Major Crimes Detectives Continue Stabbing Investigation - The Suspect, a Convicted Felon, Arrested for Felony Assault 1st Degree

Spokane Valley Major Crimes Detectives continue to investigate a stabbing that occurred yesterday afternoon in the area of Appleway Blvd and S. Dishman Mica Road. Deputies responding to the call located the suspect and his vehicle minutes later, and he was safely detained. The suspect was booked into jail on a felony assault charge. At last check, the adult male victim was in serious but stable condition.

On June 3, 2026, at approximately 1:35 pm, Spokane Valley Deputies responded to the report of a stabbing in the 9300 block of E. 1st Avenue in Spokane Valley. The caller said the victim was being transported in a private vehicle to the hospital, and the suspect, later identified as 34-year-old Jayde A. Brown, was last seen driving west on Sprague Avenue in a black Chevy truck with Idaho license plates.

Minutes later, a responding Deputy located Brown and his truck near E. Augusta Avenue and N. Ella Road, where Brown was detained without incident.

Major Crimes Detectives also responded to continue the investigation.

Brown was advised of his rights, denied any involvement in the incident, and said anyone identifying him as a suspect is a hater trying to sabotage him.

Investigators observed a green-handled folding knife and a black fixed-blade knife inside Brown’s vehicle, which they seized as evidence pending a search warrant.

Initial information indicates that the victim, the witnesses, and Brown all know each other. The victim and witnesses were at the location working on a disabled vehicle when Brown arrived in his truck. Brown appeared angry and was yelling at one of the witnesses when the victim approached him. The situation quickly escalated when Brown got out of his vehicle and stabbed the victim in the neck.

The witnesses helped the victim, got him into a personal vehicle, and one drove him to the hospital for additional care.

Brown continued yelling and got back into his truck before driving away.

During interviews, Investigators also learned of an unreported violent incident involving Brown that occurred approximately four or five days earlier. At that time, Brown, armed with a knife and hammer, was involved in an altercation with a different male in the same general area. Fortunately, when the fight broke up, the male did not appear to be injured.

A check of Brown’s name revealed that he is a convicted felon. One of his previous felony convictions was in 2014 for “Battery with Intent to Commit a Serious Felony” in Coeur d’Alene, Idaho, where he stabbed a male whom he knew in the chest.

Brown was transported and booked into the Spokane County Jail for Assault 1st Degree, a felony.

Disorderly Call Evolves into a Stolen Vehicle Recovery and DUI Arrest

Spokane Valley Deputies, responding to a disorderly person call, located the associated vehicle and driver after it left the location. As they investigated, they learned the vehicle had been reported stolen earlier in the day and that the driver was suspected of being impaired. Deputies established probable cause to arrest the suspect on felony and misdemeanor charges, and he was booked into jail.

On June 2, 2026, at approximately 7:10 pm, Spokane Valley Deputies responded to the report of a disorderly male who appeared intoxicated, was slurring his words, and urinating in the parking lot of a business in the 1400 block of N. Pines Road. Soon after, the caller said the male drove away in a blue GMC Terrain and was last seen southbound on Pines Road.

Spokane Regional Emergency Communications (SREC) Officers checked the license plate provided by the caller and quickly informed Deputies that the Terrain had been reported stolen in King County earlier that day at approximately 1:35 pm.

A responding Deputy observed the Terrain in a parking lot in the 400 block of N. Pines Road and a male, later identified as 44-year-old Maksim P. Milkin, standing near it. He also noted that Milkin matched the physical and clothing description the caller provided.

Upon seeing the fully marked patrol car pulling into the parking lot, Milkin suddenly turned away from the stolen GMC and walked off.

Suspecting Milkin was associated with the stolen vehicle, the Deputy had additional responding Deputies locate and detain him.
Deputies found Milkin on Valleyway, west of Pines Road, and safely detained him. He was advised of his rights and declined to answer questions. A check of his driver’s license showed an address in Kirkland, Washington.

Deputies ensured the Terrain’s VIN matched the one noted on the stolen vehicle report. Through the investigation, including witness statements and their own observations, Deputies developed probable cause to arrest Milkin for felony and misdemeanor charges, including suspicion of driving under the influence.

A breath test later showed Milkin’s BAC results at over three times the legal limit of .08.

