GOOD TO KNOW: The Arc of Illinois, through a grant from the Illinois Council on Developmental Disabilities, administers the Consumer Stipend Program. This program provides financial assistance for individuals with developmental disabilities and their family members to attend conferences of their choice that are directly related to developmental disability issues. These funds can used to cover, or partially cover, the cost of registration, hotel, transportation, child care, respite care, and more. The event will feature remarks from Deputy Governor of Health and Services Sol Flores, Interim Chair of ICMHP Dr. Sameer Vohra, and ICMHP Director Amanda M. Walsh, as well as other state leaders.

ICMHP is charged with developing a Plan that contains short- and long-term recommendations to create a comprehensive and coordinated system of mental health prevention, early intervention, and treatment services and supports for youth and families. Attendees will receive additional information on the Plan development process over the next several months and information for how to get involved.

This training is designed to help individuals understand CAP’s role in the VR process, to help individuals learn their rights and responsibilities in the VR process, and to learn strategies for self-advocacy.

Our presenters: Julie Baker began her State service in 2014 with the Bureau of Disability Determination Services, as a Disability Claims Adjudicator. She was promoted to a Staff Development Specialist for the Bureau of Training and Staff Development in July 2018, developing and presenting training curricula for other State employees. Prior to her State service, Julie served as a QIDP, working with individuals having intellectual disabilities. She then worked as a foster care caseworker, eventually promoting to the adoption and licensing specialist for that agency. Finally, before beginning her career with the State, Julie contracted for the Federal government, conducting background investigations for employees requiring federal security clearances. In this position, Julie also provided training and mentoring for new employees. She is currently a CAP Advocate/Complaint Investigator for the Illinois Client Assistance Program, as well as being the acting CAP manager. Julie enjoys helping others to realize their potential, and helping others learn to self-advocate. She is a mom to a very busy twelve-year-old son, and two spoiled cats. In her free time, Julie enjoys movies and spending time with friends and family.


Ryan Boyer grew up and lived in the St. Louis area, before moving to Springfield in 2013. After graduating college, he worked as a special education teacher, serving children and young adults with autism. He later began state service within the Illinois Department of Revenue, working as a tax specialist. He transferred to DHS in 2017, where he worked as a disability adjudicator before joining the Client Assistance Program. As a Client Assistance Program Advocate, Ryan investigates various issues experienced by VR customers. Through problem solving and mediation, he seeks to resolve these issues while maintaining healthy relationships between the customers and DRS staff. In his spare time, Ryan enjoys spending time with family, being outdoors, or reading a good book.

How to Promote a Problem-Solving Spirit in ECE (Webinar)

Confusion, small squabbles, bigger arguments, frustration, giving up. Young children encounter problems on a day to day basis, and what they do and what we as adults do when they encounter these problems can make all the difference! In this workshop, educators and family members will examine their role in these problems and learn how to instill a problem-solving spirit in their young children. Participants will learn what role problem solving plays in supporting young children’s development overall and specifically related to self-regulation; identify real opportunities for problem solving in the lives of the children in which they work; and walk away with specific strategies to promote a problem-solving spirit in their practice with young children. Putting reflection into action, educators will specifically create one problem-solving tool: The Wheel of Choices that they can use in practice the next day.
