*FROST QUAKES POSSIBLE DURING EXTREMELY COLD WEATHER*

Frost quakes (or cryoseisms) are possible and occur when, during rapid, extreme cold snaps often below 25 degrees fahrenheit. Saturated soil or groundwater freezes, expands, and breaks, producing loud booms and ground shaking. They often occur at night or early morning, particularly when snow cover is thin, and pose no significant danger.

I want to take a moment to sincerely thank all law enforcement, fire, rescue, EMS, dispatchers, first responders, essential healthcare workers, road crews, TDOT, electric & utility crews who have been working tirelessly in this nasty winter weather all weekend. Your dedication and willingness to serve the citizens of Dekalb county no matter the conditions does not go unnoticed.
A special thank you to the DeKalb County Rescue Squad, who truly went above and beyond by running 4 wheel drive vehicles with EMS crews all weekend, ensuring patients were reached and received the help they needed despite dangerous conditions. Your commitment to this community is outstanding.
As we head into another night of extreme cold and into tomorrow, we urge everyone to stay home if you can. Many side roads remain very slick and hazardous. Please take care of yourselves and help keep our responders safe by avoiding unnecessary travel.

Once winter weather arrives, please stay at home and off the roadways.

We are expected to receive Snow, Sleet, Freezing rain and Extreme cold at different times over the weekend.

Weather conditions can change rapidly, creating extremely dangerous travel conditions and placing significant strain on emergency services and road crews.

🚫 Avoid travel unless absolutely necessary for Emergency situations.
Tennessee Emergency Management strongly advises limiting travel during this winter weather event.

❗ Emergency dispatch centers cannot provide road condition updates.
Please do not call 911 for road conditions, power outages, or general information. Doing so may delay response to true emergencies.

With forecasters predicting the potential for severe winter weather across Tennessee starting this weekend, we're urging Tennesseans to create a "go bag" for their vehicles in the event that they must evacuate their homes during a weather-related emergency. What should you include? Here's a list.

-Mobile phone, charger, batteries.
-Blankets/sleeping bags.
-Flashlight with extra batteries.
-First-aid kit.
-Petty cash.
-Copies of important papers.
-High-calorie, non-perishable food.
-Extra clothing to keep dry.
-Large empty can to use as emergency toilet, tissues, toilet paper, and paper towels.
-Small can and waterproof matches to melt snow for drinking water.
-Sack of sand or cat litter for traction.
-Shovel.
-Windshield scraper and brush.
-Tool kit.
-Tow rope.
-Battery booster cables.
-Water container.
-Candle and matches to provide light and in an emergency, lifesaving heat.
-Compass and road maps. Don’t depend on mobile devices with limited battery life.

Tennesseans Urged to Prepare Ahead of Potential Major Winter Storm This Weekend
NASHVILLE, Tenn. – The Tennessee Emergency Management Agency (TEMA) is encouraging Tennesseans to prepare for the possibility of a major winter storm this weekend that could bring snow, ice, freezing rain, and freezing temperatures across the state.

National Weather Service forecasts show a significant winter storm moving through the state as early as Friday evening, with increased confidence for accumulating snow and freezing rain causing moderate to major impacts. As of this release, a Winter Storm Watch has been issued for all Tennessee counties from Friday evening (January 23) through Sunday (January 25). Dangerously cold temperatures are expected to last until midweek.

Travel impacts are expected across the state as the system moves through. When snow hits Tennessee, Tennessee Department of Transportation (TDOT) ice and snow removal teams focus first on clearing interstates and heavily traveled state routes, specifically targeting areas vulnerable to freezing, such as hills, curves, ramps, bridges, and interchanges. During prolonged weather events, crews may have to clear roadways repeatedly. Tennesseans are asked to stay off the road unless travel is essential, and to give TDOT crews and first responders room to work safely.

TEMA and partner agencies will hold a media briefing on Thursday, January 22, 2026, at 3 p.m. CST from the State Emergency Operations Center. The public can watch the briefing live on TEMA’s Youtube channel ().

We continue to work with local, regional, and state partners to support readiness actions and any requests for resources. For more information on this weather system, the public is encouraged to visit TEMA’s January 2026 Winter Weather webpage, which will be updated regularly with the latest forecasts, anticipated impacts, and safety guidance.
SAFETY INFORMATION

Warming Centers

We encourage Tennesseans who need a warm place to stay to locate warming centers or other local resources that may be available. These warming centers are operated by local officials and community organizations. TEMA maintains a map of these locally managed shelters. For more information on resources available, local assistance or questions about shelters in your area, please contact your local emergency management agency.

