Legacy Foundation of Southeast Arizona We offer grants to 501c3 organizations serving Cochise and eastern Santa Cruz Counties. The law prohibited RegionalCare from using any of the hospital finances.

The Legacy Foundation of Southeast Arizona, a private, health conversion foundation, promotes Population Health and Community Wellness throughout Southeast Arizona. After years of seeking the right partner to achieve the goal of building a replacement hospital, in January 2013 the Sierra Vista Regional Health Center Board selected RegionalCare Hospital Partners as its long-term partner in a pre-pa

id lease structure to operate the hospital. The Board was adamant that for the partnership to work, the partner had to assure the Board that a new replacement hospital would be built. RegionalCare met this requirement by developing a pre-paid 40 year lease. The pre-payment provided the capital necessary to fund the building of the replacement hospital which opened in April 2015. Because RegionalCare is a for-profit corporation and SVRHC was a not-for-profit hospital, there could be no commingling of funds. For that reason the Legacy Foundation of Southeast Arizona was formed. At the time the partnership contract was signed, all funds from the lease of the hospital were deposited into a trust account for the construction of the replacement hospital. The remaining funds formed the corpus of the Legacy Foundation. The Foundation Corpus is approximately $50 million which will be used to fulfill the mission of the Legacy Foundation of Southeast Arizona

The Copper Queen Library is partnering with the Legacy Foundation of Southeast Arizona by hosting a Community Resources Kiosk within the library. Found in a quiet spot on the third floor, the kiosk is a free-to-use touch screen monitor that provides information on over 400 resources and services available to Bisbee and communities throughout Cochise County.
Legacy Foundation staff visited the library and were impressed by the variety of innovative health and wellness services the library offers in addition to the kiosk. Jason Macoviak, Library Manager, and Alison Williams, Library Services Coordinator met with Legacy staff to discuss the kiosk and the numerous other ways the Copper Queen Library supports its community.
The Bisbee Community Resources Kiosk is the 5th kiosk placed in Cochise County with additional kiosks placed at the Sierra Vista Library, Douglas Library, Benson Library, and Willcox City Council building.
Additional kiosk locations are being considered.

With heavy hearts, the Legacy Foundation of Southeast Arizona announces the loss of a good friend and staunch supporter, Dr. Lanny Kope, who passed away peacefully on July 3, 2026.

Dr. Kope served on the board of directors of the Legacy Foundation from its inception in 2013 until he reached the end of his term in June, 2017, upon which he was awarded Emeritus status. Prior to serving on the Legacy Foundation board, Dr. Kope was on the board of the Sierra Vista Regional Health Center for eight years.

Dr. Kope was a key leader in finding a partner for Sierra Vista Regional Health Center, one that would commit to building a new hospital now known as Canyon Vista Medical Center. Dr. Kope also played a key role in the creation of the Legacy Foundation of Southeast Arizona.

An active participant in the development of the Veteran’s Wall awards held each year at Canyon Vista Medical Center, Dr. Kope (Colonel, U.S Marine Corps. Ret.) was awarded a place of honor on the wall in 2017.

“Dr. Kope’s contributions to the Legacy Foundation were invaluable and he will be greatly missed”, stated Margaret Hepburn, CEO of the Legacy Foundation.

Thank you, Dr. Kope, for your immeasurable contributions to the countless communities and people you served.

A Celebration of Life will be held August 1, 2026, at 10:30 A.M. at United Methodist Church, 3225 St. Andrew’s Drive, Sierra Vista.

A reception following the Celebration of Life will be held at the Legacy Foundation Event Center, 302 El Camino Real, Sierra Vista.

"Thank you for your invaluable dedication to our mission", was the sentiment conveyed to Maureen Kappler as she completed her final term as a board director for the Legacy Foundation of Southeast Arizona.
Maureen began serving on the board in 2015. She served on the Philanthropy Committee since 2016, helping to review grant applications and making tough decisions about what projects to award funding to. Additionally, she served on the Outreach Committee and the Research and Education Committee from 2015-2017.
Thank you, Maureen, for your years of volunteer service to the Legacy Foundation of Southeast Arizona. You'll be missed.
