"Money doesn't buy happiness" is just something they say so you don't care as much about not having any. In a capitalist society, adequate money is necessary to pay for things like shelter, food, and healthcare - without which one is unable to move onto fulfilling their higher needs, like developing a healthy sense of self worth.
