The Korean police have long demanded independence of the right to investigate.
The Korean prosecution is a powerful organization with the right to investigate and prosecute.
I personally think that Korean police should have independent investigative rights just like American police. I think the arguments are correct for the Korean police, but I think there are a few things you don't know about the US police system.
In the United States, there are separate investigative police and investigators conduct independent investigations, but all investigations are conducted in consultation with prosecutors. In addition, patrol police are concerned with security issues, not criminal investigations.
In order to become such an investigation system, the prosecution must lead the investigation police organization, and the prosecution and police must cooperate with each other.
