Athletes and their families are starting to arrive to our city for the Indiana Special Olympics Summer Games. From June 12-14, these incredible athletes will challenge themselves and each other in the name of competition and sportsmanship. I wanted to offer a sincere thank you to the athletes, coaches, fans, and our volunteers who help keep the games running smoothly. Indiana Special Olympics is a key partner in our city. We cannot thank them enough for choosing Indiana State and Terre Haute for the summer games.

For community members- if you get a chance drive by Indiana State's track and recreational fields to get an in person look at this remarkable event. The Special Olympics Games is truly an inspiration and shows our city and state what resilience and perseverance looks like.

I wanted to provide a short update on the 25th and Locust Street pump station.

We all saw the funny picture of a man kayaking during the recent storm. While I enjoyed the comedy of the situation, we still had to act. A second and third pump have been added to the stormwater pump station. This morning's rain lead to significantly less flooding in low lying corners. We will continue to adjust different parts to this station as needed to hopefully prevent the "25th Street River" from happening. If it happens again, make sure to wear a life vest when kayaking!

During heavy rainfall, water can easily pond in low areas or places cut off from retention areas. Stormwater stations intercept this massive influx of water and pump it over or through barriers into safe discharge points, such as rivers, lakes, or retention ponds.

Cleaning inlets is a huge help for our stormwater system. We have over 7,000 grates in the city and any bit of assistance helps. Please contact 311 if an inlet near you is clogged beyond a surface cleaning. The city has had multiple vactor trucks doing a deeper clean in recent weeks as we enter the summer storm season.

With regards to Locust Street- the stormwater, curb, gutter, street pavement, and some sewage pipes need to be replaced. This project is in the design phase and is part of our Long Term Control Plan. The LTCP is our city's 25 year agreement with IDEM/EPA to improve the sewage and stormwater system. To view our long term plan and the phases check the link below.

In 2026, the City of Terre Haute will be upgrading 5 bus shelters.

- 12th & Lockport
- Dreiser Square
- Brown & Wabash or
- Greenwood Manor
- 7th & Spang

The materials for the shelter are expected to arrive in October. We will begin removing the current shelters in the middle of September. Barring any shipping delays, the plan is to install these shelters once they arrive.

In 2027, the city is working with the Metropolitan Planning Organization (MPO) to access federal funding for improved pedestrian access to our bus system. This requires several steps and can be a frustrating process. I understand that working with the federal government takes time. This is why we are building 5 bus shelters locally in 2026 to show continued improvements on our own.

The MPO needs citizen feedback to help direct the next round of transit improvements. This feedback can be given by filling out the survey below:

Thank you to our Terre Haute Street Department for their swift response to multiple downed trees in the community. Work is still ongoing.

Non emergency issues can be reported using the city's 311 system.

Emergencies can be reported via 911. Our county dispatch and THPD do an excellent job communicating downed trees over streets to our THSD.

Expect crews to be working for a few more hours.

CSX Transportation crews will be closing U.S. 41 in Terre Haute just south of Voorhees Street to repair the crossing, on/after tomorrow, June 9. 📅

Later this week, the administration will formally ask the Terre Haute City Council to adopt a local city specific wheel tax. Under state law HEA 1461, a city must have a local option wheel tax to qualify for additional state road paving dollars in the Lane Mile Direct Distribution program. Terre Haute residents already pay a wheel tax to the county at the BMV. Starting in 2027 the rate will remain the same and the only change is the routing of dollars from the state to the city, instead of passing through the county. You will NOT be charged a county and city wheel tax, just the city tax if you live within city limits or the county tax if you live in the county.

In 2025, the state legislature made several changes that are impacting how local governments fund essential services:
• Property tax reforms are limiting the growth of local revenue
• State funding programs that have historically supported local road projects are being reduced or restructured
• Communities are increasingly expected to rely on local funding tools to maintain infrastructure

Due to the rising price of fuel and inflation, I am requesting that the Terre Haute City Council keep the wheel tax flat with NO INCREASES at $15 for 2027 AND 2028. The cost of paving has increased dramatically over the last 10 years. To maintain our current levels of paving, we will have to use other sources of revenue. Our goal is to increase our local paving dollars through gaming revenue dollars and EDIT instead of increasing the wheel tax.

To put it simply, we will not be asking you for more money when you register your vehicles for the next two years. We are going to plan for an increase of $2 in 2029. This has been a difficult decision. Based on our projected gaming tax revenues and several projects coming in under budget, we will use other sources of revenue to account for increases in paving costs for as long as possible.

I released a video on this topic several weeks ago. That video is linked in the comments. It offers a longer explanation of why the wheel tax is needed by state law to qualify for additional state dollars for paving. I know that no one likes to pay taxes and I understand that the cost to live is simply rising too fast. I hope you all understand that we are pushing off raising this tax for two full years and requesting a $2 increase in 2029. Under state law, the wheel tax can be set as high as $40. But Hoosiers are hurting and I cannot justify going higher than the rate we have and the 2029 rate.

We are working to finalize our 2027 paving plan based off of data on our street conditions. Once that is completed, we will update our Datahub maps online and publish a separate post with that tentative plan. The City of Terre Haute is home to over 760 Lane Miles of streets. Lane Miles, or "mainline" miles, are the length of the roadway (i.e. centerline miles) multiplied by the number of lanes.

This means there are over 4 million feet of streets that the city has to keep maintained, safe, and accounted for.
