The permanent Smithfield Police Department was established in 1950. It has progressed from its meager beginning with three full-time officers and one patrol car to its present complement of 46 sworn police officers,

19 civilian employees, and a modernized fleet of vehicles. The Department now operates in its organizational format with administrative, uniform, detective, record, and computer divisions. The Department is one of the most respected law enforcement agencies in the state, and is headquartered in a two-level building on four acres overlooking the Stillwater Reservoir. It houses a four-cell, lock-up facility and a full-service, police maintenance garage. In recent years the emphasis of the Department has shifted from a traditional law enforcement role to a more pro-active, community policing style to better serve its citizenry. Be advised, the Smithfield Police will be conducting a joint training operation with the Smithfield Fire Department on the days of May 20th, 21st, and 22nd at the Overbrook Academy, 60 Austin Avenue. There will be an influx of police and fire personnel at this location due to the training exercise, but no traffic disruption is anticipated.

The State of Rhode Island requires that all vehicles with an out-of-state title undergo a VIN Check, prior to registration.

The Smithfield Police Department performs VIN Checks on Thursdays from 8:00 a.m. – 12:00 noon for Smithfield Residents & Businesses Only at the police department, 215 Pleasant View Avenue, Smithfield.

(Upon arriving at the police station, slowly proceed directly to the “detached garage” in the rear parking lot. There is no need to first stop in at the Front Communications Center.)

RI Law allows for licensed RI Dealerships to conduct their own VIN inspections. If you purchased your vehicle from one of these locations, then you should check with the dealership to see if this service is available to you.

General Information about VIN Checks: You must have the vehicle, title (or a copy), and any document with your name and address on it. The procedure takes about ten minutes. The cost is $10.00 (cash or check – Please have exact change).

We are proud to announce that Smithfield Police Officers Andrew Barden, Angel Delacruz, Luke Hopton, and K9 Baxter (with handler Thomas DeCristofaro) have been officially sworn in by Town Manager Robert Seltzer after successfully completing their one-year probation period.

Congratulations to these dedicated officers and K9 Baxter for their commitment to our community. We also extend our gratitude to the Smithfield Town Council for their continued support of our police department. Join us in welcoming Officers Barden, Delacruz, Hopton, and K9 Baxter.

🌟 Detective Lieutenant Douglas Cerce
"Detective Lieutenant Douglas Cerce was recently awarded the Rhode Island Police Chief Association 2025 Detective of the Year.
Known for his creative investigative approach, his expertise,
particularly in technology-related investigations, has made him a
trusted resource both locally and beyond our state.
Throughout his career, he has worked with agencies including the
FBI, U.S. Secret Service, ATF, DEA, IRS, and U.S. Postal Inspectors—
partnerships that reflect his professionalism and credibility.
As the President of the Rhode Island Detective Association for the
past 14 years, he modernized communication and strengthened
collaboration among investigators across New England.
Lieutenant Cerce exemplifies integrity, ingenuity, and service.
Smithfield is fortunate to have him, and we thank the Rhode Island
Police Chiefs’ Association for recognizing Detective Lieutenant
Douglas Cerce with this award."

🌟Officer Neil Marcoccio
"Commercial Enforcement Officer Neil Marcoccio, a 20-year veteran of the Smithfield Police Department, has received the 2025 Police
Department Gold Traffic Award for his outstanding efforts in
enforcing traffic-related issues, particularly in commercial
enforcement. Commercial enforcement involves enforcing
regulations governing some of the most dangerous vehicles on our
roadways, such as tractor-trailers, construction equipment, and
hazardous materials.
Officer Marcoccio has been trained and assigned to traffic and
commercial enforcement since 2015 and has earned numerous
accolades for his exceptional dedication and expertise. His
enforcement efforts have significantly enhanced roadway safety
throughout the region, and he has provided invaluable assistance to the State Police and other municipal agencies in commercial
enforcement operations.
Officer Marcoccio’s collaborative approach and specialized
knowledge have made him a vital resource for multi-agency
enforcement initiatives. Through his diligent work, Officer Marcoccio continues to make our roadways safer for all motorists and community residents."

🌟 Officer Daniel Wise
"Officer Daniel Wise, a four-year veteran of the Smithfield Police
Department, has received the 2025 Police Department Silver Traffic Award for his outstanding efforts in enforcing traffic-related issues and was recently recognized by the Rhode Island Police Chiefs’ Association as a “Holiday Hero” for his exceptional traffic enforcement efforts, particularly his outstanding work in DUI enforcement.
During his career, Officer Wise has received multiple Letters of Recognition and a Commendation for his professionalism and quick response during a stressful and dangerous incident.
Officer Wise consistently demonstrates excellence in traffic enforcement and is specially trained as one of the department’s two commercial vehicle enforcement officers. The Smithfield Police Department is fortunate to have an officer of his caliber, whose dedication to keeping our roadways safe makes our community stronger."

"Officer Jeffrey Cooper, a 2-year veteran of the Smithfield Police
Department, has received the 2025 Police Department Bronze Traffic Award for his outstanding efforts in enforcing traffic-related issues and was also recognized in 2025 by the Rhode Island Police Chiefs’ Association as a “Summer Safety Shoutout Officer” for his
exceptional traffic enforcement efforts, particularly his outstanding
work in distracted driving. During his brief career, Officer Cooper has received multiple Letters of Recognition for his professionalism and quick response during a stressful, dangerous incident, as well as for his actions during medical emergencies.
I commend Officer Cooper for his consistent excellence in traffic enforcement and his unwavering dedication to keeping our roadways safe. His enforcement efforts are vital to protecting our residents and strengthening our community."
