The Foust family is praying for the Shipman family. We have known each other for years and always enjoyed catching up at Music on Main and the Beale Street concert series.
Scott Shipman truly wanted to get back in the game and help move the City of St. Charles forward in a positive and responsible way. He was excited, engaged, and it was refreshing to see that type of energy and passion on Council.
Not only would Ward 4 have been well represented, but Ward 6 and the City as a whole would have benefited from his leadership, experience, and love for the community.
Scott, you will be missed. We are thinking of Chris and the entire Shipman family during this difficult time. 🙏
The City of St. Charles is saddened to learn of the passing of Councilmember Scott Shipman.
A dedicated public servant, Councilmember Shipman served the community for many years as St. Charles County Assessor and most recently as a member of the St. Charles City Council.
Throughout his years of public service, he earned the respect of colleagues and residents alike through his deep understanding of the community, thoughtful leadership, and genuine care for the people of St. Charles.
On behalf of the Mayor, City Council and City staff, we extend our heartfelt condolences to his wife, Chris, their children, and the entire Shipman family during this difficult time.
Councilmember Shipman’s commitment to public service and lasting impact on the St. Charles community will be remembered throughout the region.
In accordance with the City Charter, Mayor Dan Borgmeyer will appoint an interim Ward 4 councilmember to serve until a special election can be held in November. The St. Charles City Council will consider a resolution on June 2 to formally place the special election on the November ballot.
