The YCSWA will soon be submitting a permit application to the Pennsylvania Department of Environmental Protection for approval to construct a transfer station located at the York County Resource Recovery Center (YCRRC) on Blackbridge Rd.

A transfer station will benefit York County by allowing residents to conveniently drop off all types of garbage at a centralized location, making waste disposal easier and more convenient. A transfer station would also enable the YCSWA to continue accepting trash in the event waste deliveries exceed the YCRRC’s processing storage capacity due to county growth or operational interruptions.

At a time when waste management capacity in our area is filling up, the construction of a transfer station will meet the needs of York County’s growing trash disposal needs.

Please click the link below for more information and a property map of the proposed transfer station location.

We were pleased to learn about the new “PA Fights Dirty: Every Litter Bit Matters” initiative which encourages Pennsylvanians to properly dispose of even their smallest pieces of trash. This campaign was developed as part of the Wolf Administration’s Litter Action Plan and in response to the 2019 Pennsylvania Litter Research Study, which found Pennsylvania has more than 500 million pieces of litter on its roadways and surrounding areas.

A message from our Executive Director, David Vollero:

“Our goal this summer was to present a concept for reuse of the York County Sanitary Landfill to Hopewell Township that could bring value to the community and address long-term landfill needs in York County. We respect the decision of the Board of Supervisors to forego reopening the landfill, and we will continue exploring alternative solutions to meet future landfill capacity needs of our growing county, while we continue looking for ways to reduce the quantity of waste that must be landfilled.”

The Story of HARC

The York County Solid Waste Authority and Hopewell Township have an agreement in place that has enabled beneficial reuse of the closed York County Sanitary Landfill. In 2006, approximately 200 acres of the landfill site was constructed into a public recreation complex. HARC features multi-use fields, walking trails, a wildlife habitat area, tot and youth playgrounds, a picnic pavilion, information kiosks and two bird/wildlife viewing platforms. More than 122 species of birds have been documented at the site. The Authority provided the funds to build the facility and Hopewell Township is the facility operator. The complex is available for use by all York County residents. To reserve facilities and fields, please call Hopewell Township at: 717-993-2027.
