Child Care Services are provided to enable low income families, including recipients of TANF, to become employed, or prepare for employment through education and job training. Protective Services to Children (CPS) consist of the identification, receipt, and immediate investigation of complaints and reports of neglect and abuse of children under 18 years of age. Protective Services require an immediate response on a 24-hour basis to complaints received by investigation, assessment, and documentation as well as arranging and providing immediate and intensive services to the child, the family, and the alleged abuser. Family Services
Family Services are provided to individuals and their families to strengthen their relationships and their capacity to function independently. Court ordered home studies are done for the purpose of supplying the courts with information regarding the appropriateness of placements with persons seeking adoption, custody or visitation.
Adoption Services
Adoption services are provided to foster care children with the goal of adoption or to expectant parents who are considering placing their child for adoption. For persons in Greene County interested in adoption, Greene County Social Services is a member of Community Attention Foster Families (CAFF). Foster Care Services
Foster care services are provided to children who have been entrusted to or placed in the custody of Social Services with the primary goal of reuniting the child with his/her natural family. The child's family is provided services to help resolve the problems which caused the child to enter Foster Care. If the goal of "Return Home" becomes unattainable, there is a need to achieve another permanent placement for the child through adoption or placement with relatives. Services are provided to the child to meet his/her physical, emotional, and psychological needs. Independent Living services, programs and skills are provided to mature teens in Foster Care.
Foster Parents
Foster parents are recruited and trained by staff of Community Attention Foster Families (CAFF). Ongoing support and mandated, continuous trainings are provided for all Foster Parents. Respite Services are provided for Foster Parents as an additional support service and an opportunity to work with different foster care children. Foster Care Prevention & Family Preservation Program
Foster Care Prevention & Family Preservation Program's goal is to prevent the placement of children in substitute care, including foster care and residential home placement. The aim of Foster Care Prevention is to enhance the family's ability to create and maintain a healthy home environment that will reduce the total number of children entering foster care and shorten the stay of children in foster care. This is managed by providing intensive services to: (1) families in which child abuse or neglect has occurred; (2) families whose children are returned home from foster care; and (3) families who have children in need of services (CHINS). Adult Services
Adult services are provided to adults with the intent of maximizing self-sufficiency and the prevention of abuse, neglect, and exploitation. The services offered include protection, supportive counseling, information and referral, facilitating health care and adequate living arrangements as well as companion services, pre-screening for nursing home placement, pre-screening and annual reassessments for adult care residency placement, Adult Day Care assessment and referral and screening for community based care. Protective Services to Adults (APS)
Protective Services To Adults (APS) consists of the identification, receipt and investigation of complaints and reports of abuse, neglect and exploitation to those who are over the age of 60 or to persons 18 and older that have a physical or mental impairment (incapacitated). Reports are received 24 hours a day, 7 days a week. The goal of the investigation is to determine if the adult is in need of protective services and if so, to decide which services are needed to prevent further abuse, neglect and/or exploitation. The Medical Assistance Programs - Medicaid, FAMIS Plus, and FAMIS (Family Access to Medical Insurance Security Plan)
Medical and the Family Access to Medical Insurance Security Plan (FAMIS) are Medical Assistance programs that make direct payments to health care service providers for eligible individuals and families who are unable to pay for needed medical services. Medicaid for children is called FAMIS Plus.
Medicaid/FAMIS Plus and FAMIS have different income limits and nonfinancial requirements. When someone applies for Medical Assistance, the eligibility worker will determine if the person is eligible for either program. Medicaid and FAMIS pay for a variety of medical services, including prescription drugs, doctor visits, nursing facility care and hospital care.
Medicaid
To be eligible for Medicaid, a person must have income and resources (assets) within specified limits and must be in one of the groups covered by Medicaid. Medicaid covered groups include children under age 19 years, pregnant women, parents with dependent children under age 18 years living in the home, adults age 65 years and older, blind individuals, and individuals who are disabled according to the standards adopted by the Social Security Administration.

Family Access to Medical Insurance Security Plan (FAMIS)
FAMIS, and its program for pregnant women, FAMIS MOMS, covers uninsured children under age 19 years and pregnant women, with income that is too high for FAMIS Plus/Medicaid but is under the income limit for FAMIS/FAMIS MOMS.

Employment Services
Employment Services are provided to TANF recipients to help individuals secure employment, training, or education leading to employment with a goal of self-support. Aspects of the Employment Services Program may include individual job search, education/training, CWEP (Community Work Experience Program), and supportive services such as transportation and child care for eligible clients.
VIEW (Virginia Initiative for Employment not Welfare)
In VIEW (Virginia Initiative for Employment not Welfare), clients are given two years to become gainfully employed and off welfare rolls. Supportive services such as child care, Medicaid, and transportation are offered during this two-year period with the addition of an additional year of transition services.
Financial Services Programs
Benefits programs are for those individuals who are in need of temporary financial assistance. All recipients must meet certain income eligibility requirements. The Temporary Assistance for Needy Families (TANF) Program is intended to provide a monthly maintenance to families who meet income and resource guidelines. Children must be 18 or younger and in school. During certain conditions Emergency Assistance may be provided to needy families with children who may not meet the eligibility factor of "deprivation of parental support." This assistance must cover needs which result from a natural disaster or fire which has destroyed items necessary for maintaining a household or the home itself; or a total loss of family earnings when such loss occurred within 30 days prior to the application and the loss was due to a severe weather condition or a reduction in the labor force caused by an energy shortage. The Supplemental Nutrition Assistance Program (SNAP)
SNAP is intended to alleviate hunger and malnutrition by increasing the food purchasing power of low income households. Eligible recipients receive a Virginia EBT Card that can be used for food stamp purchases at most food stores throughout Virginia. The Auxiliary Grant Program (AG)
The Auxiliary Grant Program (AG) is a supplement to income for recipients of Supplemental Security Income (SSI) and certain other aged, blind, or disabled individuals residing in a licensed adult care residence (ACR) or in adult family care (AFC). This assistance is available through local departments of Social Services and paid directly to the ACR of AFC to ensure that AG recipients are able to maintain a standard of living which meets a basic level of needs.
The Temporary Assistance for Needy Families - Unemployed Parent (TANF-UP) Program
The Temporary Assistance for Needy Families - Unemployed Parent (TANF-UP) Program is intended to provide financial assistance to needy two-parent families with children under 18 that are deprived of parental support. This deprivation is met if one parent, the primary wage earner, is unemployed.
The Energy Assistance Program (EAP)
The Energy Assistance Program (EAP) consists of three components; Fuel Assistance, Emergency Crisis Assistance and Cooling. The Fuel Assistance component is intended to provide supplemental assistance to offset the rising costs of heating expenses. The Crisis Assistance component is intended to provide assistance with heating equipment needs and emergency fuel outages. Cooling assists eligible populations with energy payments during the summer months.
The Fraud Program
The Fraud Program provides for the investigation of cases involving Public Assistance payments and benefits allegedly received under fraudulent circumstances, as well as collection of over-payment/over issuances of benefits. For more information about The Fraud Program, please call 434-985-5246.
