City Manager David Cameron presented his report at last night's City Council meeting. Items addressed were:

✔Driveway and property access standards
✔Indianapolis Community Leadership Visit
✔Historic City Hall rehabilitation
✔Data centers
✔Neighborhood priorities
✔Rental Inspection Pilot Program
✔Neighborhood plans.

We're tackling some significant challenges across the organization, but we're also making meaningful progress on issues that matter to our residents.

🗳️ On the Nov. 3 ballot, Springfield voters will be asked to consider changing how the Springfield City Charter handles delegation of duties.

📜 Right now, the City Charter does not clearly say when the City Manager or department directors can delegate their duties to their subordinates.

❓Question 1 would clarify when City leaders can delegate some of their duties to their subordinates.

📜 The City Charter was adopted in 1953. It is a set of basic rules for how the City of Springfield is run. You can think of it as the City’s constitution. It explains how City government works and what elected officials and City staff are responsible for.

Like any set of rules, the Charter may need updates over time. The City recently reviewed the Charter to find rules that could be updated, made clearer, or changed to better match a modern workplace.

What’s next for data center discussions in Springfield?

City staff recommends extending the current administrative delay on data centers from Nov. 17, 2026, to Feb. 24, 2027, allowing more time to review community input and develop options for City Council.

In order to best regulate or prohibit something, you first need to define it. The next step is defining “data center” in the City’s Land Development Code. Planning & Zoning will consider the definition and proposed extension Oct. 15, followed by City Council consideration in November.

Staff anticipates bringing broader regulatory and utility options to Council in January 2027.