Milkin was transported and booked into the Spokane County Jail for felony Possession of a Stolen Motor Vehicle and misdemeanor charges of Driving Under the Influence of Alcohol/Drugs, Vehicle Prowling 2nd Degree, and Theft from a Motor Vehicle 3rd Degree.

Spokane Valley Man on Probation for Distribution of Child Po*******hy, Arrested for Violating Probation

Spokane, Washington - On June 2, 2026, members of the United States Marshals Service Pacific Northwest Violent Offender Task Force, in close collaboration with the Spokane County Sheriff’s Office, the Spokane Valley Police Department, the Federal Bureau of Investigation (FBI) Spokane Child Exploitation/Human Trafficking Task Force, and the United States Probation Office, arrested Clifford Kelsey at a residence located in the 13500 block of East 25th Avenue in Spokane Valley, Washington.

Kelsey was wanted on a federal felony arrest warrant issued by the United States District Court for the Eastern District of Washington for violating the terms and conditions of his federal probation. His probation supervision stems from a 2015 federal conviction for Distribution of Child Po*******hy, 18 USC 2252A(a)(2).

On May 31, 2026, Spokane County Sheriff's Office - S*xual Assault Unit responded to Kelsey’s residence to assist Spokane Valley patrol deputies with a residential search warrant of the residence, after intelligence was developed by the Josephine County Sheriff’s Office (Oregon) indicating Kelsey was likely not complying with the terms and conditions of his federal supervision. The suspect's bedroom was searched, and as a result, nine items were seized, pending additional search warrants.

It is alleged Kelsey violated conditions of his probation by possessing s*xually explicit photos and possessing six unapproved and unmonitored electronic devices that were capable of receiving, storing, or otherwise possessing materials with depictions of s*xually explicit conduct. Task force members and law enforcement officers coordinated investigative efforts, located Kelsey at his residence, and safely took him into custody without incident.

“This arrest reflects the strength of our partnerships and the teamwork that exists between our local, state, and federal law enforcement agencies and it underscores our unified commitment to protecting children and the community.” stated U.S. Marshal Craig Thayer. “Through close collaboration with the Spokane County Sheriff’s Office, the Spokane Valley Police Department, FBI Spokane Child Exploitation/Human Trafficking Task Force, and the United States Probation Office, we were able to safely locate and apprehend this offender.”

If additional criminal conduct is discovered, the FBI Spokane Child Exploitation/Human Trafficking Task Force and the Spokane County Sheriff’s Office will investigate further.

The arrest was conducted by members of the United States Marshals Service Pacific Northwest Violent Offender Task Force (PNVOTF), the FBI, the Spokane County Sheriff’s Office, the Spokane Valley Police Department, the United States Border Patrol, the United States Probation Office, and the Washington State Department of Corrections.

Rescue 3 Successfully Hoists Injured Hiker to Safety

Spokane Regional Air Support Unit (SRASU) Rescue 3 Flight Crews responded to assist in rescuing an injured hiker with a suspected broken femur from rugged and remote terrain near South Chilco Mountain in Kootenai County.

On May 30, 2026, at approximately 11:30 am, Spokane Regional Air Support Unit Rescue 3 Flight Crews received a Kootenai County Sheriff’s Office request for assistance with rescuing an adult female hiker who had fallen and possibly suffered a broken femur. The victim was reported to be in rugged terrain, approximately 4.5 miles south of the Bunco Trailhead parking lot, near South Chilco Mountain.

With the location inaccessible by vehicle or UTV, ground rescue crews began the nearly three-hour hike to reach the victim.

Rescue 3 Crews prepared the Bell UH-1H Super Huey and launched at approximately 12:20 pm, reaching the injured patient at approximately 12:58 pm at an estimated elevation of 5,500 feet.

As Rescue 3 Pilots D. Valenti and J. Scanlon skillfully maneuvered and held Rescue 3 in position, Crew Chief C. Bylow lowered Helicopter Rescue Medic (HRM) S. Schuster to the ground to assess the patient. HRM R. Schlining soon followed with an ARES bag/litter system to help in preparing the victim to be safely hoisted from the mountain.

After Crew Chief C. Bylow retrieved HRM R. Schlining, HRM S. Schuster, and the victim, safely secured in the ARES bag/litter, were hoisted off the mountain.

