Today I was proud to celebrate the Grand Opening of our Surprise Community & Resource Center.

Councilman Melton said it best, what better place for this resource center to be than where it all began? Our original townsite was founded on a simple yet powerful idea, that strangers could become neighbors. That people, despite their differences, could come together to form something real: a community.

Through these doors, folks may arrive feeling alone, hopeless, or lost. But they will not leave that way. They will find community waiting for them, and resources ready to walk alongside them. They will find hope, and they will be guided through some of the most challenging times.

Today represents the culmination of the work of Seth, Deb, and so many others who, alongside the community, poured so much heart and energy into making this a reality!

A big thank you to our transportation crews, who have been working at all hours of the day and night to minimize the impact these storms are having on our neighborhoods.

These crews are on call 24 hours a day during the monsoon and after any major storm events to check for and remove downed trees and debris, clear clogged storm drains, and assist residents.

Reminder: To report downed trees and debris in a public right-of-way, please call the Surprise Police Department non-emergency line at 623.222.4000.

As many of you know, our city has suspended its use of the Flock program.

Emerging technology can help officers do their jobs more effectively, but public safety is not served by tools that begin to erode public trust.

I still believe the public safety community should continue to evaluate emerging technology so we can protect our communities effectively.

However, that evaluation must be ongoing, not static, and it must not come at the expense of the trust of the community it is intended to protect.

It is in that spirit that I have requested that, in addition to canceling our contract, the physical Flock equipment be removed as quickly as possible.

I have confirmed today that city has formally requested that Flock remove all their equipment as soon as possible.

Last night, I had the opportunity to vote in support of your Surprise Police Department continuing to be an active partner in the regional Child Exploitation & Anti-Human Trafficking Task Force.

And while I voted in favor of it tonight, that vote means nothing without the brave men and women of our police department, who work tirelessly and aggressively to protect some of the most vulnerable and to get dangerous criminals off our streets.

Human trafficking and child exploitation do not stop at city boundaries, so neither can our response. Working with AZ DPS & our regional partners gives our investigators stronger capabilities, shared intelligence, and the ability to coordinate across agencies to identify suspects, locate victims, and build stronger cases.

This task force uses shared resources and personnel to connect related cases, preserve and analyze digital evidence, conduct undercover operations, and ultimately get offenders into custody and off our streets.

I will continue to support this partnership and this task force’s mission to protect our children and keep them safe.

I wanted to share an update regarding the final phase of the expansion project along 163rd Ave.

Work on Phase 1 is now ahead of schedule which is allowing us the opportunity to start working on Phase 2 early.

Starting August 10th you will see some additional traffic changes on 163rd Avenue between Happy Valley Road and Jomax Road as work on the project advances.

Here is a breakdown on what you can expect:

* Northbound 163rd Avenue will be reduced to one lane (Phase 2)

* Southbound 163rd Avenue will continue to be reduced to one lane (Phase 1)

All turning movements at the Happy Valley Road and Jomax Road intersections will be maintained, and access to your home, businesses and other destinations will remain open throughout construction.

When Phase 1 is completed, early fall 2026, a second southbound travel lane will be opened.

When Phase 2 is completed in (estimated) January 2027, a second northbound travel lane will be opened.

This week marks the end of summer break and the return to the classroom for so many of you.

Whether you’re dropping off your kids for the very first time or celebrating their very last “first day of school,” I’m thinking of you and wishing you a great school year.

And to our teachers, a heartfelt thank you. Thank you for the love you pour into every lesson, every hallway moment, and every attempt that doesn’t go perfectly the first time. A classroom is just a classroom, you all make it what is with your passion, love, and care you bring to every single school year.

I wanted to provide you all update since my last update last evening.

Recently, several of you reached out regarding concerns about service disruptions and the lack of communication from Liberty Utilities.

In response, yesterday afternoon I sent a letter to Liberty Utilities’ President and to the Arizona Corporation Commission, demanding immediate action and accountability. This letter was sent prior to the notice many of you received late last evening. The issues I raised were pressing at the time, but the experiences many of you endured last night make them even more critical.

I am working on gathering additional information and will share another update tonight regarding some of the questions you all have. I will also keep you updated on further actions and communications with the ACC and Liberty Utilities' leadership.
