Simply Planning - The Planning Playbook - The Comprehensive Plan
A Comprehensive Plan is a long-range planning document that establishes a community’s vision for the future. It serves as a roadmap for growth and development by addressing topics such as future land use, housing, transportation, parks and recreation, infrastructure, economic development, and community character.
At its core, a Comprehensive Plan helps answer an important question: What kind of community do residents want to become over the next 10, 20, or even 30 years? The best plans are shaped through robust public input, allowing residents, business owners, elected officials, and stakeholders to help define community priorities and goals.
Without a clear vision or adopted plan, development decisions can become reactive rather than intentional. In those situations, individual projects or land use changes may occur without considering how they fit into the broader needs and character of the community. This can lead to outcomes that residents may not support, such as incompatible development, traffic concerns, loss of open space, or strain on public services and infrastructure.
A Comprehensive Plan provides guidance and consistency for future decision-making. It helps communities evaluate proposed developments, align zoning regulations with long-term goals, and ensure that growth happens in a way that reflects local values and priorities. While the plan itself is not typically a regulatory document, it serves as the foundation for policies, zoning ordinances, and investment decisions that shape the community over time.
Ultimately, a Comprehensive Plan gives communities the opportunity to be proactive rather than reactive — creating a shared vision for the future instead of allowing change to happen without direction.
