The Korean prosecution is a powerful organization with the right to investigate and prosecute.
I personally think that Korean police should have independent investigative rights just like American police. I think the arguments are correct for the Korean police, but I think there are a few things you don't know about the US police system.

In the United States, there are separate investigative police and investigators conduct independent investigations, but all investigations are conducted in consultation with prosecutors. In addition, patrol police are concerned with security issues, not criminal investigations.

In order to become such an investigation system, the prosecution must lead the investigation police organization, and the prosecution and police must cooperate with each other.

In a free democratic society, I should not violate the rights of others for my own rights. Violations are violence. So we like the word equality. Do not misunderstand that the word equality bridges the gap between rich and poor. "Irreconcilable Conflict" is a very common term in criminal court. It is often used when the evidence is not deterministic even if the investigator collects it and bring it.
"Mediation" is used a lot in civil courts and is used to agree with each other.
Therefore, when agreeing, the word "Mediation" is used, and if there is no intention or willingness to agree, it is said to be "Irreconcilable" when appealing to the court.
