Centre Regional Planning Agency The CRPA provides both regional and local planning services to its member municipalities.

The Centre Regional Planning Agency (CRPA) provides professional planning and zoning services to the six Centre Region municipalities. Regional planning services include the development and maintenance of the Centre Region Comprehensive Plan and the Centre Region Act 537 Sewage Facilities Plan, land use projections, mapping, and specialized studies in areas such as workforce housing. Local Plannin

g services include providing staff support to local planning commissions, reviewing land development plans and zoning changes, and drafting or revising municipal ordinances that relate to land use regulations. In providing local planning services, the CRPA fulfills the responsibilities of the Centre County Planning and Community Development Office, as defined under the Pennsylvania Municipalities Planning Code (MPC).

Be safe, be seen!

Compared to vehicles, bicycle riders are harder to see because of their smaller size.

Wearing retroreflective and bright clothing helps drivers see you better.

Lights and reflectors are required by PA law! If you are riding your bike between sunset and sunrise, it must be equipped with a front lamp and rear and side reflectors that are visible from at least 500 feet.

Construction on the shared-use path along Westerly/Easterly Parkway from O'Bryan Lane to University Drive, as well as Blue Course Drive from Whitehall Road to Bayberry Drive, will remain through the beginning of the 2026-27 school year.

Most of the path will be under construction when school begins on Tuesday, August 25. Portions of the existing sidewalk or new path will remain closed until construction is completed.

Pedestrian access to Easterly Parkway Elementary School is planned to be available from the public sidewalk on the east side of Pugh Street at Easterly Parkway. This sidewalk connection is currently under construction and, weather permitting, is scheduled to be completed on Monday, August 24.

If an orange construction fence is erected, the sidewalk/path is closed, and you should use the sidewalk on the opposite side of the street or an alternate route to the school.

For direct access to the Easterly Parkway Elementary School, both driveway entrances will be available for school activities. When time permits, construction will continue on these driveways to support completion.

The shared-use path project is scheduled for completion this November.

The Borough of State College on Monday, August 31, will implement a pilot program that will change Hiester, Sowers, and Hetzel streets to one-way between College Avenue and Beaver Avenue.

This pilot aims to increase parking spaces and provide greater access to loading zones in the east end of Downtown State College.

As Downtown State College continues to experience increased redevelopment, density, and traffic, the Borough remains committed to making travel more efficient and safer for pedestrians and motorists. This one-way pilot will help achieve these goals.

Please note that this six-month pilot can be ended at any time if safety issues for motorists and pedestrians arise. Should additional time be needed to evaluate the pilot, Borough Council could extend the program for another six months.

It’s not too late to benefit from the Federal 30% credit for commercial solar systems operating by the end of 2027.

Join Solarize Greater Philadelphia and the Sierra Club to find out why now is the best time for municipalities to invest in solar.

On-site solar can help make energy costs more predictable and keep energy budgets stable for your municipality. We’ll hear from two municipalities that have installed solar and one that is planning to install solar.

There are currently two federal credits available that significantly reduce the cost of solar. A 30% Federal Investment Tax Credit and a 10% Community Energy Credit (in some areas) are available for systems installed and operating by December 31, 2027. A 10% domestic content credit is also available. To meet the deadline, projects should start their feasibility and financial analysis by this September.

We’ll also hear about Solarize’s services to help a municipality through the feasibility, financial analysis, and RFP process. Financing and Power Purchase Agreement (PPA) options will be included.
