Since it seems to be on the tip of everyones tongue; speaking of FLOCK and Automated License Plate Readers (ALPR):

For Flock cameras specifically:
· They DO NOT record audio conversations.
They DO NOT track signals like RFID.
· They DO NOT incorporate facial recognition.
· They DO NOT read your thoughts or your stomach contents.
· They DO NOT know your location 24/7
· They DO NOT sell the data you collect.
· They DO NOT share your data with non-LE entities. You chose who you share with. You cannot even accidentally allow sharing with a non-LE entity.
· Commercial/private customers can only share with LE if they choose, not other commercial/private customers.
· The data related to a read is deleted from the system at the retention date (30days/7days/etc). Basic, limited data related to a search by an officer is kept for auditing.

Flock aside, we have to keep in mind that ALPR cameras are just an efficiency tool. It does not perform any function that a deputy cannot. The ALPR takes the same public photograph any of our deputies could take if they were sitting/standing in that same spot. They could write down all the plates they photograph and store them. It would be a lot more work, but perfectly lawful.

Baylor County Sheriff's Office
Report 8/23 - 8/29/2026
Baylor County Sheriff's Office Dispatch answered 133 calls for service this week.
EMS answered 12 calls and transfers.
Ten house watches were performed; let us know if we need to security check your place when you go out of town.
Four civil papers were served or attempted served.
One person was arrested on a Young County warrant and transported to meet a Young County Deputy to go to jail.
No reports of cattle being out!
One person reported a phone scam for $5000; PLEASE understand: we will not call and ask for any electronic payment for not coming to jury duty, a warrant or any other reason. If you get a phone call like this, even if it appears to come from OUR number, HANG UP. These are coming from a spoofed phone number. Then call the Sheriff's office back and ask to speak to a Deputy or Officer. Do not fall for FRAUD.
Assisted with a vehicle fire on the county line; vehicle was a total loss and SVFD put out the fire and the vehicle was towed the next morning by PC once it cooled down.
Transport one male from contract jail to District court for a Jury Trial; also Wichita County Sheriff's Office transported the subject for day 2 of the trial. Thank you to all the citizens who were sent notices and appeared for Jury Duty.
A kid's social security number was used for a fraudulent tax return; the parent had already done their homework and called the Social Security Admin, IRS, credit reporting agencies and was just closing the loop for the notifications.
Fingerprinted one person for a Federal Fi****ms License.
Served a subpoena for Tom Green County.
Orange tagged a vehicle on 82W for 72 hour tow.
Six 9-1-1 misdials: one was a Hardeman crash, one was forwarded to Wichita County, one to Knox and a few were pocket dials.
One car v deer was handled by BCSO.
DPS handled a car that crashed into the cable barrier. Driver admitted to falling asleep.
Transported one male to jail after a domestic dispute call for service.
A property line dispute turned into two being served with Trespass notices.
Report of a suspicious "white van" dumping clothing and sheets along the road edge; located two vans that matched the description but neither driver admitted to dumping the fabric items.
Fifteen traffic stops were made and 10 citations were issued.
High speed was 101/75 (that is cookin'); also cited were 98, 97, 95, 92, 91, 90. One guy was stopped (or Deputy tried to stop him) for 86/60. He kept going, made a right onto another FM road, kept going, then FINALLY pulled over on the left side of the two lane road (who does that?). Then he got an attitude with the Deputy. Not a good way to start the interaction.
Traffic laws say to pull over as far as you can safely to the right for emergency vehicles.
Located five kids in a golf cart on afternoon and when the Sheriff pulled up, they all bailed out.
PARENTS: City ordinance allows the use of golf carts on city streets. But the driver must be licensed to drive a vehicle; and the golf cart must be insured. Meaning, no little kids driving them or loaded with five 15 year olds with no licenses. City Ordinances can be found on the City of Seymour web page.
It is still HOT and DRY out there so be mindful when grilling, welding or even hauling trailers with safety chains. A tiny spark can start a huge grass fire.

