The South Portland Police Department is proud to recognize facilities employee Denis Brkic, who is currently assigned to the Police Department. For the past decade, Denis has been a mainstay at the intersection of Broadway and South Kelsey Street, helping students safely cross the street on their way to Kaler School.

With the upcoming closure of Kaler School, today marks Denis's final day at this particular post. Throughout the years, his infectious positive attitude and morning greetings have earned him the heartfelt appreciation of countless students and parents alike.

While Denis will transition to a new intersection next year, the lasting impact of his service and kindness at Broadway and South Kelsey Street will certainly endure.

The South Portland Police Department (SPPD) will continue to share future accomplishments related to the Automated License Plate Reader (ALPR) system; however, this communication concludes our series highlighting historical successes.

In April, a northern Maine law enforcement agency reported a 12-year-old child missing from their jurisdiction. Three days after the initial report, information regarding a vehicle of interest was shared with South Portland. A SPPD detective entered the vehicle's license plate into the ALPR system and received an immediate notification indicating the vehicle had recently departed the city, presumably traveling northbound toward Westbrook or Portland. Following notification of these neighboring agencies, officers successfully intercepted the vehicle and recovered the missing child. The adult found with the child was subsequently arrested and charged with kidnapping and gross sexual assault.

Acknowledging the various community viewpoints regarding Automated License Plate Reader (ALPR) usage, the SPPD maintains its dedication to transparency. We encourage residents to provide input via established avenues as we continue to illustrate how these systems strengthen investigative efforts. Our Automatic License Plate Reader (ALPR) technology continues to serve as a vital tool in our commitment to public safety. We continue to share success stories that demonstrate the practical advantages of this system in our operations.

1. Last fall, South Portland officers responded to a "drive-by" shooting near the Red Bank Community Center, where several shots were discharged in the vicinity of many pedestrians. Fortunately, no injuries occurred. Officers gathered a vehicle description from witness interviews. By inputting this description into the ALPR system and searching the timeframe immediately surrounding the incident, the vehicle was identified and its license plate number was confirmed. Following an interview with the registered owner and subsequent investigation, confessions were secured, leading to criminal charges against two individuals.

2. Detectives investigated a report from a victim who feared for her safety due to stalking by her ex-boyfriend. Although private security cameras failed to capture the suspect driving by her residence, SPPD's ALPR system revealed that the individual, a non-resident with no legitimate reason to be in the area, had traveled near her home over 90 times during the 21-day retention period allowed by Maine law. This critical data established probable cause for the charge of Domestic Violence Stalking.

The South Portland Police Department recognizes the diverse community perspectives surrounding our utilization of ALPR systems. We remain committed to transparency and invite citizens to share their feedback through formal channels as we further demonstrate how this technology enhances our investigative capabilities. For additional details regarding the operation of ALPRs in South Portland, please refer to the resource provided below.
