October 29, 2025: Virginia Governor Glenn Youngkin has declared a state of emergency allowing the use of state funds to issue Virginia Emergency Nutrition Assistance (VENA) benefits to Supplemental Nutrition Assistance Program (SNAP) customers in November if the federal government shutdown is not resolved by November 1, 2025. Under VENA, 25% of a customer's monthly benefit will be issued on a weekly basis, so that in the event the shutdown ends sometime during November, normal distributions from the federal government will resume. Starting Monday, November 3, the following will take effect for SNAP customers:
· Customers who receive their benefits on the 1st of the month will receive weekly VENA benefits on Mondays.
· Customers who receive their benefits on the 4th of the month will receive weekly VENA benefits on Wednesdays.
· Customers who receive their benefits on the 7th of the month will receive weekly VENA benefits on Fridays.

Benefits will be posted to your current EBT card.

Virginia is the first state in the nation to use state funds to deliver food assistance to SNAP customers. The state of emergency allows the Governor to use these funds to protect the health, welfare and safety of Virginians.

We recognize the serious impact this government shutdown has had on Virginians who rely on this program. This incredibly challenging time could most rapidly be resolved by the U.S. Senate voting for the continuing resolution that has already passed the U.S. House of Representatives.

October 28, 2025: Governor Glenn Youngkin has declared a State of Emergency to address the anticipated lapse in Supplemental Nutrition Assistance Program (SNAP) benefits starting November 1, 2025, due to the ongoing federal government shutdown.

SNAP is a federally funded program, and because federal funding has been disrupted during the shutdown, normal benefit disbursements may be delayed or temporarily paused. To help address this emergency, the Governor has authorized the use of state emergency funds to provide hunger relief and protect the health, welfare and safety of Virginians who rely on these benefits.

The Virginia Department of Social Services will provide updated information as it becomes available and remains committed to supporting all Virginians during this challenging period.

Virginians who are concerned about interruptions caused by the shutdown are encouraged to contact Senators Mark Warner at (202) 224-2023 and Tim Kaine at (202) 224-4024.

Governor Glenn Youngkin Declares State of Emergency to Protect Hungry Virginians from Democrats Blocking Federal Funding for the Most Needy

RICHMOND, VA – Governor Glenn Youngkin today declared a state of emergency to provide emergency hunger relief for Virginians in response to the Democrat Shutdown causing Supplemental Nutrition Assistance Program (SNAP) benefits to run out starting November 1, 2025.

“The Democrat Shutdown will cause SNAP benefits to run out for over 850,000 Virginians in need starting November 1, 2025. I refuse to let hungry Virginians be used as ‘leverage’ by Congressional Democrats. I am declaring a State of Emergency due to the Democrat Shutdown to protect hungry Virginians in need,” said Governor Glenn Youngkin.

“This is an extraordinary action and is only necessary because of the shamelessness of Congressional Democrats – including every Democrat in our entire delegation- who refuse to pass a clean continuing resolution to open the Federal government. I once again call on Senator Mark Warner and Senator Tim Kaine to end this nonsense and vote to pass a clean CR.”

“The Commonwealth will provide food benefits until Congressional Democrats put the interests of Virginians in need ahead of their politics.”

“I thank President Trump and his Administration for their help as they continue to provide support to Virginians in need.”

The State of Emergency allows the Governor to expend emergency funds under sum sufficient authority to protect the health, welfare and safety of Virginians.

Due to the federal government shutdown that began on October 1, 2025, the U.S. Department of Agriculture has notified the Commonwealth of Virginia that November SNAP (Supplemental Nutrition Assistance Program) benefits cannot be issued at this time.

This is a nationwide issue impacting all SNAP households and cannot be appealed.
What You Need to Know
• If you currently have SNAP benefits on your EBT card, you can continue to use them to purchase food.
• November SNAP benefits will not be issued unless the federal government provides additional guidance.
• Tazewell County does not have additional information at this time.

Virginia Governor issues statement regarding Presidential Memo

“I’ve spoken to senior officials at the White House and confirmed the temporary pause by OMB does not impact individual assistance and will not interrupt disaster recovery efforts, school and childcare funding, healthcare for seniors or low-income families, funding for our roads, meals and lunches, or any of the other misinformation that has spread. The partisan stunt to disseminate knowingly misleading information is dangerous fearmongering and completely wrong. President Trump is doing what an executive should do at the beginning of a term, which is find out where the money is and where it’s going, not unlike what we did at the beginning of our term here in Virginia when we identified $1.4 billion in appropriated but unspent taxpayer money.” Gov Youngkin

📢 If you or someone you know lived or worked in Tazewell County and suffered financial hardships from Hurricane Helene between Sept. 25 and Oct. 24, you may qualify for temporary Disaster Supplemental Nutrition Assistance Program (D-SNAP) benefits. You do not have to be a current SNAP customer to be eligible for D-SNAP.
D-SNAP benefits are provided through a debit-like card and can be used to purchase food items at grocery stores and other authorized retailers. While current SNAP recipients are not eligible for D-SNAP, SNAP customers in the affected counties listed above who are not already receiving the maximum allotment in SNAP benefits will automatically receive a supplemental benefit on their existing Electronic Benefit Transfer (EBT) card.
