When we think about Head Start, we often think about preparing young children for school. But its impact reaches far beyond the classroom.

Head Start and Early Head Start take a two-generational approach to helping children and families thrive.

📌 For Children: Supports healthy brain development, nutritious meals, healthy habits, early learning, and school readiness.

📌 For Parents: Provides family engagement, resources and opportunities to build skills, strengthen financial well-being and pursue education, training, and employment.

Eligible North Carolina voters have an opportunity to cast their ballots ahead of Election Day on Tuesday, November 3rd.

Elections determine who makes decisions at the local, state, and federal levels on issues including:

💙💗 What is Community Action, and how does it help strengthen our communities?

Across North Carolina and the nation, Community Action Agencies like I-CARE work every day to help individuals and families overcome barriers to economic stability and build pathways to opportunity.

One important resource supporting this work is the Community Services Block Grant (CSBG), a federal funding program that helps Community Action Agencies respond to the unique needs of their local communities.

Through CSBG-supported services and partnerships, agencies help:

➣ Connect families with resources to meet basic needs

➣ Promote housing stability and safer living conditions

➣ Create pathways to employment and economic mobility

➣ Connect individuals and families with education, health and other community resources

➣ Strengthen local partnerships that address the causes and conditions of poverty

What makes Community Action different?

Local needs. Local partnerships. Local solutions.

Community Action Agencies work alongside the people and communities they serve to identify challenges, develop solutions and create opportunities for lasting change.

❗ Proposed changes to federal Head Start standards could affect how programs serve young children and families.

The U.S. Department of Health and Human Services (HHS) is reviewing proposed changes to Head Start program requirements, including standards related to:

📌 Classroom staffing and group sizes

📌 Health, nutrition and family support services

📌 Educator qualifications and program hours

North Carolina Governor Josh Stein recently asked HHS to preserve key standards that support Head Start's comprehensive approach to early childhood education.

The public comment period closed on October 6, 2026. These changes remain proposals, and no final rule has been announced.

Head Start and Early Head Start provide more than early education. These programs support children's development while helping families access resources that promote health, stability, and opportunity.
