Join us in congratulating Council Member Catherine Harris on achieving her Certificate of Municipal Leadership (CML) through the Association of Washington Cities! AWC’s Certificate of Municipal Leadership program recognizes city and town elected officials for accomplishing training in five core areas:
• Legal requirements, roles and responsibilities, and ethics (Legal)
• Budgeting and financial management (Budget)
• Infrastructure, transportation, and land use (Land use)
• Building safe, healthy, and thriving communities (Community)
• Effective local leadership (Leadership)

“Being a city leader in Washington is a complex job,” said AWC CEO Deanna Dawson. “Through our CML program we are providing our elected officials with the knowledge they need to effectively operate within the law, plan for the future, secure and manage funds, foster strong relationships, and work to build more equitable communities.”

Harris completed more than 30 hours of training to earn this distinction.

Councilmember Harris has been on town council since March 2022.

AWC serves its members through advocacy, education, and services. Founded in 1933, AWC is a private, nonprofit, nonpartisan corporation that represents Washington's 281 cities and towns before the state legislature, the state executive branch, and with regulatory agencies. AWC also provides training, data and publications, and programs such as the AWC Employee Benefit Trust, AWC Risk Management Service Agency, AWC Workers’ Comp Retro, AWC Drug and Alcohol Consortium, and AWC GIS Consortium.

The Town is considering asking voters to consider a levy lid lift to increase its regular property tax levy for six years in excess of the 1% limitation established in RCW 84.55.010, for collections beginning in 2027 to fund Town services and operations. The average levy rate initial increase is estimated to be approximately $1.33/$1,000 of assessed property value or, for a home with an assessed value of $450,000, approximately $50.00 per month.

Call for Pro/Con Committee Volunteers. Under Washington State law (RCW 29A.32.280), jurisdictions are required to appoint members to “pro” and “con” committees to prepare written statements for inclusion in the local voters’ pamphlet. These statements help inform voters about the ballot measure.

Individuals selected will be responsible for drafting official arguments supporting or opposing the measure, as well as rebuttals to the opposing committee’s statement. Committees work independently of the Town to prepare a written statement of 150 words or less advocating either approval or rejection of the ballot measure for inclusion in the Pierce County Voters’ Pamphlet. Committee members’ names will be included with the statement. Committees will also have an opportunity to prepare and submit a rebuttal in response to the opposing committee’s statement.

The Town is currently seeking Town residents to serve on these committees. If you think you may be interested, please contact the Clerk at [email protected] expressing your interest for either pro or con committees. The email request must include the applicants name, voter registration address, phone number and which committee you wish to serve on, pro or con. Emails from interested parties must be received by July 15, 2026. Submittals after that date will not be accepted. Statements are due August 6, 2026.
