Byram Township will be enforcing a strict no on-street parking policy during this snow emergency to facilitate efficient snow removal and maintain public safety. We prioritize the well-being of our residents and strive to provide exceptional service; however, repeated reminders are no longer feasible.
1. Please don't park on the street during snow or ice events.
2. Property owners must clear snow from sidewalks.
3. Do not throw snow into the street or onto sidewalks.
4. If there's a fire hydrant in front of your property, please make sure it's cleared and accessible.

Byram Township 2025 Annual Report

As we step into the new year and set our sights on the goals and priorities ahead in 2026, I would like to take a moment to reflect on the hard work and achievements of the past year.

Throughout 2025, our team demonstrated exceptional collaboration and dedication as we worked toward our shared mission of ensuring the efficient and effective operation of local government. Despite the ongoing fiscal challenges facing communities across New Jersey, our staff remained steadfast in their commitment to responsible, transparent, and cost-conscious service delivery.

I am incredibly proud of the Byram Township workforce for consistently providing the high-quality services our residents rely on and deserve. Our employees continue to go the extra mile to meet community needs, often exceeding expectations in the process.

I would also like to extend my sincere appreciation to the many volunteers who serve our community - our Byram Township Fire Department, Lakeland Emergency Squad, and all our Township Boards and Committees - as well as to our residents. Your continued flexibility, patience, and engagement have been instrumental as we navigate evolving economic conditions while striving to enhance the quality of life in Byram Township. Together, we continue to strengthen our “Township of Lakes” as a place we are proud to live, work, and visit.

I encourage you to please take the time to review the information contained within this annual report. Public meetings are listed on the enclosed calendar, and we encourage your participation throughout the year. Residents have also been able to participate at Council Meetings by Zoom since mid-year 2023. Byram’s achievements are the result of a team effort that includes all our residents, employees, and volunteers.

SNOW EMERGENCY PARKING ALERT

Due to the forecasted snowstorm this weekend, all vehicles must be removed from roadways beginning Saturday, February 21st at 10:00 PM - through - Tuesday, February 24th at 12:00 PM.

This restriction allows our Department of Public Works to safely and effectively clear roadways and ensure access for emergency vehicles and essential travel throughout the storm.

While enforcement is not our preference, vehicles left on roadways during this snow emergency are subject to ticketing and/or towing in accordance with Byram Township’s snow emergency no-parking ordinance (§ 230-30).

We appreciate your cooperation and support. If travel is necessary during the storm, please do so with caution and stay safe.

On behalf of the Township Employees and myself, I extend our deepest condolences to the Roseff family and all who knew and respected Harvey.

Harvey’s service and dedication to Byram Township will be missed. Please keep his family and friends in your thoughts during this difficult time.

I am saddened to report the passing of my fellow councilman, Harvey Roseff, who passed away last night.

I got to know Harvey over the past decade, long before either of us was elected, as we both regularly attended council meetings and often crossed paths at Board of Education and county meetings.

Harvey and I did not always agree — in fact, we often disagreed, sometimes strongly. But I always respected that Harvey stood firmly by his principles and was never afraid to voice his opinion. Just as importantly, our disagreements were almost always respectful, thoughtful, and rooted in what each of us believed was best for the town.

When we were both elected in late 2017, Harvey reached out and asked me to have lunch. While we were not close friends, we did share occasional meals over the years to talk through issues facing the Council, and I appreciated hearing his perspective.

I ask the community to keep Harvey and his family in their thoughts, and to join us in mourning the loss of a public servant who stepped up to serve this Township and remained engaged and committed to his beliefs until the very end.

🚲 New NJ E-Bike Laws Now in Effect 🚲

The State of New Jersey has enacted new safety regulations for electric bicycles. To help keep our community safe and informed, the Hopatcong Police Department is highlighting the most important changes below.

What Is Now Required?
For the first time, most e-bike operators must have:

• A Valid License
– Age 17+: Valid NJ Driver’s License
– Age 15–16: Motorized Bicycle License

• State Registration
– All e-bikes must be registered with the NJ Motor Vehicle Commission (MVC)

• Insurance
– Liability insurance coverage is now required

Note: License and registration fees are waived for the first year. Enforcement fines for non-compliance will begin six months from the law’s effective date(July 19,2026).

⚠️ Important Restrictions

• Age Limit: Children under 15 years old are prohibited from operating e-bikes
• Speed & Power: These rules apply to all e-bike classes (pedal-assist, throttle, and high-powered)
• Sales & Modifications:
– Online e-bike sales are banned statewide for one year
– Modification kits that increase speed or power are now illegal

Enforcement & Education
The Hopatcong Police Department will focus on public education over the next six months to help residents and visitors transition to these new requirements.

Byram Township will be enforcing a strict no on-street parking policy during this snow emergency to facilitate efficient snow removal and maintain public safety. This regulation is in effect whenever snow covers the roads, as outlined in Township Code §230-30. We prioritize the well-being of our residents and strive to provide exceptional service; however, repeated reminders are no longer feasible.

Residents are kindly requested to relocate their vehicles to private property, driveways, or designated parking areas to avoid potential fines and ensure unobstructed access for emergency crews. Note that Brookwood Road has specific parking instructions: residents should park on the north side and relocate vehicles between 8 AM and noon on plowed sections §230-56.