Rescue 3 flew the patient directly to Kootenai Medical Center for additional medical care.

As of May 31, 2026, thankfully, the patient had undergone surgery, was reportedly in good condition, and preparing to go home.

SVIU Detectives Arrest Suspect for Possession of Controlled Substance with Intent to Deliver and Seize Drugs, Guns, Cash, and a Stolen ATV

Spokane Valley Investigative Unit (SVIU) Detectives, during a months-long investigation, identified and arrested a suspect for three felony counts of Possession of a Controlled Substance with the Intent to Deliver/Sell and a felony charge of Unlawful Use of a Building for Drugs. SVIU Detectives and SWAT served a search warrant and seized 5 fi****ms, Methamphetamine, Fentanyl, U.S. Currency, and a reported stolen ATV. Two additional suspects were contacted and arrested on unrelated warrants.

On June 1, 2026, at approximately 6:00 am, SVIU Detectives, with the assistance of the SWAT Team, served a search warrant at a residence in the 12200 block of N. Main Street in Mead.

SVIU Detectives developed probable cause to obtain the search warrant through a months-long drug investigation, where the suspect, 57-year-old Colby R. Jones, was identified as a person believed to be selling drugs at the location and throughout Spokane County, including the City of Spokane Valley.
SVIU and SWAT contacted and safely detained Jones, 24-year-old Kissandra A. Murinko, and 40-year-old Keena M. Scrivner.

During the search, SVIU Detectives located and seized 5 fi****ms, an ounce of Methamphetamine, suspected Fentanyl, over $2,200 in cash, and a reported stolen ATV.

Jones was transported and booked into the Spokane County Jail on three felony counts of Possession of a Controlled Substance with Intent to Deliver/Sell and a felony charge of Unlawful Use of a Building for Drugs.

Murinko was found to have an active felony Idaho Probation Violation Warrant for Dangerous Drugs. She was booked into the Spokane County Jail on a Fugitive charge, pending extradition to Idaho.

Scrivner was found to have an active misdemeanor warrant for Knowingly Possessing a Controlled Substance, and she was booked into the Spokane County Jail on her unrelated warrant.

This remains an active investigation, and additional charges and/or arrests are possible.

Fairchild Air Force Base Skyfest Weekend

June 6th-7th

CITY – Airway Heights

This weekend June 6th- 7th, Fairchild Air Force Base will be hosting Skyfest which includes static displays along with performances of several civilian and military aircraft.

TRAFFIC ALERT: This event will impact the area of State Route 2 in the vicinity of Fairchild Air Force Base. Travelers should allow plenty of time and expect longer than usual delays between the hours of 9:00 AM-6:30 PM around Fairchild Air Force Base. Washington State Patrol troopers will be in the area assisting with traffic control along with our partners from the Washington State Department of Transportation. Extra enforcement patrols will also be in the area throughout the weekend. We are asking everyone to be patient and obey all traffic laws. Fairchild Air Force Base will require all attendees over the age of 18 to have valid identification to enter the base. Travelers should expect delays and congestion on State Route 2 from Fairchild’s Main Gate into Airway Heights so please plan accordingly.

The Washington State Patrol will have representatives from the Aviation Division as well as a recruiting booth set up in the public safety hangar at Skyfest so please stop by and meet with our WSP representatives.

VIDEO: Reckless Driving Suspect Tries to Run from Deputies, But He Cannot Escape Air 1

A Spokane County Sheriff’s Deputy attempted to stop a reckless driver traveling west on I-90 at speeds over 100 mph. The driver refused to stop for the Deputy, who was driving a fully marked patrol car with emergency equipment activated. Air 1 responded and quickly took over, providing real-time location updates to ground units, eliminating the need to continue the pursuit. The driver stopped near the Liberty Park Library and ran on foot. The Air 1 Flight Crew, using their infrared camera system, easily guided ground units to the suspect’s exact location, where they safely took him into custody. He was booked into jail for felony and misdemeanor charges, and his vehicle was impounded.

On May 30, 2026, at approximately 10:10 pm, a Spokane County Sheriff’s Deputy was stationary while monitoring traffic near I-90 and Evergreen Road due to ongoing issues of reckless driving and racing associated with random car meets.

He heard a loud vehicle approaching his location and observed a newer Ford Mustang going west on I-90, passing vehicles at a high rate of speed. The driver, later identified as 19-year-old Paul E. Komarov, continued westbound at high speed as he weaved through traffic.

