Seward / Bear Creek Flood Service Area The SBCFSA Board of Directors is comprised of elected residents of the service area.

The Seward/Bear Creek Flood Service Area, a service area of the Kenai Peninsula Borough, was created in 2003 to provide flood planning and mitigation services to the Seward/Bear Creek community. The Board is tasked to determine flood planning needs and to advise and facilitate flood hazard reduction measures. The Service Area works in cooperation with the City of Seward, Borough departments, and various state and federal agencies to achieve watershed-wide goals.