Baylor County Sheriff's Office Report
8/16-8/22/26
Baylor County Sheriff's Office Dispatch answered 243 calls for service this week.
There were 5 calls about cattle being out which owners were contacted to handle.
Three controlled burns were reported and completed. With the conditions, please re-consider doing ANY burning; it is HOT and DRY out there.
EMS answered 12 calls and transports.
Two civil papers were served.
Five reckless drivers were reported; three were exiting Baylor County so were sent on to neighboring counties; two were located and spoken to about their driving.
Transported one prisoner to court for a pre-trial hearing.
Fourteen 9-1-1 calls and test calls and pocket dials were made. All the pocket dials were ok on call back.
One lockout was opened.
A 9-1-1 from a land line at the lake was answered; phone lines issues were found.
Seymour PD had an alarm with their new alarm system; no burglary occurred; the cops showed up and everything was ok.
18 house watches were completed for folks on vacation.
A driver claimed to be run off the road by a vehicle passing; BCSO handled the crash.
A semi trailer fire was handled by DPS and BCSO.
A vehicle ran off road and into the cable barrier; DPS handled this one, too.
Lightning strikes caused multiple fires in the south part of the county; thankful for our Fire Department guys who spent their weekend putting out fires (plus the ranchers running blades to make a fire break). SVFD also handed several other grass fires in the bar ditch.
A wind farm held a mock emergency drill using paging and emergency responder contact to prepare for an active incident.
Two Wichita County deputies pursued a fella on a motorcycle from Wichita Falls into Baylor County, where he finally pulled over and acted like nothing was wrong, telling deputies he did not see or hear them. (One deputy had called the Sheriff while in pursuit to advise of the incident and the Sheriff could hear the siren on the phone). Well, he had no license plate, and then when the original deputy tried to stop him, he took something out of his pocket and swallowed it. The chase was on. Arrested on 82, PC towed the motorcycle, our local JP magistrated him then he went on back to Wichita County jail. Seymour PD, BCSO, DPS, Archer County SO and Wichita Co SO all participated.
44 traffic stops were made by BCSO Sheriff and Deputies (it is obvious Tech is back in session) and 36 citations were issued. 96/75 was a high speed but lots of 85,85/60 zone were ticketed too.
One guy was going 86/60. Said he was running low on gas. Then unrolled the windows to tell Deputy his kids tummies were upset. Probably that high speed made them car sick. And no, Deputy won't give you a break on the speed. Sign here.
Another guy who was going 75/60 told the Deputy he has been traveling that road for 15 years and didn't know it was a 60mph zone.
Watch your speeds with all the college kids heading east and west thru Baylor County.

With our jury trial in the rear view mirror this week, we want to let you know we will NOT:

**Ask for money or bitcoin or cash app or any other method of digital payment in exchange for missing a court date or having a warrant.

Calls from our number and other official numbers are being spoofed and used to get folks to send money under false pretenses.
These documents were sent to someone who then sent bitcoin and was scammed out of $5000.

DO NOT send money to anyone for these reasons.
If you have a question, hang up; then, call our office and ask to speak to a deputy or officer.

All Evacuations for Jack County have been released. No Roads in Jack County are closed. Please remaind aware of your surroundings and use caution as you return to your homes. Emergency Units are still actively working in these areas so please use caution ⚠️

After two days of jury selection, witness testimony, hearings and objections on a case the 50th District Attorneys office prosecuted, the jury returned a verdict of Guilty of Aggravated Assault with a Deadly Weapon conviction for Samuel Dan Cochran of Seymour. Cochran also pled guilty to the charge of Felon in Possession of a Firearm charge.
This stemmed from an incident in December 2025 that the Baylor County Sheriff's Office responded to with the assistance of Seymour PD.
We appreciate the patience that everyone who recieved jury notices and came to court showed as we sat and went through voire dire with 80+ citizens and chose a jury of 12 to hear the case.
The defendant received 12 years for the Agg Assault charge and five years for the Felon in Possession charge, both of which will begin immediately.
Thank you to all the jurors, court staff and witnesses and others who helped obtain this conviction.
Thank you to Sheriff Rutledge and the Wichita County Sheriff's Office for transporting Cochran for court.
Lady Justice is alive and well in Baylor County.
