TODAY IS JOAN GILMER DAY IN ST. LOUIS COUNTY!
St. Louis County is honoring Joan Gilmer for more than 48 years of dedicated service to the St. Louis County Circuit Court and the citizens of St. Louis County.
Gilmer began her career with the St. Louis County Circuit Court on July 19, 1978, as a Copy Clerk. She quickly advanced into a supervisory role before serving as Administrative Assistant to the Circuit Clerk, a position that no longer exists. She later became Assistant Accounting Manager and ultimately served as Chief Deputy Circuit Clerk under Circuit Clerk Jean Overall before becoming the Circuit Clerk herself in 2000.
During her more than four decades of service, Gilmer has played an important role in the administration of justice and the daily operations of the 21st Judicial Circuit. She has also served on dozens of committees throughout the state through the Office of State Courts Administrator, contributing her experience and knowledge to the Missouri court system.
Gilmer's career also spans an important period of change within Missouri's court system. Court clerks were not always state employees; that changed on July 1, 1980, when their positions were transitioned to state employment, along with changes to their titles and compensation.
In recognition of her extraordinary career and commitment to the community, the St. Louis County Executive has proclaimed Monday, August 31, 2026, as Joan Gilmer Day in St. Louis County. Bruce Hilton, Presiding Judge of St. Louis County, presented her with the proclamation on Friday, August 28, in recognition of her more than 48 years of service at the courthouse.
The celebration of Gilmer's career also extended beyond the courthouse. On Wednesday, August 26, she was honored at Busch Stadium when she threw out the ceremonial first pitch before the St. Louis Cardinals' game against the Baltimore Orioles.
A lifelong Cardinals fan, Gilmer was able to share the special occasion with her family, who joined her at Busch Stadium for the first pitch and a behind-the-scenes experience at the ballpark.

Last week, Governor Mike Kehoe announced a judicial appointment to the 21st Judicial Circuit.

Tom Smith, of Warson Woods, was appointed as Associate Circuit Judge.

Mr. Smith currently serves as an assistant prosecuting attorney for the St. Louis County Prosecuting Attorney's Office. He previously served as an assistant attorney general for the Missouri Attorney General’s Office. Smith is the co-director of the Washington University School of Law Prosecutors Clinic, a member of the Emmanuel Episcopal Church, and the co-director of the Emmanuel Faith in Action Committee. Smith earned a Bachelor of Arts in Theatre and a Bachelor of Arts in Religious Studies from the University of Missouri and a Juris Doctor from Washington University School of Law. Smith will fill the vacancy created by the resignation of Judge Joseph L. Green.
