New schedule for the First Street bridge closure in Old Town! ⛔🚧
Originally scheduled for February, the First St. Bridge closure was postponed and will now take place from March 16th to May 3rd. The purpose of this closure is to allow for underground utility work involving deep trench excavation & utility system installations. For safety, community members are advised to avoid the area & follow posted construction signs.🏗️
Please see the detour map (down Pujol to Main St or straight to Rancho Cal Rd) and plan accordingly. 🗺️🚗

California classifies e-bikes into three classes under Vehicle Code Section 312.5:

Class 1: Pedal-assist only, max 20 mph.
Class 2: Throttle-assisted (no pedaling needed), max 20 mph.
Class 3: Pedal-assist only, max 28 mph (riders must be 16+).

Important rules:

●Riders under 18 must wear a properly fitted helmet (CPSC or ASTM standard).
●No passengers unless the bike is designed for it.
●Follow all traffic laws (stop signs, signals, no sidewalk riding in many areas).
●Modifications (e.g., removing speed limits) can make an e-bike illegal (treated as a motorcycle, requiring license/plates).

CHP offers a free online Electric Bicycle Safety and Training course (accessible via CHP.Ca.Gov, Vulnerable Road Users), which covers these rules and is recommended for riders and parents.

Parents should supervise and educate kids on e-bikes because:

●They’re faster/heavier than regular bikes → higher risk of serious crashes.
●Teens often ride recklessly (wheelies, speeding, groups blocking roads).
●Parents can face liability if kids ride illegally or unsafely.

🚨 **Attention Parents and Riders!** 🚨

Please be aware of the requirements for riding electric ⚡️ motorcycles responsibly and legally. Yesterday, one of our motor officers patrolling **Soquel Dr. near Cabrillo College** observed two electric motorcycles and conducted a stop for multiple vehicle code violations.

The riders were **minors**, **unlicensed**, and the electric motorcycles were **not registered** and had **no proof of insurance**. The children were released to their parents, but **both motorcycles were towed**.

Many of these electric motorcycles are intended for **off-highway use** and must be registered with the California DMV as **off-highway vehicles (OHV)**.

To operate an electric motorcycle on a public roadway and make it **“street legal,”** riders MUST:

1️⃣ Have a **valid driver license** with a **Class M1 endorsement**
2️⃣ Wear a **DOT-approved helmet**
3️⃣ **Register** the vehicle with the **DMV**
4️⃣ Properly **display a license plate**
5️⃣ Have required **safety equipment** (brake light, headlight, turn signals)
6️⃣ Have **liability insurance**

⚠️ **Parents/guardians:** If your child is under 18, you may also be cited under **CVC 14607**, which prohibits knowingly permitting an unlicensed minor to drive a motor vehicle on the highway.
