ACT TMA Council The TMA Council of the Association for Commuter Transportation is the most respected association for We want to be a valuable resource for our members.

The TMA Council addresses and shares information related to TMAs (Transportation Management Association)/TMOs (or like organizations), including public-private partnerships, governance issues, marketing issues, contracting issues, employer outreach, and the broad range of TDM services and programs to reduce congestion and improve air quality. One of the main goals of the TMA Council is to re-engag

e members, as well as growing the Council. The Council meets (i.e. webinars) bi-monthly, second Tuesday from 2pm-3pm EST. Our calls focus on highlighting best practices occurring across the country so others can learn more and potentially implement it in their area. Officers:

The Tax Cut & Jobs Act of 2017 made changes that impacted the transportation fringe benefit. Included in the bill is a provision that effectively provides that the unrelated business taxable income of an organization be increased by the amount of the benefit (pre-tax and subsidy).

This means non-profits (hospitals, universities, museums, etc) will have to pay an unrelated business income tax (UBIT), equal to 21% of the value of the transportation and parking benefits provided as a subsidy or pre-tax payroll deduction to employees.

For many large universities and hospitals, this may result in an added tax climbing into the millions of dollars.

ACT has been meeting with Congressional leaders and Treasury officials and many are sympathetic to this issue but all have requested data on what this might mean.
