Breaking News: Mayor Tom Arceneaux Proposes $6.9 Million Police And Fire Pay Increase

Shreveport Mayor Tom Arceneaux announced a proposed police and firefighter compensation package during the Tuesday, September 8 City Council meeting. The increases would take effect December 1, 2026, but must be included in the 2027 budget and approved by the City Council.

Key numbers:

✅ Police officer pay after one year would increase from $49,578 to $52,120.
✅ Officers in good standing would receive a $2,500 retention incentive at the one-year mark, bringing total compensation to $54,620.
✅ Officers qualifying for educational incentives could earn nearly $59,000.
✅ Eligible officers would receive an additional $1,200 retention payment beginning December 1, 2027, and annually until reaching sergeant.
✅ The incentive for certified lateral-transfer officers would increase from $10,000 to $15,000 over two years.
✅ Police educational incentive pay would increase by $1,800 annually.
✅ Fire Department civil-service employees would receive a 6% general pay increase.
✅ Firefighter educational incentive pay would increase by $1,800 annually.
✅ EMT-intermediate, paramedic and hazardous-materials incentive pay would increase by $1,200 annually.
✅ These increases would be in addition to the regular 2% annual raise received by police and fire personnel.
✅ The entire package would cost approximately $6.9 million annually.

Arceneaux said the proposal would be funded through new revenue connected to major economic-development projects, including the planned West Shreveport data center. Anticipated funding includes permit fees, payments in lieu of sales taxes, property taxes and electric-franchise revenue.

The mayor said the city could sustain the raises without increasing taxes or fees, reducing other services or dropping below its required 8% operating reserve.

Arceneaux also said police and fire pay increased nearly 44% between 2021 and 2026, including more than 19% during his administration. Those percentages do not include additional recruitment or incentive payments.

SWEPCO Offers Temporary Bill Flexibility During Peak Summer Heat

To help residential customers manage higher summer electric bills, SWEPCO is introducing temporary customer support measures through the end of October.

Beginning immediately, residential customers who have a required deposit on file with SWEPCO may request that it be applied to an outstanding account balance, helping reduce the amount currently owed on their bill. SWEPCO is also pausing required deposits on existing accounts and waiving late payment fees for customers who contact the company about bill payment concerns.

In addition, SWEPCO will temporarily expand eligibility for the Average Monthly Payment (AMP) program, making budget billing available to more customers.

Available Customer Support Through the End of October

- Customers who have a required deposit on file may request that it be applied to an outstanding account balance.
- Required deposits that result from late payments for existing residential customers will be paused.
- Late payment fees will be waived for residential customers who contact SWEPCO with concerns about paying their bill.
- Expanded eligibility for the Average Monthly Payment (AMP) program will make budget billing available to more customers.
- Payment arrangements, bill assistance resources, weatherization programs, rebates, and other energy-saving tools remain available to eligible customers.
