Honor the Hero in Your Life

The Town of Stuart proudly invites families to participate in the Hometown Hero Banner Program, honoring veterans and active-duty service members with custom banners displayed throughout the community.

Sample banner ( See Image below) — to be replaced with the Town’s final artwork prior to printing.

DISPLAY DATES

Banners will first be displayed on Veterans Day 2026. Beginning in 2027, banners will be displayed from Memorial Day through Labor Day, and again on Veterans Day, weather permitting.

COST

$135 per banner

Each banner is intended to be displayed for up to five (5) years, subject to condition. Checks payable to: Town of Stuart.

WHAT’S INCLUDED

A custom printed banner featuring the honoree’s photo and service information
Placement on a designated pole within the Town of Stuart (location selected by the Town)
Professional production and seasonal display
Storage and maintenance of the banner during the program term

HOW TO PARTICIPATE

Complete the application form.
Submit a high-resolution photo of your hero.
Optionally, include a short biography (up to 75 words).
Mail or deliver payment to the Town of Stuart, 100 Patrick Avenue / P.O. Box 422, Stuart, VA 24171.
Deadline to Apply: August 28, 2026

Frequently Asked Questions

Can I purchase additional banners?

Yes. Families may order additional banners for personal display.

Can I get my banner back?

Yes. Families may request the return of their banner at any time.

What kind of photo is required?

A high-resolution digital image, preferably in uniform. Printed photos should be scanned at a local business before submission. Photos are not enhanced — what you send is what will be used.

Where will banners be displayed?

Display locations are selected by the Town of Stuart based on safety and visibility.

What if my hero’s name is longer than 17 characters?

A 17-character limit (including spaces and punctuation) keeps formatting consistent across all banners. If the full name is longer, please shorten it — for example, use a first initial with the last name, or the last name only — and enter that version on the application.

Is a biography required?

No. A short biography (up to 75 words) is optional, but it is encouraged — the Town keeps these on file to preserve the history of our local heroes for future projects.

Who maintains the banners?

The Town of Stuart is responsible for the installation, maintenance, storage, and seasonal display of all banners during the program.

RESOLUTION DECLARING A STAGE 1: DROUGHT WATCH FOR PATRICK COUNTY

WHEREAS, Patrick County has experienced prolonged climatic, hydrological, and extraordinary weather conditions that have impacted regional water supplies; and

WHEREAS, pursuant to Section 1 of THE DROUGHT AND WATER EMERGENCIES ORDINANCE, the County Administrator is granted the authority to declare a water emergency in the County to protect the public health, safety, and welfare of the residents of Patrick County; and

WHEREAS, the County Administrator has evaluated pertinent data, including streamflow conditions, water levels, available/usable storage on hand, drawdown rates, and projected supply capabilities, and has worked closely with the Patrick County Public Service Authority to designate the appropriate stage of water emergency; and

WHEREAS, it has been determined that moderate but limited supplies of water are currently available, satisfying the criteria for a Drought Watch as defined in the Patrick County Drought Response and Contingency Plan;

NOW, THEREFORE, BE IT RESOLVED by the County Administrator of Patrick County, Virginia, that a Drought Watch is hereby declared effective immediately for all areas of Patrick County.

BE IT FURTHER RESOLVED that in accordance with the Drought and Water Emergencies Ordinance, the following directives and public guidelines are implemented:

SECTION 1: PUBLIC OUTREACH & VOLUNTARY RESTRAINT

The general population is called upon to employ prudent restraint in water usage. An active public outreach campaign shall be initiated immediately to inform residents, businesses, and institutions of the potential for drought conditions to intensify and to promote effective conservation strategies.

SECTION 2: ADHERENCE TO SUBSEQUENT WARNING STAGES

While a Drought Watch initiates public outreach, all citizens are strongly encouraged to familiarize themselves with and voluntarily adopt the standard conservation measures outlined in the County’s Drought Warning guidelines to mitigate further strain on the water supply:

Inspecting and repairing all faulty and defective parts of faucets and toilets.
Shifting to showers instead of bathtubs and limiting showers to no more than five minutes.
Turning off faucets while shaving, rinsing dishes, or brushing teeth.
Limiting the use of clothes washers and dishwashers to full loads only.
Limiting lawn and shrubbery watering to the absolute minimum necessary for plant survival.
Restricting vehicle washing and eliminating the wash-down of outdoor surfaces (sidewalks, patios, driveways).
Delaying new landscape work and practicing conservation protocols during all phases of construction activities.
Commercial Target: All industrial, manufacturing, and commercial enterprises are requested to reduce water consumption to any degree feasible, with an immediate target goal of a 10% reduction.

SECTION 3: LIMITATION OF RESTRICTIONS

Pursuant to Section 4 of the Ordinance, the provisions or future escalations of this declaration shall not apply to any governmental activity, institution, business, or industry declared by the County Administrator to be necessary for the public health, safety, and welfare, or for the prevention of severe economic hardship or substantial loss of employment.

SECTION 4: STATUTORY PUBLICATION OF DECLARATION

The County Administrator shall immediately post a written notice of this emergency declaration at the front door of the County Administration Building and place an official notice in a newspaper of general circulation within the affected area.

SECTION 5: DURATION & TERMINATION

This Drought Watch shall remain in effect until climatic conditions improve and the County Administrator, following discussions with the Patrick County Public Service Authority, determines the shortage no longer exists and obtains the concurrence of the Patrick County Board of Supervisors to formally declare the emergency over.

Public Notice: Memorial Day Holiday Trash Collection Schedule

In observance of the Memorial Day holiday, the Town of Stuart offices will be closed on Monday. As a result, there will be a temporary adjustment to our residential trash collection schedule for next week.

What You Need to Know:

Monday Route: Collection is delayed by one day and will be picked up on Tuesday.

Tuesday Route: Collection will take place on Tuesday as regularly scheduled.

Remainder of the Week: All other trash routes (Wednesday through Friday) will remain on their normal pickup schedules and are unaffected by the holiday.

Please ensure your bins are curbside by their usual time on Tuesday morning to ensure collection. Thank you for your cooperation, and have a safe and happy holiday weekend!

🇺🇸 HOLIDAY NOTICE: Presidents' Day 🇺🇸

The Stuart Town Office will be CLOSED on Monday, February 16, in observance of Presidents' Day. We will resume normal business hours on Tuesday, February 17.

🚛 Trash Collection Update:
Residential trash collection will be delayed by one day next week:

• Monday’s Route ➡️ Picked up Tuesday
• Tuesday’s Route ➡️ Picked up Wednesday
• Wednesday’s Route ➡️ Picked up Thursday

Water/Sewer Emergencies:
As always, if you experience a utility emergency while the office is closed, please contact our emergency line at 276-692-6351.

❄️ WEATHER & TRASH UPDATE: Thursday, Feb 5 ❄️

Due to the recent snowfall and current road conditions, the Stuart Town Office will operate on a delayed schedule today, Thursday, February 5, opening at 9:00 AM.

Revised Trash Schedule:
Because of the weather, our sanitation schedule has shifted again. The Wednesday route, which was originally rescheduled for today, will now be collected on Friday, February 6.

EDIT: We will continue to maintain coordination with management at the Patrick County Transfer Station. Under normal conditions, the Town will leave refuse on the truck overnight; however, the cold weather prevent us from currently doing this.

Thank you for your patience as we navigate this additional snowfall. Please stay safe if you must travel this morning!
