Statement of Purpose:


To advance the skills of Amateur Radio operators in preparation of applying technical and communications expertise for the good of our community. Our primary goals are:

1.) In the event of a disaster or time of need, to assist and prot

ect the citizens of Steuben County by providing emergency communications.

2.) To work with local Emergency Management and other Public Service agencies to establish the infrastructure, plans and procedures to best utilize the capabilities of the STARRS Amateur Radio Club.

3.) To train and prepare to use our network of technical resources to provide skilled operators, and emergency communications, when requested by Steuben County Emergency Management or other government authorities.

4.) To prepare and support a potential emergency situation, by communicating plans and procedures to local Amateur Radio Operators via the STARRS Interlink System.

5.) To train and experiment with new modes of communications so that we may provide quality communications and ensure public safety. "When all else fails… amateur radio works", ARRL.org




About Amateur Radio:

Ham radio, as it is often called, is a hobby/service. It is a non-commercial radio communication service whose primary aims is public service, technical training, experimenting with radio electronics, antenna design and the leisure communication between private persons. Ham radio operators are noted for providing communications in times of an emergency or disaster. Ham radio exists in nearly every country and on the same frequencies. This allows amateur radio operators to communicate internationally. In the United States, Amateur Radio is regulated by the Federal Communications Commission. An amateur operator must hold a valid license, issued by the FCC.
