Cape Cod School Resource Officers' Network Cape Cod Regional Law Enforcement Council, School Resource Officers’ Network The Network can also be thought of us as Tech Support for SROs.

The School Resource Officers’ Network is comprised exclusively of police officers and members of the Cape & Islands District Attorney’s Office. The Network meets periodically to share information, prevention and enforcement strategies and sometimes put on training for ourselves. Mainly we are a resource for each other and a way to connect with SROs in neighboring communities who are sharing client

ele, and have no doubt, we all share the same problems and issues. The SRO Network was founded in 2008 as a sanctioned unit of the Cape Cod Regional Law Enforcement Council. While the CCRLEC officially serves the fifteen towns of Cape Cod, and Nantucket the SRO Network has always reached beyond those boundaries to include agencies from outside the official service area.

The Dennis Police Department is pleased to introduce your School Resource Officers (SROs) for the 2025 school year, Officer P.J. McGlynn and Officer Sean Martin. Both officers look forward to being part of the Ezra H. Baker community and working together to support a safe, welcoming, and positive school environment.

SRO McGlynn has been a member of the Dennis Police Department for nearly nine years. Throughout his service, he has demonstrated a strong commitment to community engagement, youth outreach, and supporting families. SRO Martin has served the Town of Dennis since 2003, bringing extensive experience in public safety, problem-solving, and community partnership. Together, they bring a deep understanding of the town and a shared dedication to supporting students and their success.

The roles of our School Resource Officers include the following:
1. Safety: Supporting a secure learning environment through presence, planning, and
collaboration.
2. Education: Serving as a resource for students, families, and staff regarding safety
awareness, good decision-making, and positive citizenship.
3. Support; Guidance: Providing a trusted adult for students to talk to, ask questions,
seek help, and build positive connections.

SRO McGlynn and SRO Martin will work together in supporting the SRO role at Ezra H. Baker. Both officers will have a presence in the school community, providing support, guidance, and collaboration with students, families, and staff as part of their ongoing responsibilities. We believe strongly in partnership. The SRO team will work closely with school administration, teachers, guardians, and students to maintain a safe environment where every child feels valued and supported. They look forward to participating in classroom activities, school events, and creating opportunities for connection and learning.

Please join us in welcoming SRO McGlynn and SRO Martin to the Ezra H. Baker community. We are excited for the positive presence, engagement, and teamwork they will bring to our school.

Schools open soon. Traffic conditions will change at key times of the day at drop-off and dismissal times around the schools. Please have your patience turned all the way up to ten and consider adjusting your plans to minimize the impact on your morning and afternoon commutes. Walkers, bicyclists, school busses and parents driving their children to and from school will certainly slow things down, especially on bad weather days. Be aware that police everywhere will be out enforcing vehicle and traffic laws to ensure safe travels for everyone! Your awareness and safe and thoughtful operation really helps and is appreciated. SCHOOL SECURITY
Statement on the Need for School Resource Officers and Enhanced School Security Measures

The safety and security of our children must be our top priority, and it is critical that we take proactive steps to ensure every school in the Commonwealth is a secure environment for learning. As incidents of violence and threats to schools continue across the country, Massachusetts must lead by example in protecting its students, educators, and staff.

Yesterday’s tragic school shooting in Wisconsin serves as a clear and heartbreaking reminder of why we must act now to secure our schools. My thoughts and prayers are with the victims, their families, and the entire community grappling with this senseless act of violence. We owe it to the children of Massachusetts to ensure that such a tragedy does not happen here.

In 2014, the Massachusetts Governor’s Task Force on School Safety and Security, commissioned by then-Governor Deval Patrick, issued comprehensive recommendations to enhance school safety. This extensive report was informed by valuable testimony from experts across the Commonwealth, including many School Resource Officers (SROs) from the Cape Cod area. Notably, Officer Nick Pasquarosa of the Yarmouth Police Department, who has been serving as a full-time SRO since 1994, provided key insights during the commission’s deliberations. The report emphasized the critical role of SROs in fostering safe school environments, as well as the importance of modern security measures such as secured entrances, surveillance systems, and robust emergency response plans.