The Deputy, in his fully marked patrol car, caught up to Komarov just past Pines Road and noticed the Mustang did not have a rear license plate displayed as required by law. As it continued west on I-90 at speeds over 100 mph, the Deputy activated his emergency equipment to conduct a traffic stop. Instead of stopping, Komarov accelerated to over 115 mph in an attempt to evade the Deputy.

Passing Argonne Road, approaching Broadway Avenue at speeds over an estimated 120 mph in a posted 60 mph zone, the Deputy advised via radio that he was in pursuit.

Air 1, already airborne, quickly located the fleeing Mustang recklessly driven by Komarov near I-90 and Sprague Avenue. Soon after, the Deputy disengaged by slowing his speed and deactivating his emergency equipment, ending the pursuit as Air 1 continued to provide the suspect’s location in real time.

Without any law enforcement vehicles in sight, Komarov continued his extremely dangerous and reckless behavior, risking the safety of unsuspecting motorists in the area and his own.

Air 1 advised that Komarov took the 2nd Street exit and continued westbound. He turned onto Liberty Park Place, traveled south and west to Madelia Street, and then west on 4th Avenue, where he parked near the Liberty Park Library.

With Komarov now on foot, Air 1 requested the assistance of Spokane Police Department (SPD) Officers as Spokane County and Spokane Valley Sheriff’s Deputies responded to the area.

With continual updates from Air 1, Deputies and Officers closed in on Komarov’s position and took him into custody on Magnolia Street just south of E. 5th Avenue. During a search of Komarov after his arrest, Deputies located the Mustang’s keys and fob in his pants pocket.

Wearing a sweatshirt that appeared to say, “But Officer… the sign said do a burnout,” accompanied by a depiction of a slick road sign, Komarov was advised of his rights, which he invoked and declined to answer questions.

Komarov was transported to the Spokane County Jail and booked for Attempting to Elude a Police Vehicle, a felony, and Reckless Driving, a misdemeanor.

Federal Escapee with Prior Abusive S*xual Contact of a Child Conviction Captured in Omak, Washington

Omak, Washington - On May 28, 2026, members of the United States Marshals Service Pacific Northwest Violent Offender Task Force (PNVOTF), in collaboration with the Colville Tribal Police Department, Okanogan County Sheriff’s Office, and Omak Police Department, arrested Steven Ray ST PETER in Omak, Washington. ST PETER was wanted on a federal arrest warrant charging him with Escape from Custody, 18 U.S.C. 751(a), 4082(a) and Failure to Register as a S*x Offender, 18 U.S.C 2250(a).

On or about April 22, 2026, ST PETER knowingly and willfully escaped from the Spokane Residential Reentry Center, an institutional facility in which he was lawfully confined at the direction of the Attorney General pursuant to a judgment and commitment order issued by the United States District Court for the Eastern District of Washington. On May 20, 2026, a federal arrest warrant was issued for ST PETER’s arrest.

ST PETER’s federal custody originated from a 2014 federal s*x offense conviction for a crime that occurred on the Confederated Tribes of the Colville Reservation. ST PETER was an adult at the time of the offense, and the victim in that case had not attained the age of 12 years old.

During today’s operation, PNVOTF members and law enforcement partners entered a residence on Nichols Road, after ST PETER failed to comply with law enforcement commands to exit the residence. Law enforcement officers located ST PETER hiding underneath clothing inside a closet. Officers took ST PETER into custody without further incident.

Following his arrest, ST PETER was transported and booked into the Spokane County Jail, where he is awaiting his initial appearance and further court proceedings.

The successful apprehension of this fugitive highlights the strength of collaboration between federal, tribal, state, and local law enforcement agencies,” said U.S. Marshal Craig Thayer. “Violent offenders who attempt to evade the justice system will be pursued and held accountable for their crimes. The U.S. Marshals Service places the highest priority on locating and bringing to justice individuals who harm children or who have harmed children in the past. Through the dedication of our deputies, task force officers, law enforcement partners, and the United States Attorney’s Office for the Eastern District of Washington, we remain committed to the rule of law and ensuring dangerous offenders are held accountable for their actions.”

