City of Springhill — City Council Workshop Briefing

A City Council Workshop is a discussion‑only session where the council reviews upcoming projects, asks questions, and prepares for future votes. Workshops promote transparency, planning, and public understanding—no decisions or votes are made.

1. Engineering & Infrastructure Updates
Engineer John French provided project updates and answered council questions:

Lift Station 32 — Engineering work is underway.

Phase 3 Water Improvements — New water lines for North Acres and Meadow Creek, plus new citywide water meters, are pending release of state funding.

Additional Sewer Work — Aging lines in Pine Hill and the Walmart corridor need replacement; the city is pursuing grant support.

Wastewater Treatment Plant Rehab — Plans are under review; DHHS submission is expected soon.

Rec Complex at the New Ballparks
Batting cages — Concrete pad, frame, and netting planned.

Bleacher covers — Cost estimates being gathered.

Netting upgrade — Shade‑screen system to reduce wind and foul‑ball spray; specs and pricing pending.

Minor structures — Small storage building and lighting improvements.

Timeline — Majority of work targeted for completion by end of June.

Sewer Lines South of Walmart
Grant search — City and engineer are identifying grant options to replace these aging lines.

2. Splash Pad Update
New fencing — Black vinyl‑wrapped chain‑link fence has been ordered.

Parking expansion — City crews expanded parking using reclaimed blacktop from the Springhill Airport.

Operating schedule — Opens June 6, daily from 8:00 AM to 8:00 PM.

Security upgrades — Cameras and signage to be installed in the coming weeks.

3. Upcoming Ordinances & Resolutions
Items scheduled for upcoming council votes:

FY 2026–2027 Operating Budget — Adoption ordinance.

Budget Amendment — Supplemental and amended budget ordinance.

2026 Ad Valorem Tax Millage Rate — Annual resolution to set the city’s property tax rate.

Ad valorem millage = property tax rate based on assessed value.

Springhill’s current rate: 7.22 mills.

One mill = $1 tax per $1,000 of assessed value.

Assessed values are set by the Webster Parish Assessor.

4. Official Journal
Minden Press-Herald will be named the official journal for FY 2026–2027.

5. DOTD Mowing Contract
Council will approve authorizing the mayor to enter a mowing contract with LA DOTD for FY ending June 30, 2027.

6. IT & Systems Discussion
The city discussed transitioning from the current IT maintenance provider to Fuse.Cloud.

The Police Department reports positive experiences and professional service.

7. Additional Items Discussed
Downtown hotel interest — Main Street Manager Tanya Capps reported an investor exploring a potential hotel project downtown.

Police staffing — Chief Lynd expressed interest in hiring a part‑time officer.

🌟 Springhill City Council – Community Recap (May 2026)
Springhill, here’s what your City Council has been working on to keep our community moving forward:
🙏 Starting with Gratitude Mayor Pro Tem Nicole Frazier opened with prayer, and Mayor Huddleston led the Pledge as we came together to focus on what’s best for our city.
📄 Keeping Business Transparent Council unanimously approved the April 13 minutes and the April 2026 financials — keeping our operations open and accountable to the community.
🧹 Main Street Momentum Our Main Street district continues to shine:
• Volunteers, businesses, and city crews teamed up for a successful Keep Louisiana Beautiful cleanup. Springhill pride on full display.
• The May Farmer’s Market was packed — quilting show, vendors, families, and neighbors supporting neighbors.
• June 6 Market will bring a Taste of Market event with food and family fun.
• A Matching Grant Program opens in June to help local Main Street businesses grow.
• A $255,225 DOT TAP Grant will improve walkability and parking downtown — construction begins this summer.
• Debo’s Corner is officially open and already a community favorite.
💰 Investing in Springhill’s Future
• The FY 2026–2027 Operating Budget was introduced, with workshops coming soon so we can plan responsibly for the year ahead.
• April bills totaling $173,805.03 were approved.
📢 Community Announcements
• The Splash Pad is up and running — sod installation coming soon to keep the area clean and safe. Opening June 6, 2026.
• June Anthony Drive repairs are moving along and reopening soon.
• Champions of Character, a free youth event hosted by Charcandrick West, is set for May 28 at the CAC.

REMINDER, beginning Monday!

April’s 2026 City-Wide Cleanup Dates are April 20th-25th.
The City of Springhill is providing dumpsters at the City Maintenance Shop to assist residents with cleaning and clearing their yards and properties.

Residential Use Only: This service is strictly for residential customers. No commercial dumping is allowed.
Drop-Off Instructions:
● No curbside pickup will be offered. Residents must haul items to the City Maintenance Shop at 800 7th Street SE.
Assistance will be available:
● Monday–Friday: 8:00 AM – 3:30 PM
● Saturday: 8:00 AM – Noon
The City of Springhill cannot accept tires or batteries during cleanup events. We encourage all residents to take advantage of this opportunity to help keep Springhill clean and beautiful.

The Springhill City Council met April 13, 2026, at their regular monthly meeting and took action on several items important to city operations and community services.

The Council approved a proclamation declaring April 2026 as Sexual Assault Awareness Month in Springhill. The proclamation was presented by Amber Cobb, Chamber Manager, and reflects the City’s commitment to supporting survivors and raising awareness.

The Council also approved the first‑quarter 2026 utility write‑offs totaling $5,892.10, following standard review procedures.

Two bids were presented for the replacement of the 5‑ton air‑conditioning unit serving the Springhill City Court offices. Arkla Air submitted a bid of $15,179, and Webster HVAC & Electric submitted a bid of $9,970. Both contractors met all licensing and insurance requirements. The Council voted to accept the lower bid from Webster HVAC & Electric.

Additionally, the Council approved payment of the March 2026 monthly bills, totaling $242,143.77.

The meeting was adjourned following completion of the agenda.
