Hampden Township Social Media Policy


The purpose of this Social Media Policy (“Policy”) is to establish guidelines and practices for the use and management of Hampden Township’s social media outlets. Township social media sites are those operated and managed by the Township only. The Township’s use of social media is secondary to and for the purpose of enhancing our established print, signage an

d web communications with the public. The Township social media sites are not meant for comments that do not relate to the purpose or topic posted. User comments should directly relate to the information posted or displayed by the Township on the specific site. Township social media sites are subject to the Pennsylvania Right to Know Law. Any content maintained in a social media format that is related to Township business, including lists of subscribers and posted communication, is a public record, except to the extent that such content includes information that is exempt from disclosure pursuant to the Right to Know Law. Users have no expectation of privacy or confidentiality with respect to any content they post to Township social media sites. The Township shall have full rights and permission to publish and use in any manner all posted content including digital photographs and videos. Posts to Township social media will be monitored and reviewed. Solely at the discretion of the Township, comments which are found to be inflammatory, offensive, derogatory, abusive, threatening, intimidating or intending harm to any individual or organization or posted to advertise a business or for commercial purposes are prohibited. All social media posts that violate the terms of this policy may be subject to removal. Content found to be in violation and removed from the social media site shall be retained off-line and stored by the Township for 90 days. The Township may refuse and prevent access to Township social media sites to any individual who violates the terms of this policy without notice to such individual. The Township is not liable for inappropriate or offensive comments, any comments that are prohibited as noted above, and the improper publication of confidential information that may be posted on social media. All Township social media posts will be deleted after 90 days.

The Naval Support Activity Mechanicsburg has notified the township that there will be cannon fire on the installation over the course of several days.

A Pennsylvania National Guard artillery unit will be firing ceremonial rounds (blanks) on Monday (6/8), Wednesday (6/10), and Thursday (6/11).

Residents in the surrounding area may hear loud booms during these exercises. The sounds are expected and are part of scheduled military training activities. There is no cause for alarm.

We appreciate your understanding and encourage residents to share this information with neighbors who may be affected.

Noise ordinance reminder- (Also relative to Fireworks)

Sec. 503. - Prohibited noise.
A. No person shall make, continue or cause to be made or continued any noise disturbance, nor shall any person suffer, allow or permit any noise disturbance to be made or continued from or at any property, whether real or personal, that is subject to such person's right to control.
B. The following acts and the causing thereof are declared to be a noise disturbance between the hours of 9:00 p.m. and 6:00 a.m., and therefore in violation of this Part, unless otherwise qualified below:
1. Radios, television sets, musical instruments, and similar devices. Operating, playing or permitting the operation or playing of any radio, television, disc jockey equipment, drum, musical instrument, sound amplifier, automobile radio, automobile stereo, or similar device which produces, reproduces or amplifies sound at any time in such a manner as to cause a noise disturbance across a property boundary; except however, the hours during which such noises are declared to be a noise disturbance on Friday and Saturday shall be 11:00 p.m. and 6:00 a.m.
2. Operating or permitting the operation of any tools or equipment used in construction operations, drilling or demolition in a manner as to cause a noise disturbance across a property boundary, except for purposes of emergency work.
3. Operating or permitting the operation of any mechanically powered saw, sander, grinder, lawn or garden tools, trimmers, blowers or similar devices used outdoors in any residential areas so as to cause a noise disturbance across a property boundary.
4. Loading, unloading, opening, closing or other handling of boxes, crates, containers, building material, garbage cans, trash or recyclable containers or similar items or objects in such a manner as to cause a noise disturbance across a property boundary.
C. Operating or permitting the operation of off-road vehicles so as to create a noise disturbance across a property boundary.
D. Squealing tires (except when necessary to avoid a collision), burn outs, peel-outs, power braking or similar activity, racing engine/rapid throttle advance or revving an engine resulting in an increase of noise from the engine.
E. Repairing, rebuilding or testing of any motor vehicle, motorcycle, off-road vehicle, motorboat, aircraft or equipment in such a manner as to cause a noise disturbance across a property boundary line.
F. The removal or rendering inoperative by any person, other than for purposes of maintenance, repair or replacement, of any muffler or sound dissipation device or element of design, or the installation of any exhaust or muffler amplification device.
G. The unnecessary sounding of a horn or other warning device except when absolutely necessary as a warning.
H. Engaging in loud or raucous yelling, shouting, hooting, whistling or singing.

