Orrin S. Hamilton is a distinguished law enforcement executive with more than 30 years of public safety experience, including over two decades in senior leadership and command-level roles. He is widely recognized for his strategic vision, operational expertise, and commitment to community-focused policing.
Chief Hamilton most recently served as Chief of Police for the City of Austell, where he led the Police Department and 911 Communications operations, managing an annual budget of approximately $5 million. During his tenure, he implemented comprehensive organizational restructuring, strengthened recruitment and promotional standards, formalized use-of-force and pursuit of review protocols, and initiated the agency’s first state certification process. He successfully merged 911 operations with Cobb County to improve efficiency and reduce costs, increased department-wide training by 59% within his first year, and modernized public safety technology through upgraded body cameras, vehicle cameras, and digital systems. He also established a Peer Support Team, chaplain program, and the Austell Police Foundation to support officer wellness and community engagement.
Prior to serving in Austell, Chief Hamilton retired as Deputy Chief of Police for the Cobb County Police Department after 27 years of progressive service. In this role, he helped oversee a department-wide budget of approximately $100 million and managed key operational areas including Central Records, GCIC/NCIC compliance, fleet and equipment operations, evidence management, and accreditation. He led major initiatives such as department re-accreditation (CALEA), NIBRS reporting implementation, body-worn camera deployment, precinct renovations, and relocation of police headquarters and evidence facilities.
Throughout his career, Chief Hamilton has served in every rank from Patrol Officer to Deputy Chief, commanding specialized units including Special Operations, DUI Task Force, K-9, EOD, Crisis Negotiation, and Criminal Investigations. He has supervised more than 100 sworn personnel and has also served as Interim Police Chief during executive transition.
Chief Hamilton holds a Master of Science in Criminal Justice with a concentration in Critical Incident Management from Saint Leo University and a Bachelor of Science degree in Health and Physical Education from Cumberland College. He is a graduate of Northwestern University’s School of Police Staff and Command and has completed nearly 4,000 hours of advanced law enforcement training.
Beyond his professional service, he is actively engaged in community leadership and nonprofit initiatives supporting youth development, scholarships, and public safety outreach. He is a proud member of the international association of chiefs of police (IACP), Georgia association of chiefs of police (GACP), National organization of black law enforcement (NOBLE), Metropol Atlanta, NAACP, and Omega Psi Phi fraternity, Inc.