Generator Safety

Generators can be helpful during a power outage, but they present serious health and safety concerns if operated incorrectly. Be sure to read the manufacturer’s instructions on how to use the generator prior to use. Some simple guidelines to follow include:
Never use a generator indoors.
Place them at least 20 feet from your home and away from windows.
Do not hook them up directly to your home’s power supply.
On The Road

If you must drive in snow or freezing temperatures, reduce your speed and use extra caution. Black ice can be nearly impossible to spot, so when temperatures hover around freezing, drive as though ice is present on the roadway.
Keep your gas tank as full as you can. A full tank will also keep the fuel line from freezing.
Install good winter tires and make sure they have enough tread, or any chains or studs required in your local area.
When driving, increase your following distance from 3-4 seconds to 5-6 seconds. It takes longer to slow down and stop on icy roads.
Every vehicle should have an emergency supply kit in the trunk. Kits should be checked every six months. Expired items should be replaced regularly.
Keep family and emergency phone numbers, including your auto insurance provider and a towing company in your phone.

PREPAREDNESS INFORMATION

Stay Informed
Monitor Official Sources: Stay up to date with current weather information through your local National Weather Service Office and through your local news. Follow TEMA on social media for important guidance and updates and TDOT for road conditions and updates.
Sign Up For Alerts: Make sure your mobile device has weather notifications turned on. Some counties may offer emergency alerts through the local emergency management agency.
Have a Weather Radio: NOAA Weather Radios are another tool that can provide life-saving alerts, even during power outages.
Make a Plan
Create a Family Communication Plan: Your family may not be together when a disaster happens. Make sure everyone knows how to get in touch with one another and where to meet if separated.
Check Supplies

During winter weather, the main concerns at home or in the workplace include the potential loss of heat, power, and communications, as well as limited access to essential supplies if hazardous conditions persist. Make sure you have adequate emergency supplies on hand that meet the needs of your family, coworkers, and others in your daily community.
Essentials: Your emergency kit should include water, non-perishable food, medications, flashlights, batteries, first aid supplies, and important documents.
For your Car: In case you are stranded, you should also have a kit for your car. You should include: kitty litter, ice scraper, cell phone charger, blanket, flares, or reflective triangles.
Consider Specific Needs: Your kit should also include supplies that are specific to your daily needs and responsibilities. Don’t forget to have supplies for pets, infants, or elderly family members.

The Local Emergency Planning Committee (LEPC) will stage a “mock disaster” drill on Thursday morning, November 6 simulating a personal injury school bus accident on Allen’s Ferry Road near the Little League Ballpark.

The exercise will begin at 9:15 a.m.

Charlie Parker, DeKalb County Emergency Management Coordinator has provided a detailed scenario overview and objectives of the staged event as follows:

Scenario Overview
A DeKalb County School bus transporting six students and a driver has reportedly run off the roadway near the Little League Ballpark on Allens Ferry Road. The bus is on its side in a ditch with multiple injuries reported. This will serve as a disaster exercise to test local emergency response coordination and communication between responding agencies.

Exercise Objectives
¡Evaluate interagency coordination among Fire, EMS, Law Enforcement, Rescue, TDOT, School Officials, and the Hospital.

¡ Practice safe and effective patient triage, treatment, and transport procedures.

¡Test communication protocols during a multi-agency response.

·Reinforce the proper use of ‘This is part of the disaster exercise’ during simulated communications.

Exercise Details
Scenario Start: 9:15 AM
A designated caller will contact 911 to report a school bus accident on Allens Ferry Road near the Little League Ballpark.
Each time the call or any radio traffic referencing the scenario is repeated, it must include the phrase:” This is part of the disaster exercise.”
TDOT will display a message board in the area notifying the public:
“CAUTION – Training Exercise in Progress.”

All responding units will respond NON-EMERGENCY, obeying all traffic laws and operating as they would on a normal call.

Response Expectations
¡Law Enforcement: Secure the scene, manage traffic, and assist with accountability of students.

¡Fire Department & Rescue Squad: Provide scene safety, assist EMS with patient removal, stabilization, and packaging.

¡EMS: Conduct triage, provide medical treatment, and transport patients to Saint Thomas DeKalb Hospital according to injury severity.

¡School Officials: Coordinate student identification and reunification planning.

¡Hospital Staff: Receive, triage, and process patients as part of the exercise.

¡NHC Healthcare will prepare to accept any minor overflow patients.

Post-Exercise
When the patients (students) have completed their evaluation at Saint Thomas DeKalb, they will be released and may return to school.

A post-exercise review (“Hot Wash”) will be held on-site following the conclusion of the exercise to discuss what went well and identify areas for improvement.

Safety and Control
This is a controlled training exercise.
– No actual emergency driving.
– No real dispatch of mutual aid resources beyond those participating.
– All exercise participants should ensure that ‘EXERCISE – EXERCISE – EXERCISE’ is stated at the beginning and end of all radio or phone transmissions related to this scenario.
