This morning the Vermont Police Association participated in the rich history of Law Enforcement Torch Run for Special Olympics which has united law enforcement agencies from around the world in support of Special Olympics. Here in Vermont, our Guardians of the Flame carry this important mission forward by running side-by-side with Special Olympics Vermont athletes, proving sports have the power to break down barriers.

Today, Vermont law enforcement officers, Special Olympics Vermont athletes, families, and community members gather around the Flame of Hope, the ultimate symbol of courage, visibility, and opportunity for athletes with intellectual disabilities.

The Vermont law enforcement community has lost a true mentor and leader with the passing of Morristown Police Department Sgt. Ron Audet. For decades, Sgt. Audet dedicated himself to teaching at the Vermont Police Academy, shaping generations of officers and instilling in them what it truly meant to serve with professionalism. His impact reached far beyond the classroom and will continue to live on through the countless officers he guided throughout his career. Our thoughts are with his family, friends, fellow officers, and all who had the privilege to know and learn from him. Rest easy, Sergeant Audet, your legacy will not be forgotten.

As we remember our heroes “Jessica’s Law” has officially become law in the State of Vermont with Governor Phil Scott’s signing of S.89.

This is an extremely proud moment for the Vermont Police Association and without question, the most meaningful accomplishment I’ve personally been a part of in my career.

This effort began following the tragic line of duty death of Rutland City Police Department’s Officer Jessica Ebbighausen. Officer Ebbighausen’s loss shook the entire law enforcement community and served as a painful reminder of the risks our officers face every single day in service to others.

In the same year Officer Ebbighausen was killed, I became President of the Vermont Police Association and made a promise we’d put every effort into ensuring all of Vermont’s law enforcement officers were included in the State’s line of duty death benefits for surviving families. At the time, Vermont stood alone as the only state in New England without a state-paid line of duty death benefit for law enforcement officers.

We changed that.

“Jessica’s Law” ensures the sacrifice made by officers who give their lives in the line of duty will never again be met with the absence of state support for their surviving loved ones. While no law can ever heal the pain carried by surviving families, because what they’ve sacrificed is beyond our power to repay, this legislation sends a message the State of Vermont stands behind those left behind.

Action often results in struggle and errors, and this cause is what it means to dare greatly. There’re many people deserving of recognition for helping make this possible and the credit belongs to all of those who actively engaged in this worthy cause over the years.

We cannot thank Representative Mark Higley enough for sponsoring the first iterations of this bill and believing in its importance from the very beginning. Representative Ashley Bartley, Emilie Krasnow, State Representative, Representative Marc Mihaly, and the members of the House Committees on General & Housing for devoting an incredible amount of time, effort, and energy to these efforts over the years and never giving up on it.

Many thanks are also owed to Tanya Vyhovsky, Vermont State Senator, Senator Brian Collamore, and the members of the Senate Committee on Government Operations for their significant contributions in helping get S.89 passed this year.

We also want to sincerely thank Governor Phil Scott and the rest of the Vermont Legislature for recognizing the importance of this issue and ensuring this legislation crossed the finish line.

This accomplishment is for every law enforcement officer in Vermont, every surviving family member, and every person who believes those who make the ultimate sacrifice in service to others should never be forgotten.

Yesterday marked an important step forward for Vermont’s first responders with the signing of H.270 into law and establishing peer support confidentiality protections.

This legislation recognizes the critical importance of mental health support for the men and women who serve our communities every day and helps ensure first responders can seek peer support with greater confidence and trust.

The Vermont Police Association extends our thanks to Emilie Krasnow, State Representative, Rep Alyssa Black, Brian Cina, Vermont State Representative, the rest of legislature, Mark McDonough Vice Chair of the Vermont Emergency Service Provider Wellness Commission (VESPWC), and Jim Banish the VPA’s representative to the VESPWC for their advocacy and commitment throughout this effort.

We’re grateful to everyone else who helped move this legislation forward and for continuing to support those who dedicate their lives to protecting and serving others.

Many of you have likely seen posts regarding Police Week already while communities across the country have reflected on the service and sacrifice of law enforcement, but tonight’s vigil is the heart of our remembrance. During the 38th Annual Candlelight Vigil in Washington, D.C., tens of thousands of people will gather on the National Mall to honor America’s fallen law enforcement officers.

This year, the names of 363 officers who died in the line of duty will be formally read aloud and permanently engraved on the National Law Enforcement Officers Memorial, ensuring their sacrifice is never forgotten.

For those who have attended the vigil in person, it is difficult to fully describe the magnitude of standing among thousands of survivors, officers, families, and supporters united in honor, grief, and remembrance.

We encourage everyone to take a moment this evening to reflect on the lives behind the badges and the families forever impacted by these losses.