As a former SRO and a 40-year police officer, I have witnessed firsthand the positive impact SROs and comprehensive security measures have on school communities. SROs not only deter potential threats but also serve as trusted mentors, fostering relationships that enhance trust and safety for students, educators, and families.

That is why, in 2025, I will be refiling the bill to require School Resource Officers and modern security measures in all Massachusetts schools. This legislation will ensure that every school has the tools and personnel necessary to protect its students and staff.

We must learn from tragedies like yesterday’s and act on the strong foundation provided by the 2014 commission report. Our children, educators, and school staff deserve safe, supportive environments where they can thrive without fear. Together, we can make Massachusetts a model for school safety and ensure our schools remain places of learning, growth, and security.

I want to extend my deepest gratitude to the hundreds of certified School Resource Officers—many of whom work with specially trained comfort dogs—who serve bravely across Cape Cod and the Commonwealth. Their commitment to protecting and supporting our school communities is invaluable, and I am proud to stand alongside them in this vital work.

Mike Miller was Cape Cod’s original school resource officer. Evan after the Sandwich program was discontinued, Miller’s advice to another SRO was a contributing factor to the successes in establishing a fledgling program at D-Y High School. That program has been in operation for nearly four decades and upon which many other programs are based. Thank you, Mike, for leading the way and being willing to help. You own a percentage of the credit for every kid we have ever helped.

Members of the Sandwich Police Department are saddened by the loss of Retired Police Chief and Select Board member, Michael J. Miller.

Chief Miller began his career with the Sandwich Police Department in 1974. For the majority of his career he worked as the Community Resource Officer assigned to the Sandwich High School. In 2000 he was promoted to Chief of Police. Chief Miller retired from the Police Department in 2009, but his service to community did not end there. He also held multiple terms as a respected Select Board member.

Chief Miller truly loved our community. He would regularly be seen on his early morning group walks in the Town Neck beach area and along Route 6A.

DRIVE SAFELY ~ WATCH FOR CHILDREN

Please allow extra time for your commute and be mindful of children walking to school and at bus stops, slower traffic due to school bus activity and increased traffic around schools during drop off and dismissal times. Police officers all over Cape Cod will be stepping up vehicle and traffic enforcement efforts to ensure a safe start to school. Some areas of Massachusetts General Laws (MGL) we tend to concentrate on at this time of year are listed below, along with the penalties.
MGL Ch. 89 §11 Crosswalk Violation - $150
• Blocking a crosswalk,
• Pass a motor vehicle stopped at a crosswalk,
• Failure to yield right of way to a pedestrian in a crosswalk
MGL Ch. 90 § 8 Junior Operator License Passenger Restriction Violation
• 1st offense: 60 day suspension + $100 reinstatement fee
• 2nd offense: 180 day suspension, Driver Attitudinal Retraining Course + $100 reinstatement fee
• 3rd or subsequent offense: 1 year suspension, Driver Attitudinal
Retraining Course, Full Exam
MGL Ch. 90 §13A Seat Belt Violation - $25
• $25 for each additional passenger not wearing a properly adjusted seat belt
• Passenger can also be directly fined $25.
MGL Ch. 90 §14 Failure to Stop For A School Bus When Red Lights Are Flashing
• 1st offense: $250
• 2nd offense: $1000
• 3rd or subsequent offense: $2000
MGL Ch. 90 §14 Operating (following/stopping) Within 100 Feet of a School Bus
• 1st offense: $35
• 2nd offense: $75
• 3rd or subsequent offense: $150
MGL Ch. 90 §15 Railroad Crossing Violation (School Bus) - $500
MGL Ch. 90 §17 Speed Limits (School Zone) - Graduated Fine $tructure
• $50 for up to the first 10 miles per hour over the speed limit;
• Add $10 for every mile per hour above that.
• A $50 surcharge will be assessed in addition to the fine to be divided between the Head Injury Services Treatment Fund and the General Fund of the Commonwealth of Massachusetts.
• Additional Junior Operator License penalties
1. 90 day suspension
2. Driver Attitudinal Retraining Course & State Courts Against Road Rage (SCARR) Program
3. $500 reinstatement fee
4. Full Exam

I just wanted to take this opportunity to thank and recognize you all. The role that you serve in your communities are invaluable.
