Carter IV is the owner and operator of Retail VR LLC, a 3D modeling and virtual reality company based in Strasburg. His company specializes in 3D modeling of businesses that can be used for marketing, mapping, facilities management, emergency services and more. He has used his technology to create a virtual tour of Strasburg’s murals and many of the businesses on the main streets of Shenandoah Cou

nty. has a passion for small businesses and smart growth in Strasburg. He enjoys hiking, fishing, metal detecting and camping with his family and is interested in moving Strasburg forward but not at the expense of the beautiful environment. is proud to call Strasburg home, as he coaches for the Strasburg Midget Football League, volunteers for Mayfest, and attends many of his children's events at Strasburg schools. is also highly active in his church, Abundant Life, where he has served on the Board, served as a small group leader and volunteers for media production. is running for the Strasburg Town Council to bring positive leadership, communication, and cooperation to Strasburg. was raised in Manassas, VA and joined the United States Navy after high school. He was a DC2 (Damage Control 2nd class) and stationed in Sasebo, Japan on the US Germantown LSD-42. He returned to Manassas where he graduated with a degree in International Business and met his wife, Kim (a schoolteacher). They moved to Strasburg shortly after they were married in 2006. Carter V (15) and Wallace (Ace) Carter (11). The whole family is active in the community. Kim serves on the HOA Board for Founders Landing, A.D. I'm always thankful when we have an opportunity to serve. The local Warren County Habitat for Humanity had a need and we were able to find some like minded folks and helped where we could . I am always so thankful for the other servants in our community that don't mind "being the hands and feet" when duty calls.

I appreciate the spotlight on all of us running. It's important to know who your voting for. I know my platform description is a little underwhelming but honestly, SERVICE is my platform. I was brought up in a home where learning to serve was a foundational component of our lives. My mother served at all of our church functions and community events when we were kids. My father served in the US Navy then worked as a maintenance supervisor for Metro, again serving those daily commuters in NOVA. I took on the act of service by joining the US Navy in 1996 serving as Damage Controlman 2nd Class (a shipboard firefighter) my job was to run into the situations while everyone else ran away from them. This was my job and my duty. I then went to college after the Navy. Then I worked as a property claims adjuster, serving those homeowners in need. I also worked down in Mississippi for 3 months dealing with the devastation of Hurricane Katrina and served folks at their lowest. I then worked for a large insurance restoration contractor out of New Market, VA for 11 years helping our local citizenry navigate the insurance claims process. While working there I also served on the board our church, where our focus was on the congregation not our titles. We experienced growth in the congregation and worked through several facilities expansion projects and difficulties of the pandemic. I am now a local business owner here in town serving our local business community by providing next generation 3D imaging services allowing our small town businesses to compete and advertise at a global scale. I am also wrapping up another season serving as a volunteer coach with our SMFL. Serving as a coach in our community is so rewarding, knowing that there are several children without positive role models in their homes, its important for those of us that can serve, to serve. My desire to serve our community in the capacity of town council is not a practice in the accumulation of power but a voluntary enlistment for service.

Now with some of the greater questions in regards to taxation rates, water bills, and the general goings on of town staffing I cannot answer these questions with incomplete information. The only way these questions could possibly be answered, would to be sitting on the council and privy to the information. Thank you for taking the time to read my post and I would appreciate your vote on Nov. 8.