Sec. 508. - Violations and penalties.
Any person who shall violate any provision of this Part shall, upon conviction before a Magisterial District Judge as a summary offense, be sentenced to pay a fine of not more than $1,000.00 and, in default of payment, to imprisonment for a term not to exceed 30 days. Every day that a violation of this Part continues shall constitute a separate offense.

Fireworks Notice-
With summer festivities approaching, it is important for residents and visitors to know, understand and abide by Pennsylvania's Fireworks Law.
The law, which generally permits use of fireworks that were previously prohibited, has provisions that make it virtually impossible to legally discharge fireworks in Hampden Township.
• They cannot be ignited or discharged on a public or private property without express permission of the property owner.
• They cannot be discharged from or within a motor vehicle or building.
• They cannot be discharged toward a motor vehicle or building.
• They cannot be discharged within 150 feet of an occupied structure, whether or not a person is actually present.
• They cannot be discharged while the person is under the influence of alcohol, a controlled substance, or another drug.
If you are in a position to legally discharge fireworks, please consider the following things in order to be a considerate neighbor:
• The time of day and neighbors who may have small children.
• Local pets who may be terrified by a long, sustained fireworks display.
• Wind and weather conditions blowing your aerial rockets into neighbors yards.
If you discharge a firework and cause a fire, YOU can be held criminally liable (responsible) for the damage and any injury caused.
Due to the increase in illegal use and complaints, this law will be strictly enforced and citations will be issued for violations of the law.

Domestic Animal Ordinances

Residents are reminded to keep their pets under their control, to clean up and dispose of their waste, and to prevent them from making noise that disturbs other residents. Township regulations require residents to control any animal which makes any noise continuously for a period of ten (10) minutes or makes such noise intermittently for 30 minutes or more. Residents are also asked to refrain from leaving food outside for animals, as this practice can attract unwanted vector, such as skunks, possums, etc. Township regulations require that dogs and cats may not stray off their owner’s property, run at large in the Township, or defile another person’s property.



Hampden Township Park And Recreational Areas Permitting Access With Dogs

The Township of Hampden Code of Ordinances states that dogs shall be permitted at the following park or recreation areas, subject to the requirements set forth below.



1. Dogs must be physically controlled and attended to at all times and on a leash no longer than eight feet in length.

2. Persons must pick up after their dog and dispose of all dog waste properly.

3. Dogs may be permitted in the park or recreation area during those hours that the park or recreational area is open to the public.



Park visitors with dogs are reminded of these requirements so that all park visitors may enjoy the recreational facilities owned and maintained by the Township.



Park or recreational areas where dogs are permitted while leashed:

• Conodoguinet Youth Park

• Creekview Park, North and South, but excluding all athletic playing fields, athletic courts and playground areas.

• Hampden Park, but excluding all athletic playing fields, athletic courts and playground areas.

• Veteran’s Recognition Park (Be respectful owners and keep dogs away from and prevent dogs from defiling park monuments).

• Sporting Hill Station, but excluding all athletic playing fields.

• Srouji Park.

The Township received questions regarding e‑bike use on Township trails. To clarify, our prohibition relates specifically to throttle‑driven e‑bikes and any motor‑powered devices capable of exceeding 20 mph without pedaling. Pedal‑assist e‑bikes , which require the rider to pedal and provide low‑assist support, are not the focus of the restriction and may continue to be used responsibly on the trail system and elsewhere. As always, please ride safely, yield to pedestrians, and be mindful of speed on shared paths.