UPDATE: Stolen Urn Recovered, Detectives Request Public’s Help with Identifying the Person in this Video

Spokane County Sheriff’s Office Investigative Unit (SCIU) Detectives continue investigating the theft of an urn containing cremated remains, and they ask for the public’s help identifying the person in this video.

The unidentified person, who appeared to arrive in a blue 4-door SUV or similar type vehicle, dropped off the stolen urn and its contents at the front door of Heritage Funeral and Cremation, 508 N. Government Way, during the early morning of April 18, 2026.

At this time in the investigation, it is unknown if this person was involved in the original theft of the urn. However, Detectives are working to identify and interview them to learn what information they may have about this incident.

For clarification: The urn was reported stolen from a wall niche at the cemetery, 508 N. Government Way, by an employee on March 24, 2026. However, the exact date and time of the theft are unknown.

On April 18, 2026, employees reported discovering the urn at the front door of Heritage Funeral and Cremation, also located at 508 N. Government Way, after the unidentified person in the video dropped it off sometime during the early morning.

SIIR Team Investigates May 21, 2026, Officer-Involved Shooting

The Spokane Independent Investigative Response Team (SIIR) is investigating an Officer-Involved Shooting incident involving an armed and reportedly suicidal male and Spokane Police Officers.

Preliminary information indicates that on May 21, 2026, at approximately 4:40 am, Spokane Regional Emergency Communications (SREC) Officers received a call from an out-of-state family member about a possible male in crisis at a residence in the 2000 block of N. Cincinnati Street.

The caller stated the male, later identified by the Spokane County Medical Examiner’s Office as 28-year-old Kaleb J. Hassel, and his wife were involved in an ongoing domestic dispute, and he was making suicidal statements. They advised that Kaleb Hassel had access to a firearm and was at the location with his wife and two children, an infant and a toddler.

SREC Officers contacted the wife by phone and were told he had been drinking, was armed with a gun, possibly a knife, and had been threatening to kill himself if she called the police or left him.

Spokane Police Officers responded to the reported Domestic Violence situation just prior to 5:00 am. When they arrived at the home, they contacted the female through an elevated window and learned that she and her two children were unable to evacuate safely because Kaleb Hassel was in the living room.

From the front of the residence, Officers could hear a male and female arguing and the female crying and yelling “No, No, No” and “Please don’t!” followed by more screaming, the male yelling, the mention of a gun, and the sound of a possible scuffle between the two.

Hearing this, Officers forced entry into the home and observed a physical struggle between the female and Kaleb Hassel, who was found to be holding a gun. Seeing this immediate life-threatening situation, Officers intervened. During a brief struggle involving the Officers, the female and Kaleb Hassel, who was armed, an Officer discharged his weapon, striking Kaleb Hassel. Officers quickly moved the female and children to a safe location and provided Kaleb Hassel with lifesaving medical treatment until relieved by medics.

Unfortunately, despite these efforts, Kaleb Hassel succumbed to his injuries and was pronounced deceased at the scene.

The Officer-Involved Critical Incident Protocol was enacted, and the SIIR Team, along with the Spokane County Sheriff’s Forensic Unit, responded to conduct the investigation and process the scene for evidence. SIIR Investigators also contacted neighbors in the area to identify potential witnesses and obtain any home surveillance video that may aid this investigation.

SIIR Investigators recovered and seized a semi-automatic handgun, a loaded magazine, and a knife at the location. As part of the investigation, they will also review the SPD Officers’ body-worn cameras.

Thankfully, no other citizens or Officers were injured.

The SIIR Team asks anyone who has not previously been contacted by Detectives and who either witnessed this incident or has video of it to call Crime Check at 509-456-2233.

As the agency involved, Spokane Police Department personnel will not assist or be involved in this investigation, in compliance with WAC 139.

The SIIR Team is comprised of multiple Eastern Washington agencies, including the Spokane County Sheriff’s Office, the Washington State Patrol, the Spokane Valley Police, and the Spokane Police Department.

• This investigation is being conducted by the Spokane Independent Investigative Response Team (SIIR), with the Spokane County Sheriff’s Office as the managing agency for this incident. All future communications regarding this investigation will be sent via the SIIR Team.

• The Spokane Police Department will release the name of the Officer(s) involved.

• Once the SIIR Team investigation is complete, the case will be forwarded to the Spokane County Prosecutor's Office for review.
