How would you explain to people that we have too many books?

We asked people to not leave boxes and bags but they dumped the books on top instead and some still left bags. Having too many books is a good problem to have but obviously makes it impossible for our neighborhood to find a good read.

Any suggestions?

Every year around this time this happens. It's usually a teacher who has retired. The dump of their resources. Thanks?
