Cleveland County Guardian ad Litem Program

Cleveland County Guardian ad Litem Program A North Carolina Guardian ad Litem is a child's advocate in court. Their job as a volunteer is to be the voice for a child! Throughout North Carolina, the Guardian ad Litem (GAL) program seeks to serve the best interests of thousands of children who find themselves the subjects of court cases by assigning them Guardian ad Litem volunteers.

A Guardian ad Litem advocate is a trained community volunteer who is appointed by a district court judge to investigate and determine the needs of abused and neglected children petitioned into the court system by the Department of Social Services. The North Carolina Guardian ad Litem program is a services division of the North Carolina Administrative Office of the Courts, and a member of the National CASA (Court-Appointed Special Advocate) Association.

Mission: Our mission is to provide trained, independent advocates to represent and promote the best interests of abused, neglected, and dependent children in the state court system.

Rod Clouse was sworn in as a volunteer with the Guardian ad Litem Program on March 7, 2012, after learning about it at the annual Connect, Commit to Change event. Over the course of the next 8 years he went on to be the voice for 30 different children in DSS court. In addition to his work as a GAL, Rod was a founding member and inaugural president of
Champions for Children, a non-profit organization that assists children in foster care.

Rod always came to court when his cases were being heard to advocate for the children. He enjoyed stopping by the office before court for coffee and case updates. He never shied away from a case and at the time of his passing was representing 12 children. Rod was known to advocate for permanency options that were outside the box. On at least 2 occasions he advocated for permanence options that never would have happened had he not been willing to push the envelope.

Continuing education was important to Rod and his advocacy. He was almost always at our continuing education events and last year asked to go back through the pre-service training as a “refresher.”

Guardian ad Litem was just one of many ways that Rod gave to our community. Cleveland County has certainly lost a gem. Thank you Rod for giving us 8 years of your time as well as your friendship! We are sure going to miss you!

National Child Abuse Prevention Month recognizes the importance of families and communities working together to prevent child abuse and neglect and promotes the social and emotional well-being of children and families.

At their April 7th meeting, Commissioners proclaimed April as Child Abuse Prevention Month. Pinwheels are placed outside several county buildings in observance. Please join in the fight against child abuse and neglect.
