health Announce 44 New COVID-19 Drive-Thru Test Sites In Texas

Governor Greg Abbott today announced that CVS Health will open 44 new COVID-19 test sites at select CVS Pharmacy drive-thru locations across Texas. These new sites will utilize self-swab tests and will be available to individuals who meet the Centers for Disease Control and Prevention criteria, in addition to age guidelines. ATTENTION: SELMA BUSINESSES

Bexar County has launched of the “COVID-19 Essential Items Bag” program to support small businesses in the transition to “moderate risk” COVID-19 protocols. The program provides a free, one-week supply of personal protective equipment (PPE) to sole proprietors and businesses with less than 25 employees located in the suburban cities and unincorporated areas of the county. The ability for businesses to obtain and utilize personal protective equipment (touchless thermometers, facemasks, hand sanitizer, gloves and Plexiglas covering) to help protect their employees is critical in helping our community get back to work and stay at work. We hope that this program will jump-start the transition while businesses line up long-term supplies. Required registration process will allow county staff to facilitate the pick up or delivery of the “COVID-19 Essential Items Bag.” Once completed, we will contact you within 24 hours to review your information.

This week is National Police Week. Every year we hold a Memorial for our fallen officers on National Police Memorial Day, which will land on Friday May 15th this year. Due to the gathering restrictions imposed to help eradicate the Covid-19 virus we are unable to have our Police Memorial this year, however we wanted to highlight the Heroes who have made the ultimate sacrifice in the line of duty. In the coming days you will see the 18 Texas Officers that have died in the line of duty in 2019. We encourage you to read their stories and honor their memory.

As our restaurants slowly begin to open up according to state guidelines, we wanted to make sure everyone has enough time to show them some love. To help our Selma restaurants out, we are extending the “Eat Safe, Selma” contest through May 25th!

With modified dine-in now available at some restaurants, we will also be accepting receipts for in-house dining, in addition to curbside, to-go and delivery!

The City has issued a Declaration of an Amended Local State of Disaster and Public Health Emergency, effective May 1, 2020.

This new declaration is in line with the most recent Executive Order signed by Governor Abbott on April 27, 2020. This amended declaration also encourages the wearing of cloth face coverings in public places by those over 10 years of age.

The amended declaration will also be available on the City of Selma website at www.ci.selma.tx.us.

Effective May 4th, our friends at Costco are making a few operational changes.

Most U.S. and Puerto Rico Costco locations and gas stations will return to regular operating hours.

Special operating hours for members ages 60 and older, and for people with disabilities, will now be Monday through Friday, from 9 to 10 a.m. Local jurisdictions may have mandated different senior shopping hours. Please check with your local warehouse for any exceptions.

Costco members and guests must wear a mask or face covering that covers their mouth and nose, at all times while at Costco. This requirement does not apply to children under the age of 2 or to individuals who are unable to wear a mask or face covering due to a medical condition.

On April 23, 2020, Selma City Officials were made aware of two (2) positive COVID-19 cases within its city limits. Information received from Guadalupe County Officials and the San Antonio Metropolitan Health District stated one case was contracted via close-contact while the other case was travel-related; both individuals are self-isolating at their residences. We will provide an update to these cases and other cases once information is received from the Texas Department of State Health Services.

The City of Selma was just informed that Guadalupe County has been selected as a Mobile Testing Location for COVID-19 by the Texas Department of State Health Services.

Testing will be conducted tomorrow, April 23, 2020, by appointment only. Please call 512-883-2400 or visit TXCOVIDTEST.ORG to schedule a screening. Individuals will only be tested if they have fever and/or chill, cough (dry or productive), fatigue, body aches/muscle or joint pains, shortness of breath, sore throat, headaches, nausea/vomiting/diarrhea, nasal congestion, and/or loss of taste and/or smell.

