St. Charles County is mourning the death of Scott Shipman, who served as the County’s elected assessor from 2002 to 2023. He passed away May 22 after a long struggle with cancer. He was 64. The family says no service is planned, but a celebration of life will be announced at a later date.

Shipman started in the Assessor’s office as a field appraiser in the early 1980s, and worked his way up to appraisal manager, supervising a team of two dozen people. Winning election to the office of Assessor in 2002, he served for 21 years in charge of a team that assessed both real and personal property.

Coworkers remember Shipman was always willing to answer questions from the public. He would tell his staff that if the public can’t get what they need, to have them call him. Around the office Shipman was well-liked for recognizing birthdays and encouraging staffers to bring in their crock pots for the annual chili cookoff or other morale-boosting events.

After he left his job as St. Charles County Assessor, Shipman worked for a local bank as a loan collateral manager. He also served on the St. Louis Board of Equalization, and as a Right of Way Commissioner for local courts.

We offer our deepest condolences to the Shipman family and all who are affected by his passing.

St. Charles County, in partnership with the East-West Gateway Council of Governments Great Streets initiative, has launched the Route N Great Places Plan—a community-driven effort to guide future land use and connectivity along Route N. The community survey for this initiative received 600+ responses from the public and stakeholders, such as schools, with input on concerns, values and expectations for Route N. The public meeting held earlier this week presented concepts and renderings of possible improvements based on the feedback so far. With additional input from the public meeting, a new draft plan is expected to be released in June and will be available for comments.

The Route N Great Places study does not make any decisions about what development will occur along Route N. Development decisions on property in this area are a function of the cities of Lake Saint Louis, O’Fallon and Wentzville, and for the few parcels still unincorporated, the County.

Route N road improvements will be a MoDOT project and are proposed to be funded partially from Federal dollars. The Great Places study merely assists MoDOT with roadway design elements for Route N, and helps the County with its thoroughfare plan for future connecting road corridors. The East-West Gateway plan will help MoDOT and the County apply for additional Federal highway funds to make these improvements.

When finalized, MoDOT will have the Great Places study available as they continue to design and finalize their Route N improvements. MoDOT will likely hold public hearings this fall before finalizing the Route N design.

Bring your worn or damaged American Flag to a veteran-run flag collection at the St. Charles County Administration Building on June 12 from 9 a.m.-1 p.m. 🇺🇸

Members of the St. Charles County Veterans Best Practices Working Group will collect worn or damaged flags at the corner of North Second Street and Monroe Street in downtown St. Charles. All flags will be donated to the American Legion for final disposal.

The collection is a drive-thru drop off, so you don’t need to leave your vehicle. Veteran volunteers will collect flags directly from the car.

Anyone who can’t make it to the collection on June 12 can drop flags in designated collection boxes anytime. The boxes are outside the County Administration Building (201 N. Second Street, St. Charles) and at Veterans Tribute Park (1031 Kisker Road, Weldon Spring).
