Ayanna Dowd is a school-based Speech-Language Pathologist (SLP) with a passion for the Deaf community. She has worked with Deaf and Hard-of-Hearing clients from birth through 22 years of age. In addition to being a licensed SLP, she has intermediate certification with the Board for Evaluation of Interpreters (BEI) and a Professional Educator’s License (PEL). She received her Bachelor of Arts in Business Administration from Truman State University, her Bachelor and Master of Health Science in Communication Disorders from Governors State University, and her Master of Education (M.Ed.) in Educational Leadership from the American College of Education. Ms. Dowd is currently the Deaf Ministry Coordinator at the Apostolic Faith Church, which hosts an annual conference for both Deaf and interpreters and has a 100-year history of serving Deaf parishioners. She is a member of the National Association of Black Interpreters (NAOBI), the American Speech-Language Hearing Association (ASHA), and the Illinois Speech-Language-Hearing Association (ISHA). She is an avid reader and also enjoys bowling.

For 30 years, Amy Miller has had the opportunity to work in most every setting related to interpreting. She also has over 10 years of management experience providing interpreting services in community and education settings. Miller got her start at John A. Logan College (JALC), graduating with a certificate in interpreting in 1993. She also holds an associate in applied science in interpreter preparation from JALC. Miller earned a bachelor’s in workforce education and development from Southern Illinois University Carbondale in 2008. In 2014, she graduated with honors from Capella University with a master’s in mental health counseling. She holds national certification with the Registry of Interpreter for the Deaf (RID) and has master certification with the Board for Evaluation of Interpreters (BEI). Currently she is employed in the ACCESS Office at Southern Illinois University Edwardsville in the Deaf Services department as a sign language interpreter.
Ayanna and Amy join with the current members of the Illinois Board of Interpreters: Hershella Ashford, Kimberly Berger, Laura Braucht, Teri Hedding, and Barbara Pacourek. The Illinois Deaf and Hard of Hearing Commission (IDHHC) has a position open for the Interpreter Coordinator (Executive I, MC Option). The deadline to apply is October 7, 2022.

The position oversees the administration of the Interpreters for the Deaf Licensure Act of 2007 including the Board of Evaluation of Interpreters Certification program. The ideal candidate is professional and self-motivated who wants to improve communication access for the Deaf, Hard of Hearing and DeafBlind community.

The Illinois Department of Human Services-Division of Mental Health (DMH) is recruiting volunteers to join focus groups. These will ask how best to share this important mental health, substance use, and emotional support resource with the public.

The focus group for Deaf, Hard of Hearing, and DeafBlind communities is scheduled for Friday July 15, from 9:30 am – 11:30 am.

The Illinois Deaf and Hard of Hearing Commission is made aware of the phishing attempts and/or attacks targeting individuals, mostly sign language interpreters. On July 7, 2022, an email from [email protected] known as “Illinois and Hard of Hearing Commission” with the IDHHC logo inside the email body claimed to be from IDHHC sent a malicious email to individuals requiring them to “save, open, and access” the secure document. IDHHC does not have a yahoo account. The only official email communication from IDHHC comes from the illinois.gov domain. Always check the sender’s email address. Malicious actors are posing and pretending as IDHHC representatives trying to trick individuals into disclosing their personal information. Phishing is an attempt to steal personal and sensitive information or break into online accounts using deceptive emails and/or messages.

If you received this email from the said email account, please report phishing in your mailbox and/or delete it. Do not do any further action opening, replying or clicking any links. Doing so will lead you to will download malware, or direct you to a dodgy website.

On March 3, 2022, Abraham Lincoln Presidential Library & Museum will offer extended hours in honor of World Hearing Day from 4pm to 7pm, Free Admission for all. No reservation is required.

Sign Language Interpreters will be on-site to sign for the theater shows. Technology utilizing QR codes and monitors will enhance the museum experience.

This FREE event will help the ALPLM plan permanent improvements to make the museum experience better for all guests.

The Illinois Deaf and Hard of Hearing Commission has reopened the Illinois Board for Evaluation of Interpreters (BEI) testing, both the written Test of English Proficiency (TEP) and Performance exams. IDHHC is following COVID-19 Safety Precautions which limits the number of testing slots being offered each month.

Testing resumed in October 2021 with priority given to those whose applications were placed on hold during the pandemic. Due to the number of applications, IDHHC has an ongoing waitlist for both the TEP and Performance testing dates.

