Candidate: Jim Hagaman

Why are you running for this position?

To continue to represent and serve our citizens first.

What specific experience and qualifications do you have that make you the ideal candidate for this position?

When I ran for Mayor 4 years ago, one of my campaign platforms was to change the trajectory of the irresponsible growth that had been going on for several years. Under my leadership, that trajectory has changed. I will continue to champion for intelligent growth, aided by our UDC, staff, and citizens that I serve.

What do you see as the top challenges for Spring Hill and how do you plan to contribute to addressing those?

Lack of infrastructure is a top challenge. There are solutions I have been working on that are in the pipeline. The options for solutions take representation and buy in from many stake holders. I will continue to team up with all stake holders.

What do you see as the top opportunities for Spring Hill and how do you plan to utilize those to move our community forward?

We have an opportunity to build a hospital; to construct another outdoor park and recreation area; to create an airport; and to build a new library. All of these opportunities serve our city positively. I have supported them and will continue to do so.

How do you plan to work collaboratively with each municipality in the county to ensure the decisions being made in the best interest of Maury County as a whole?

To continue to partner with MCCEA, Spring Hill Chamber of Commerce, our county Mayor, our state elected officials, and our citizens.

Spring Hill is located in one of the fastest growing areas in the state and country. This tremendous growth will require new and improvised infrastructure (i.e., schools, roads, water, etc.) How do you plan to provide these infrastructure improvements, including any required funding?

The long summed up answer is: It is not a good thing to brag and say “…we are one of the fastest growing…” What I want to be known for is: “We are one of the most responsible growing areas in the state and country.” To attain this posture, takes numerous people in influential roles that are WILLING to make it a reality. I am one of those people.

What does thoughtful and sustainable growth in Spring Hill look like to you?

Following the UDC: Do not contribute to the issues we already have. I will not say “yes” to any rezone that would give vested rights to a development that would not benefit citizens FIRST.

How do you plan to communicate with, and be available to, your constituents?

I am a Mayor 24/7! I have an open-door policy. You can call me, text me, email me, or we can meet anytime our schedules align. Meeting face to face is my preference.

What does a successful term look like to you?

A term where I am remembered for integrity, for serving my citizens FIRST, and God saying “Well done good and faithful servant”

If elected, how do you plan to partner with both the Maury County Chamber & Economic Alliance and Spring Hill Chamber of Commerce to make Maury County the best place to live and work?

We are already partners. We will continue to develop our partnership to attain our mutual goals which is to serve our businesses and our citizens.

After receiving phone calls and email communications regarding the upcoming City of Spring Hill Election, concerning the candidates that have obtained support from the Spring Hill Professional Firefighters Association, please allow for the following clarification.

The Spring Hill Professional Firefighters Association (Local 4628) are employees of the fire department that have elected to join the International Association of Firefighters (IAFF). As a separate Non-Profit entity their mission, goals, and initiatives are completely independent from the City of Spring Hill Fire Department. The Association's views expressed under their name and banner are their own opinions and do not reflect those of the Fire Department as a whole, or the City of Spring Hill.

The Facts Regarding Hwy 31 Being on TDOT's 10 Year Plan:

Several people have quoted aldermen and the former mayor as having told them that Spring Hill was not represented on the Greater Nashville Regional Council during my time as mayor, and said that is why Hwy 31 was not widened.

Here are the facts:

In November of 2021, I delegated Alderman Canepari to represent Spring Hill at the Transportation Policy Board of the GNRC. Alderman Canepari continued to serve in this capacity at least through March of 2023.

Spring Hill WAS represented at the Transportation Policy Board of the GNRC long before Alderman Linville asked to be Spring Hill's alternate. When he asked, I issued him the formal proxy allowing him to be our representative.