Hello City of Selma, When will the City be getting its own Animal Care facility? How are the animals currently being / attempted to being reunited with their families? What is being done to let the public know there may be animals that are available for adoption? Is the City giving these animals a fare chance? NO RIGHTS FOR FATHERS AND VETERANS IN A BEXAR COUNTY COURTS If you are filing for a divorce and child custody is involved, I recommend for you to file in a different county. If you cannot file in a different county, hope you don’t get one of the following judges … Judge Laura Salinas or Judge John Gabriel. If you do end up with ones of these judges, I recommend you ask to be assigned to a different judge. HERE IS MY STORY I am a Decorated Veteran and I got divorced in 2002 and have been back and forth to court in Bexar County over a dozen times and have spent over $100,000 in attorney fees. I have had to get loans from banks, family, and friends to pay attorneys to be able to see my son. My ex-wife won’t follow the divorce degree and won’t let me see my son. She constantly says, “the judge and police won’t do anything to me” and she is right. This time my family and I haven’t see my son for 10 months. Between fighting to see my son and fighting false EPOs, I am now out of money. My ex-wife likes to file false EPOs. And I have gone to court and proved she is lying every time. All over the courthouse there are signs that says filing a false report is a felony, but these judges won’t file against a mom. I have talked to these judge’s clerks and they have told my family and I that I need an attorney to talk to a judge. I tell them I’m out of money and I want to represent myself. They have laughed at us and told us the judge won’t see us. They did recommend us to talk to Bexar County Domestic Relations Office. I go see them and they tell me that my case is still open, and they can’t help. I ask how to do I get a judge to enforce their ruling, so I can see my son. I quote “You have a better chance to win the lottery than get a judge to enforce their own ruling”. They recommended for me to file charges because it is a felony to not let me see my son. - INTERFERING WITH CHILD CUSTODY - This felony is punishable up to 2 years in jail per incident. I got lucky when I went to file, because Selma PD was very helpful. They said they are tired of the Bexar County DA and judges not enforcing child custody laws. They have helped me to file 12 different times. I talked to Selma police officers about how I can’t get the DA to call me about the charges and they say that, even as police officers, they have found it difficult to get the DA’s office to do anything. So, I go to the SAPD to help. I have recorded Officer Clark and Officer Valez saying… “I know it’s a felony, but I won’t arrest on child custody”. I go to the Bexar County District Attorneys Office, not once, not twice, but 5 times. Once, I talked to CVL Rosie and she tells me that Prosecutor Cynthia Maldonado is assigned my case, but she is at lunch and won’t be back for several hours. Two of the times, I talked to Criminal Investigator Paul Presley and David Getrost (at different times) and they say that Mrs. Maldonado is out at lunch with her bosses and won’t be back for 2 to 3 hours. Another time I talk to Advocate Jessica Menoes, at the DA Office, and she tells me that Mrs. Maldonado is taking care of personal business and won’t be back for 2 to 3 hours. She also informs me that Mrs. Maldonado, most days, takes a 2-3-hour lunch. The last time I went, the receptionist tells me that Mrs. Maldonado is at a hair appointment. If you look up her position, she is only supposed to take an hour lunch. That is stealing from the taxpayers of Bexar County. Mrs. Maldonado finally calls me after several months and tells me that she is “too busy to prosecute”. I tell her that if she doesn’t, then I won’t ever get to see my son. Her answer is “not my problem”. I tried to talk to DA Gonzales, but he is too busy going to lunches and dinners, when he should be making sure that his staff is working instead of going to lunch or getting their hair done. I call the head of the Criminal Investigator Division and he says he is too busy to get involved, even though it’s his job. The Judges, DA Office, Investigators, and Police Officers all sworn to serve and protect us. But it seems that it is more important to get off early to go to fiesta, stock show, dinners, lunches, and take care of personal things than to do their jobs. I don’t know if they are too lazy, too incompetent, or just prejudiced towards Veteran Fathers but what ever it is, it is time to replace them with people that will do their jobs. Luckily, I have been getting help to bring formal complaints against these people through the State Lawyers Discipline Agency, Internal Affairs, and Special Victims Unit. Every year, the wonderful staff at the Weisinger Law Firm host their annual Pie for a Purpose to help raise awareness and collect donations of items that help The Arc's (local non-profit supporting children with intellectual disabilities)!participants develop their social living skills.