The Illinois Deaf and Hard of Hearing Commission is pleased to announce the Governor has appointed two new Commissioners to the Commission. Biographies of the Governor-appointed Commissioners:

Jean Draths
Glenview, IL
Term Expires 11/14/24

Jean Draths is originally from Madison, WI and attended St. Norbert College in DePere, WI. She worked as a paralegal until the birth of the first of her four children. Jean comes from a hearing loss family and received her first set of hearing aids in her early thirties. Her hearing continued to decline and ultimately received bilateral cochlear implants. Jean has been an active member of the Chicago North Shore Chapter of the Hearing Loss Association of America serving as Program Chair for many years and, presently, Vice President. She recently retired after over 30 years of working in a retail position and is now devoting much of her time to hearing related issues. She has become an ardent advocate of hearing loops, successfully persuading her local library and Church to install hearing loops.

John was born and raised in Chicago, Illinois and is hard of hearing from birth. He attended St. Gall Grade school and graduated from St. Rita High School. Graduate of Northern Illinois University with B.S. in Elementary and Special Education, where he continued received a M.S in Educational Administration. He has a M. A. from Northwestern University in Speech and Hearing and post graduate studies in Special Education finance at Illinois State University. John has over 50 years of experience and support of the deaf and hard of hearing community, as a teacher of the deaf and hard of hearing, administrator of deaf and hard of hearing programs, part time university instructor of deaf education at Illinois State and Northern Illinois, and as a director of special education. In post-retirement he continued as an administrative consultant to deaf and hard of hearing programs with both public and private schools and served as Superintend of the Mississippi School for the Deaf. He served on the numerous boards and study committees: Best Practice Committee for Deaf and Hard of Hearing, Teacher Certification, Advisory committee to the Illinois School for the Deaf, Advisory Board to the Regional Education Center, Steering Committee of the Educational Interpreters Certification committee and the Deaf and Hard of Hearing Steering Committee of the Deaf and Hard of Hearing Commission. Also, served on professional committees with the Department of Rehabilitation and ITAC. He also served as a school board member of the Minooka Consolidate District 201 and Trustee of Village of Minooka. Currently, he serves on the Illinois Deaf Blind Advisory Board. He continues to be and active member of the American Society for Deaf Children, Hearing Loss Association of America, Association of Late Deaf Adults, Illinois Teachers of the Hearing Impaired, Illinois Supervisors of the Hearing Impaired, and the Illinois Administrators of Special Education. In his home community, John is an active member of the Minooka LIONS club, Joliet Moose and Elks, St. Mary’s Church Administration committee and has served on the Joliet Diocese Deaf and Hard of Hearing Advisory board.

New Commissioners Jean and John will join with the rest of the Commissioners at the next Quarterly IDHHC Remote Commission Meeting scheduled to be held on Friday November 5, 2021. The Governor’s Office is still accepting applications to serve as Commissioners on the Illinois Deaf and Hard of Hearing Commission. The Illinois Deaf and Hard of Hearing Commission is pleased to announce the appointment of a new board member Kimberly E. Berger to the Illinois Interpreter Licensure Board.

Kimberly E. Berger led the Southern Illinois University-Carbondale Interpreter/Transcriber Team and coordinated communication access services for deaf and hard of hearing students, faculty, and staff at SIU-Carbondale. She was recently asked to join the faculty of SIU teaching ASL. Originally from the Northwest Suburbs of Chicago, Kimberly has lived in Southern Illinois since 1989 when she was a student at SIU-Carbondale. After graduating with a bachelor’s degree from SIU-Carbondale, Kimberly attended and graduated from nearby John A. Logan College’s Interpreter Preparation Program. Kimberly is RID certified and spends most of her professional interpreting in the post-secondary environment, as well as medical and vocational interpreting settings in Southern Illinois since 1995. Kimberly received her master’s degree in Applied Linguistics in 2009 which resulted in an invitation to teach ASL Linguistics at her Interpreter Preparation Program alma mater John A. Logan College (and later other courses). Kimberly continues to mentor interpreting students near and far preparing them to thrive in the interpreting industry.
Kimberly joins with the current members of the Interpreter Licensure Board: Hershella Ashford, Laura Braucht, Donna Elliot, Teri Hedding, Rachel Kruk, and Barbara Pacourek. The next Interpreter Licensure Board meeting is scheduled to be held on Friday November 19, 2021.
