The Illinois Law Enforcement Training and Standards Board is the state agency mandated to promote and maintain a high level of professional standards for law enforcement and correctional officers. The Illinois Law Enforcement Training and Standards Board (ILETSB), referred to as the Board, is the state agency mandated to promote and maintain a high level of professional standards for law enforceme

nt and correctional officers. Its purpose is to promote and protect citizen health, safety and welfare by encouraging municipalities, counties, park districts, State-controlled universities, colleges, public community colleges, and other local governmental agencies of this state and participating State agencies in their efforts to upgrade and maintain a high level of training and standards for law enforcement personnel. Responsibilities of the Board include: developing and providing quality training and education, setting standards, aiding in the establishment of adequate training facilities, and providing financial assistance. Funding of in-service and recruit training comes from monies acquired from the surcharge fund and Federal and State grants. The funding mechanism in the State of Illinois is unique in that it is one of two states in the amount of funding provided by the Governor and the General Assembly to promote law enforcement training. By adapting to changes in technology, the ever-changing face of crime in the United States, and society's demands on those entrusted with the responsibility of enforcing their laws, the Board has played a crucial role in the professionalization of policing in Illinois.

Today, Governor JB Pritzker, Illinois State Police Director Brendan F. Kelly, and the Law Enforcement Medal of Honor Committee gathered in Springfield to award 23 heroic officers from 10 agencies with the Medal of Honor.

The Illinois Law Enforcement Training and Standards Board extends our deepest congratulations and admiration to all of this year's recipients. We are incredibly proud to have our own Executive Director, Keith Calloway, serve on the committee to help honor these outstanding examples of courage, selflessness, and sacrifice.

Kelly, the Law Enforcement Medal of Honor Committee, and law enforcement officials from across the state gathered today for the Law Enforcement Medal of Honor Ceremony in Springfield to honor officers who performed acts of heroism in 2025. The Law Enforcement Medal of Honor Committee awarded 19 officers from six agencies the Medal of Honor in recognition of their brave and sacrificial service to the people of Illinois.

On Tuesday, August 11, the Illinois Law Enforcement Training and Standards Board will be presenting at the 2026 CIT International Conference in Orlando, Florida.

We will be sharing the success of our Law Enforcement Crisis Response Therapy Canine Certification Program, specifically highlighting the positive impact of incorporating certified therapy canines into crisis response and officer peer support.

Illinois doesn’t just meet the standard for officer wellness and community supportβ€”we set it. We are extremely proud to share how this program was created, the impact it has made so far, and to highlight the success of our certified therapy K9 teams with law enforcement and mental health professionals from around the globe.
