Planning Commission - Hillsborough County The local planning agency of the cities of Tampa, Plant City, Temple Terrace and Hillsborough County.

We serve the citizens of Hillsborough County, City of Plant City, City of Temple Terrace, and the City of Tampa by providing a vision for improving the quality of life. We are an independent, consolidated planning agency, led by 10 citizen appointees from all 4 local jurisdictions. We promote and coordinate comprehensive long-range planning, growth-management, transportation, and environmental protection, as we make our recommendations to the local jurisdictions.

Plan Hillsborough is pleased to announce that Yassert Gonzalez, Manager of Economics, Demographics & Research, has been appointed to the Tampa Bay Regional Planning Council’s Comprehensive Economic Development Strategy (CEDS) Committee. The Committee is expected to conclude its work by December 2027.

Yassert brings more than two decades of experience in economics, demographics, population forecasting, and data-driven planning to the committee. At Plan Hillsborough, he leads research and analysis on population growth, development patterns, housing, employment, and socioeconomic trends to inform long-range planning and public policy.

The CEDS Committee brings together public, private, nonprofit, and community partners to help guide economic development priorities for the Tampa Bay region. Yassert’s participation will help strengthen the connection between regional economic development planning and the demographic and development trends shaping Hillsborough County and Tampa Bay.

Plan Hillsborough’s Strategic Planning, Environmental, and Research Division Director, Melissa Dickens, AICP, just wrapped leading the 2026 APA Florida AICP Exam Prep Series for nearly 1,500 planners around the country. This series covers each AICP certification testing topic area, best practices, and case studies to help potential AICP candidates prepare for the exam. Catch her leading an additional prep workshop at this year’s APA FL Conference!