The GNRC has several boards and committees. I participate in the Mayor's Caucus for the GNRC, and I appointed a member of the Spring Hill staff to represent us at the Transportation Coordinating Committee of the GNRC. To my knowledge, we didn’t have representation on the TCC under previous administrations. So, in fact, Spring Hill is represented at the GNRC in 3 different capacities - giving us excellent representation.

In April of 2023 the Tennessee Modernization Act was passed which fundamentally changed the way TDOT delivers projects. All previous lists were done away with, and in December of 2023 TDOT published the 10-year plan using the criteria set forth in the new law.

Alderman Canepari has done, and continues to do, a great job as a public servant for Spring Hill. I am blessed to serve with him.

I am running for re-election so that I may continue to serve the citizens of Spring Hill FIRST.

Four years ago I ran on a platform of changing the trajectory of the city. I have kept that campaign promise.

All of the residential building - houses, townhomes, apartments, you have seen being built these last 4 years were approved before I became mayor.

I put citizens on the planning commission who share my concern about continuing to build while our infrastructure can’t keep up.

Many proposed developments never made it to the planning commission or to BOMA for a vote because when developers came to me asking for my support to build new subdivisions, I explained that I will not support new development unless it is a win for our city and our people. That means it can’t add to our infrastructure issues, but must instead be part of the solution.

The voting records on new residential development that passed over the last 10 years are shown below. Under my leadership, the number of approved rezones for increased residential development in Spring Hill has gone from averaging almost 3 per year to only
3 total over the 4 years.

Unfortunately, we can’t stop what has already been approved. Please re-elect me as Mayor so I can continue to hold back unfettered development in Spring Hill.

On Monday night, the Spring Hill Board of Mayor and Aldermen voted to approve Resolution 25-68 to purchase 111 acres of land that was planned to become a high-density housing subdivision named “Stone Creek.”

The developer had proposed to build more than 1000 new housing units in this development, with about 66% of those being townhomes. Instead, this land will be used to further one of the most important projects in Spring Hill — the Advanced Purification Project. The planned reservoir connected to this project will reside on this newly acquired property.

"I am thankful that City Staff was able to pull off a major win for Spring Hill residents. We are taking more than 1,000 residential units off the table and replacing them with a solution to our water needs," said Mayor Jim Hagaman. “This BOMA has been committed to the idea of smart growth, and we hear our residents’ concerns. This is a huge step in the right direction.”

The land sits adjacent to I-65 near the Brandon Woods subdivision and just south of approximately 45 acres of land that was previously donated to the City.

On Monday night, Mayor Jim Hagaman signed a proclamation, designating January 20-26, 2025, as Community Risk Reduction Week.

Community Risk Reduction (CRR) Week is a grassroots effort by fire safety professionals from across the nation. The idea is to help promote awareness of CRR through programs and to demonstrate its importance to the fire service.

Here in Spring Hill, we're lucky to have Community Risk Reduction Captain Lisa Burns (pictured) to lead our CRR program with the Spring Hill Fire Department. Follow along on the SHFD page during CRR Week for more tips and tricks on how to keep your family safe from fire-related emergencies!

This week, Mayor Jim Hagaman signed a proclamation honoring Ron Shuff for his lifelong service and dedication to the City of Spring Hill.

Shuff is the owner of "Shuff's Music and Piano Showroom" a longtime staple in Williamson County. First opening in 1978, Shuff's is nearing 50 years of operation and has been a contributing factor to numerous Grammy winners while inspiring many folks to follow their musical passions.

In Spring Hill, Shuff has been at the center of various community projects while engaging in civic activities and volunteerism. In 2001, Shuff purchased the historic Oaklawn Plantation, and since then, he has made the property available for several annual community events. Shuff has also been a major contributor to the Spring Hill-Thompson's Station Rotary Club.

Ron Shuff has been an upstanding member of our community for countless years, and the City of Spring Hill is grateful for all he and his family have done.

Shuff (center) was on hand at Monday night's BOMA meeting to accept the proclamation in honor, alongside his family.
