The Connecticut Manufactured Home Owners Alliance is a not for profit organization consisting of mobile home owners that are actively involved in the effort to improve the laws and regulations related to living in Mobile homes and mobile home parks for the betterment of the residents and the park ownership or management. We seek to ensure the security of the home owner and their property, and prov

ide assistance in the mediation of disputes and questions regarding the areas of responsibilities of both the home owner and the park ownership. We work with the Department of Consumer Protection of the State of Connecticut to try to resolve issues, change regulations and laws to provide more protection of the rights of the home owner. We are able to provide advice to the home owner related to the best way to dispute charges by the park ownership that are above the normal rental fees for the land where their homes reside, and suggest ways to do so without the potential for eviction from the parks which can be a devastating hardship for the home owner.

Hello Everyone; please click the link below to learn more about a significant win for Fair Rent Commission (FRC) win for residents of Stonegate Manor Manufactured Home Park in Windham. Hopefully this decision will slow the momentum of out of state corporate park owners that are increasing rents beyond what residents can afford. All park residents in municipalities that have FRC's and who feel aggrieved by land rent increases should immediately file FRC complaints !! Contact the Alliance if you need help !

Hello All, PLEASE READ the article linked below about manufactured home park residents in Brunswick, Maine who completed purchase of their park within the past week. This was accomplished using Maine's version of the Right of Refusal Statute. A similar law was passed into law in CT in October 2023. The Alliance is working with Cooperative Development Institute (mentioned in the article) to make this happen for residents of Connecticut parks. Please be aware of this if you receive notice from your park owner that your park is being sold and CONTACT THE ALLIANCE IMMEDIATELY FOR ASSISTANCE. Also contact us if you are having health, safety, or rent disputes at your park. KNOW YOUR RIGHTS, AND CONTACT THE ALLIANCE FOR ADVICE ON HOW TO ASSERT THEM!

Hello Fellow MH Park residents. Please see the attached article about yesterday's press conference at RiverMead MH park in East Hartford organized by US Senator Blumenthal and including CT AG William Tong, House Majority Leader Jason Rojas, and State Rep Henry Genga. This came about after resident's outrage over a propane explosion and resulting fire that destroyed two homes and badly damaged two others. The special outrage is that there was insufficient water pressure in community fire hydrants, the same situation that occurred in 2019 when another home was severely damaged. Yet apparently not enough was done over those 5 years to prevent another occurrence. Residents, government officials, and park ownership will be meeting shortly to figure out how to go forward. As President of the Alliance I urge residents to recognize this as an example of how to address problems in their own parks, and that there is strength and safety in numbers. Don't be silent about problems in your park. Contact the Alliance to learn about our rights under the law and how to organize to fight back. Dave D.

It discusses challenges residents of Shady Acres MH Park in Danbury have had trying to exercise their Right of First Refusal to buy their park under provisions of Public Act 23-125, which went info effect last October. Hello All; please see the link below. It describes efforts to pass Federal legislation known as the Manufactured Home Community Sustainability Act (aka Senate Bill S.4475)

If passed it would provide park owners an incentive to sell the park residents by allowing "a new tax credit equal to 75% of the gain from the sale or exchange of real property to a qualified manufactured home community cooperative or corporation if (1) the property is acquired for use as a manufactured home community, (2) the seller (or any related person) owned the property for the entire two-year period before the sale or exchange, and (3) the property is transferred subject to a binding covenant that the property will be used as a manufactured home community for at least 50 years or the maximum permissible term under state laws that restrict such covenants to a lesser term.

The bill defines manufactured home community as a community comprised primarily of manufactured homes used solely for residential purposes and owned by a manufactured home community cooperative or corporation.

This bill is co-sponsored by our Senator Richard Blumenthal, along with Senator Jeanne Shaheen and most recently by Senator Angus King of Maine. I ENCOURAGE ANYONE READING THIS TO CONTACT SENATOR BLUMENTHAL AND ASK THAT THIS BILL MOVE MOVE FORWARD.

When combined with the Right of First Refusal statute that became law in CT last October, this Federal measure could provide another means to promote preservation of Manufactured Home Parks as a source of unsubsidized affordable housing in Connecticut and across the country.

The article below also mentions two parks that recently converted to resident ownership as a result of Maine's passage of a Right of First Refusal law similar to ours in CT.

Maine has over 600 manufactured housing communities, the most out of any New England state.

Hello CT Mobile Home Owners; please see the links attached below regarding new laws in other states similar to the Right of First Refusal that just went into effect in CT on October 1st ! Momentum is building to provide further protection to mobile home parks as affordable housing! Our statute is Public Act 23-125, and provides mobile home park residents the right to match the price, terms and conditions of an offer to purchase accepted by the owner. Non-profit organizations are out there to provide organizational help and financing. Know your rights and be prepared to exercise them when the opportunity arises !

Hello CT Mobile Home Owners; just a reminder that CT Public Act 23-125 became law effective October 1, 2023. PA 23-125 provides mobile home park residents a "Right of First Refusal" to purchase the park they reside in by matching the price, terms, and conditions of a bonafide offer which the park owner intends to accept. The purpose of new law is to preserve mobile home parks as a source of unsubsidized affordable housing in Connecticut. Below is a link to an article posted over the weekend in the WestFair Business Journal that provides important background on the law and how it came to pass. Residents should KNOW YOUR RIGHTS under the new law, and be ready to exercise them when the opportunity arises !! There are non-profit groups out there ready to help residents through the process with both organization and funding. Please contact the Alliance with any questions.

Senate Bill 988, which gives residents of Connecticut mobile home communities the right to make a bid for the property their homes are on if the owner wishes to sell, went into effect on Oct. 1.
