INVITATION TO BID

The McKean County Redevelopment Authority will receive bids to undertake a Bradford Township Housing Rehabilitation Project at 348 Interstate Parkway, Bradford, PA until 2:00 p.m. on July 2nd, 2026, at the Redevelopment Authority's office, 415 West Main Street, Smethport, PA 16749, (814) 887-5563, at which time and place all bids will be opened and read aloud.

BID # 2026-004R - This project includes the following Base Bid item: (1) New Roofing, Stair Demolition, New Deck and Stair Construction.

In order to submit a bid, copies of the specifications and documents to submit must be requested by contacting the Redevelopment Authority.

A Bid Guarantee in the amount equal to 10% of the Base Bid is to be included with the contractor’s bid submission. This Bid Guarantee may be in the form of a bond, Cashier’s Check, or a Letter of Credit from a bank. The MCRA will return the Bid Guarantee to unsuccessful bidders upon award of this contract.

Bids should be submitted to MCRA in a sealed envelope with “Redevelopment Bid # 2026-004R” written on the outside of the envelope.

A Pre-Bid Meeting will be held at the residence on June 29th at 11:00 AM. It is highly recommended that interested Contractors attend this meeting prior to placing a bid.

The Successful Bidder shall be required to provide a lead base paint training certification, be a registered home improvement contractor with the Attorney General’s Office, and have the required insurance information.

Prevailing Wage Rates must be paid on this job for all bids over $25,000.

The McKean County Redevelopment Authority reserves the right to accept or reject any or all bids and to waive any informalities in the bidding process. Bids may be held for a period not to exceed 60 days from the date of the Bid Opening.

Introduction

McKean County Redevelopment and Housing Authorities and A Partnership in Housing, Inc. (hereinafter referred to as “MCRHA & APIH”) is soliciting proposals from qualified and licensed Pennsylvania Real Estate Brokers to provide professional brokerage services for the sale, lease, or acquisition of commercial and/or residential properties. The selected broker will represent our interests, provide market insights, maintain the highest level of confidentiality, and negotiate favorable terms on our behalf.
The contractor (hereinafter referred to as “Bidder or Firm, or Contractor”) will commit to a one (1) year contract, with the MCRHA and APIH option to renew annually up to four (4) additional years. The initial contract would be from contract signing to December 31st 2026 with subsequent annual contracts beginning January 1 and ending December 31 of each of those option years. The option to renew annually for an additional four (4) years shall be at the sole discretion of MCRHA & APIH. All properties are located in McKean County, Pennsylvania.

Introduction

McKean County Redevelopment Authority (MCRA), McKean County Housing Authorities (MCHA) and A Partnership in Housing, Inc. (APIH) is soliciting a proposal for Statement of Qualifications for Architectural & Engineering Services (hereinafter referred to as “Bidder or Firm, or Offeror.).
Bidders are required to submit written proposals that present the bidder’s qualification and understanding of the work to be performed. The bidder’s proposal should be prepared simply and economically and should provide all information it considers pertinent to its qualifications for Requested Proposal Qualification contained herein. Emphasis should be placed on completeness of services offered and clarity of content.

Ladies and Gentlemen,
The McKean County Housing Authority (MCHA) is issuing a Request for Qualifications (RFQ) from
Architecture/Engineering firms to assist MCHA with the design and construction administration of
one redevelopment site. The McKean County Housing Authority (MCHA) is undertaking an asset
repositioning effort that will preserve affordable units and leverage multiple sources of financing to
address the significant capital needs at the Bradford High-Rise to ensure long term operational
viability.
MCHA owns and manages 344 public housing units in Bradford, Smethport, Port Allegany, Liberty
Township, Eldred, Lewis Run, Kane, Foster Township and Mt. Jewett.
HUD has provided preliminary approval to convert the units, including efficiency and one bedroom
units, from HUD's public housing platform to project-based vouchers under HUD's Rental
Assistance Demonstration program (RAD). This conversion to RAD will allow MCHA to access more
resources to address significant capital needs and provide greater operational sustainability and
project-based reserves. In addition to converting to RAD, MCHA intends to use Pennsylvania
Housing Finance Agency (PHFA) Low-Income Housing Tax Credits, Bonds, and PHFA Housing Trust
Funds (RTT) and Federal Home Loan Bank-Affordable Housing Trust Funds (FHLB-AHP).
