I have a couple people who want to know answers to a question, that they themself have been told several times. So, 7 years ago hurricane Florence, does everyone who was here remember the devastation that happen in our city, dams and lakes gone, roads washed out, traveling on a dirt road to get around the washouts, and debris everywhere. The city board then did what they had to do to get the city cleaned up, they worked hard and borrowed 2 million dollars from the state, to help with the cleanup. they started trying to get the road repaired and find funds to help rebuild the dams. We were elected and started to work finding the funds to rebuild the dams and get all the roads open, Alston Lennon, and to get E BSL fixed properly. We also learned that the 2 million dollars had to be paid back, we tried to ask forgiveness for the loan, but they said no, so we had to take it out of our fund balance to pay it back. Our fund balance went from 41.44% in 2022 to 3.77% in 2023, We made it clear at the meetings that this would draw a red flag with LGC, and it did. We have brought it to 7.00% this year and cut the budget by 1.2 million this year to bring it up even more. We should also have more funds coming in after the dam project to bring it to the 20% that they like to see. After talking to them, the manager said they understand, but we need to take the steps to help build it up. This also now, put us at the top of the list for grant funding for different projects. When you have storms, cities fall under this because the money they must spend to get their city cleaned up, most of the mountain cities will fall under the same criteria. If you think there will not be more storms, or if you didn't live through Florence or know how FEMA works, it's hard for you to know the red tape and laws that you have jump through to put a city back together. This did not come because of the general fund, like some want to say, the 2.5 million in debts, which is 3.1% of the 79 million the city could spend and will not!!, but it came from the 2 million out of our fund balance to pay back the loan that the LGC looks at. Anyone who may have sit in these seats would have to pay this back and be in the same position. We have worked hard to fix the problems, but you can't fix things overnight, and it can't be fix by just saying it needs to be done this way, we must follow the laws the state gives us.
