Safety Compass Oregon Free & confidential advocacy for survivors of commercial sexual exploitation and human trafficking ages 0-25 in NW Oregon.

Our mission is to offer support for survivors of commercial sexual exploitation and sex-trafficking, navigating the criminal and social justice systems in the mid-Willamette valley, Oregon. We offer in-person support for survivors, online support for families of missing and chronically exploited youth and adults, specialized training for professionals and community members, and advocacy during law

enforcement interviews. We believe that public education increases awareness, resulting in increased victim identification and better intervention outcomes. We are committed to collaboration with law enforcement and social services providers, believing collaboration is the most effective method to achieving criminal and social justice.

Jazmine Julieann Payne, 13, Pendleton, Oregon — she went missing August 12, 2026, and may be headed to Portland or the Tri-Cities.

Umatilla County — where Pendleton sits — established a formal Human Trafficking Task Force in 2024, one of 14 task forces covering 21 Oregon counties, formed specifically because trafficking was recognized as a real and documented problem in this region. The destination Jazmine may be heading toward carries its own verified weight: Portland's Human Trafficking Unit recovered six girls between the ages of 13 and 17 in a single enforcement mission along the 82nd Avenue corridor in April 2026 — a number Portland police described as "stunning" and "significantly higher than the norm." Law enforcement has publicly identified that corridor as a high-demand area with historically limited enforcement relative to activity. Oregon and Washington together are documented hubs within a national trafficking circuit, positioned along an interstate route that moves victims between cities. A 13-year-old traveling in the direction of a verified active exploitation corridor, in a county that has already organized a multi-agency trafficking response, is a child in a critical situation.

If we can help just one person achieve safety from human trafficking, that alone is worth the work we do at Safety Compass. In the spaces where we are meeting a survivor in crisis, that moment looks a lot less like work and a lot more like Love. One of the things that keeps us going is that we truly believe Love Saves Lives.

Overwhelmingly, we are seeing an increase in referrals, and while we are incredibly thankful that so many survivors are being identified, the scope of this issue is immense. Thank you to everyone in our community who continues to show up for survivors, to volunteer, to donate, and when you see something, to speak up. Every referral is another person who has a chance to access safety and a future filled with hope. It takes all of us to end exploitation, and we couldn't do this work without you.
